MEETING MINUTES

1. CALL TO ORDER
The meeting was called to order at 6:02pm

4. PUBLIC COMMENTS — 2 Minute Time Limit per speaker
- Mr. Miranda highlighted one more incident on the corner of 105th and NMA. A car losing
control was reported and driving into the property. The country was advised.

6. Review of Action items

- MDC- Five-year plan for Miami Shores. - Open
- Request from the village clerk that this committee agenda be made available
electronically for all village residents and include hyperlinks to any relevant documents
(Minutes, reports, study findings any documents/emails used or submitted by the public)

- Before meeting circulate the county guidelines. — Open - Due from Mr. Miranda
- Crosswalks with lights either 4th Ave, or 5th Ave, on 103rd Street. DOT must put them
in. The school system must initiate the request with the DOT. Mr. Miranda will inquire if
the school has ever requested cross walk with lights from the DOT. State street. — Open

- There will be a presentation by country late February for the design for 2NE to 6NE. Mr.
Miranda let this committee know when that presentation will happen. Project is
scheduled to start in summer.
- Decision if the 2016 study sufficiently reflects the current problems that the village should
attempt to address with traffic calming measures. Open — Due from this committee.
- Start a list of items as recommendations to be presented to the Council. We anticipate
including that flashing lights are need on 103 crosswalks. Open — Due from ??
- Next meeting's topic will be School Zones. Announce to the Public and invite to discuss.

- Publish topic for the next meetings. Mr Miranda to determine best outreach outlets. Feb -
School Zones, Mar- Area 1, Apr- Area 2, May- Area 3, Jun- Area 4.

- Capital improvement projects list. Provide a link to the site - Closed - Public works on
the drop -down look for projects.
- Status on Speed cameras for school zones. — Chief offered, we are part of a consortium,
to interview potential vendors. Done four interviews. This is in progress. Miami herald.

7. DISCUSSION AND POSSIBLE ACTION
a) Discussion regarding chapter 15 — "traffic calming" — of FDOT's manual of uniform
minimum standards for design, construction and maintenance for streets and highways
(commonly known as the Florida Greenbook). Copies of chapter 15 were distributed with
the agenda for today's meeting. A complete copy of the Florida Green book can a found at

b) Discussion regarding the committee's evaluation of Miami Shores Village wide traffic
calming study dated October, 2016 ("the 2016 study") and of the implementation of
recommendations made by that study.
i) discussion regarding any concerns as to whether the 2016 study sufficiently reflects
the current problems that the village should attempt to address with traffic calming
measures.
ii) status of installing speed tables (which is phase one of the work the village is doing
to implement the county -approved recommendations made by the 2016 study.
Update: Phase 1 all speed tables are part of phase 1 and there are 1211 are pending (one is
scheduled to go in others are in order) Next one. NE 94' between 12' and the bay. There
are 11 left. Question pending on 121" avenue.
iii) Multimodal study, Pedestrian biking and motorist projects. Update: Project
documents are in the archives. Two of the five have been completed. And two more are in
design. Four intersections will be "raised" or "textured" for cross walks and Bike paths.
iii) discussion regarding whether changes should be recommended for future phases
of work approved pursuant to the 2016 study (i.e. work proposed to be conducted after the
village completes the installation of approved speed tables).
THE CURRENT PLAN PROVIDES FOR THE FOLLOWING:

(a)NW 111th St. and NW 2nd Ave
(b)NE 12th Ave & NE 96th St
(2)Proposed installation of diverters at the following intersections:
(a)NW 110th St & NW 2nd Ave
(b)NW 108th St & NW 2nd Ave
(c)NE 101st St & NE 1st Ave
(d)NE 94th St & NE 1st Ave
(e)NE 92nd St & NE 1st Ave
Should diverters be replaced with speed tables?
(3)Proposed median adjacent to the intersection on both approaches of NE 10th Ave
to NE 93RD St
(4)Proposed refurbishing of speed hump markings for intersection at NE 8th Ave
between NE 91st St and NE 92nd St.
THE PLAN ALSO SUGGESTS ALTERNATIVE APPROACHES ON PAGES 32-37.
c) Determine is the changes already implemented, specifically speed tables, have had a
positive impact from the resident's perception.
- Extensive discussion on how to measure if there is an efficiency perceived. Decision to
do community outreach by inviting residents to talk about their zone.
- Invitation will be send out prompting residents learn about traffic related changes
already completed in their zone, as well as participate by offering comments. A meeting
per zone as defined in the traffic study map
The scope: Presentation about the area what has been done what's planned. Collect
perception and feedback.
