EDUCATION COMPACT BETWEEN MIAMI-DADE
COUNTY PUBLIC SCHOOLS AND MIAMI SHORES
VILLAGE

Following the blueprint established by the formation of Education Compacts between
Miami -Dade County Public Schools (District) and other local governments, the District
and Miami Shores Village (Village) will partner to bring together each organization's
collective resources for the greater benefit of the students and citizens of Miami Shores
Village.
Miami Shores Village was established in 1932. Situated between the Village of El Portal
to the south and the Village of Biscayne Park to the north, Miami Shores Village
encompasses the area between Biscayne Bay and NW 5th Avenue in some parts (east
to west), and from NW 91st Street to NW 115th Street (south to north). Per the 2010
United States Census, the Village has 10,493 residents.
The Village is home to one District facility, Miami Shores Elementary School, which
feeds into Horace Mann Middle School. These schools belong to the Miami Edison
Senior High School Feeder Pattern.
Through this Education Compact, the District and Village will strive to meet the
educational needs of each child and enhance the learning opportunities for all. The
Education Compact will encompass programs and/or projects that can be enriched,
expedited, or better realized through collaborative efforts.

The areas of focus in this collaboration include, but are not limited to student
achievement, community involvement, parental engagement, communication, and
facilities joint -use agreements.The initial activities, intended outcomes, and measures
associated with each of these major focus areas are outlined below.
STUDENT ACHIEVEMENT
Activities:
1. The District will make available to the Village student academic and survey data
specific to Village schools and feeder schools.
2. The Village will collaborate with the District to provide service -learning
opportunities for students within Village departments and/or agencies within the
Village boundaries.
3. The District and the Village will explore the creation of a Math, Science and
Technology choice program that would prepare students to articulate to Horace
Mann Middle school which has a technology magnet.
4. The District and the Village will explore ways to increase resources for Miami
Shores Elementary School.
5. The District will explore the Science Technology Engineering Math (STEM)/
Science Technology Engineering Arts Math (STEAM) designation for Miami
Shores Elementary School.
Key Intended Outcomes:
• Increased academic achievement
• Increased targeted gains for accountability subgroups
Measures.
■ Number of annual reading, math and science learning gains on Florida
standardized examinations
• Number of joint efforts linked to highlighting available programs
■ Number of learning gains made for accountability subgroups

COMMUNITY INVOLVEMENT
Activities:
1. The Village and the District will identify alumni of M-DCPS who reside within the
Village to encourage them to support their public schools and District initiatives.
2. The Village and the District will promote mutual community involvement
initiatives and practices, including the joint -use of certain facilities.
3. The Village and the District will collaborate to identify businesses within the
Village to partner with local schools through the Dade Partners program in
support of student achievement.
4. The District and Village will continue to support internship opportunities for high
school students with Village businesses.
5. The Village will work with the District to expand opportunities for grant writing
partnerships to provide innovative education for Village youth.

• Increased workforce internships experiences for youth
• Increased youth civic engagement in municipal government
• Increased opportunities for collaborative grant writing
Measures:
• Number of activities that are scheduled

involvement

PARENTAL ENGAGEMENT
Activities
1. The District will make available to the Village parent survey data via parent
satisfaction survey results and School Climate Survey results, segregated by
Village schools and feeder schools, where possible.
2. Through The Parent Academy (TPA), interested Village personnel will be trained
regarding use of the District's Parent Portal and other electronic resources
available through the District.

3. The District and the Village will work together to encourage parent involvement in
education and in school -based Parent Teacher Student Associations
(PTAs/PTSAs).
Key Intended Outcomes:
• Increased community access to educational information and opportunities
• Increased accessibility to family/individual support services
• Increased usage rates of the Parent Portal
• Increased parents participation in PTAs/PTSAs
Measures:
• Number of parents from Village schools attending Parent Academy programs
• Number of parents participating in PTAs/PTSAs
• Number of parents utilizing the Parent Portal
COMMUNICATION
Activities:
The Village will work with the District to disseminate information related to
educational opportunities and activities by placing information in strategic
community locations.
2. The Village and the District will collaborate to enhance education -related
communication to Village residents by developing an education page on the
Village website with links to Village feeder schools and by providing access to
space in Village print or digital media to disseminate information on Village
feeder schools.
3. The Village and District will collaborate on a social media strategy to increase
communication about educational issues to the community.
4. The Village and the District will collaborate on legislative agendas in support of
public education.
5. The Village and District will provide briefings to the School Board and the Village
regarding the status of the implementation of this Compact and other issues of
interest.
6. The Village will support District marketing efforts by distributing information
regarding District programs, supporting school events, providing an education
link on Village's website, using print and digital media and other activities as
authorized by the Village.

7. The District and Village will work together to highlight educational programs
available to youth within the community including successful Choice Programs.
8. The Village will collaborate with the District to ensure that all students and
parents are aware and have access to the school district portals and resources.

education
Measures:
• Number of District legislative priorities supported by Village
• Number of educational articles, marketing materials, and social media posts
disseminated through Village -sponsored communication methods
FACILITIES JOINT- USE AGREEMENTS
Activities:
1. The Village and the District will explore joint use of public facilities such as
schools, fields, parks, libraries, recreational centers and facilities and will develop
appropriate lease agreements and facility utilization.
2. The Village and the District will collaborate to beautify and enhance the
landscaping, using native trees and shrubs, surrounding Miami Shores
Elementary and explore partnerships to provide additional resources for the
upkeep of such.

RECOMMEND: That The School Board of Miami -Dade County, Florida, authorize
the Superintendent to form an Education Compact between Miami -
Dade County Public Schools and Miami Shores Village.
