1. CALL TO ORDER —By Chair Ms. Meyer at 6:36pm.

3.a. Approval of the Minutes from May 8th, 2024.

Move to edit roll call, and add full name to committee members, move to approve by chair Ms. Meyer,
seconded by Ms. Casey. 5-0.

4.a. Introduction to new SRC member
4.b. Irrigation Item (Public Works Director: Chris Miranda)
Mr. Miranda discussed the meeting dates and noted that Chair Ms. Meyer had researched and understood
the irrigation ordinance. Mr. Miranda mentioned that South Florida management is inquiring whether the
village has any enforcement measures in place for irrigation. He went on to explain the county's reasoning
behind advancing the ordinance.
Chair Ms. Meyer inquired if the draft would be scrapped, to which Mr. Miranda confirmed. Ms. Silvia
Kang then asked about the Village's approach to enforcing irrigation regulations. Mr. Miranda responded
that outreach and communication efforts would be used to gain consensus. Ms. Kang also asked if the
irrigation information is available on the Village website. Ms. Casey inquired about the timeline for when
the council could review the ordinance.
Chair Ms. Meyer suggested adding a requirement for a rain sensor to the Village code. She also
recommended placing public comments at the top of the agenda
Public Comment: 444 NE 102°d ST, Philipp Azenna
He is against the Village telling him that he cannot have gravel in the public swale. Mr. Philipp stated that
gravel should be allowed in the swale to reduce flooding.
Ms. Benton had a guest named Stephanie come and provide a presentation about irrigation workshops to
help residents interested in learning about proper irrigation practices.
Ms. Silvia Kang asked that the owner should understand why it is important to prohibited gravel on the
swale area. Mr. Miranda spoke about the language on the county's website refers to drainage concerns.
5. DISCUSSION ITEM (S):
5.a. Workshop Updates
Ms. Benton discussed the various workshops conducted over the years. Ms. Silvia Kang asked if Ms.
Benton had collaborated with a vegetable garden expert to explore potential vegetable garden options.
Ms. Respondek suggested selecting the best ideas and moving forward with those. Ms. Benton proposed
starting with a bird workshop as a great initial topic. Ms. Respondek also mentioned a program on swale
maintenance as another option.
Ms. Benton introduced "Ifeast," a program focused on water irrigation and plants that promote
biodiversity. Mr. Pluhar noted that the police department has an initiative for paper shredding and the safe
disposal of prescription items. He also mentioned that the University of Miami might offer cost-effective
workshop programs.
Ms. Silvia Kang highlighted the importance of a tree canopy workshop to educate residents on
maintenance and controlling the heat island effect. Chair Ms. Meyer suggested that the compost workshop
could be an ongoing effort rather than a one-time event. Additionally, she mentioned another group called
Dream in Green, which offers services for a fee of around $2,500 but would provide valuable
informational resources to the Village.
5.b. Native Gardens of the Month
Ms. Respondek followed up with Ms. Benton about the vegetable garden and suggested setting a specific
date for the workshop.

Ms. Casey suggested that Ms. Silvia Kang and Ms. Rangel would be well suited to research and organize
information for public workshop events.
The motion to approve the coordination of workshops by Silvia Kang and Lauren Rangel was made by
Ms. Patricia Casey and seconded by Ms. Carol Respondek. The motion passed with a 5-0 vote.
The motion to appoint Ms. Carol Respondek as an alternate was made by Ms. Patricia Casey and
seconded by Ms. Silvia Kang. The motion also passed with a 5-0 vote.
