A RESOLUTION OF THE COUNCIL OF MIAMI SHORES
VILLAGE, FLORIDA, APPROVING A FLORIDA LOCAL AGENCY PROGRAM ("LAP") AGREEMENT FM#
447970-1-58-01/ 68-01 WITH THE STATE OF FLORIDA
DEPARTMENT OF TRANSPORTATION ("FOOT"),
PROVIDING FOR REIMBURSEMENT TO THE VILLAGE
IN AN AMOUNT NOT TO EXCEED $458,680 FOR THE
CONSTRUCTION AND CONSTRUCTION AND
ENGINEERING INSPECTION (CEI) SERVICES
REQUIRED FOR FLAGLER TRAIL ON CLUB DRIVE,
BETWEEN NE 91ST STREET AND NE 100TH STREET;
AUTHORIZING THE VILLAGE MANAGER TO
EXECUTE THE AGREEMENT; PROVIDING FOR IMPLEMENTATION; AND PROVIDING AN EFFECTIVE
DATE.
WHEREAS, The Miami-Dade County Parks and Open Space System
Master Plan, dated December 2007 contains a vision for Miami-Dade County's
parks and open space including green streets, greenways & water trails, parks &
public spaces, water access, and environmental & endangered lands; and
WHEREAS, the goal of the Master Plan is to provide an interconnected
network of shaded and safe bikeways and trails connect to parks, neighborhoods,
schools, employment centers, civic buildings, and other community destinations;
and
WHEREAS, the trail identified in the Master Plan that follows the path of
the Florida East Coast (FEC) railroad encompasses the trail along Club Drive in
Miami Shores Village (the "Village"); and
WHEREAS, the project proposes to construct the Village's section of the
Flagler Trail to include an eight (8) to ten (10) foot asphalt multi-purpose path along
the west side of Club Drive between the roadway and the right-of-way line (the
