MEETING MINUTES

1) CALL TO ORDER
Mayor Burch called the meeting to order at 6:30 PM.

Mayor Burch moved to table item 5.C. until September. Vice Mayor Valinsky seconded the motion,
which carried a unanimous vote.
5) PRESENTATIONS
5.A. PRESENTATION ON MIAMI-DADE PUBLIC SCHOOL PROGRAMS, PARENT
ENGAGEMENT, AND POST-SECONDARY OPPORTUNITIES (BY: MS.
TABITHA G. FAZZINO, CHIEF INTERGOVERNMENTAL AFFAIRS & FAMILY
AND COMMUNITY ENGAGEMENT).
Administrative Director of the Office of Intergovernmental Affairs Aillette Rodriguez-Diaz presented
information on Miami-Dade Public School programs to the members of Council.

5.B. RECOGNITION OF MIAMI SHORES VILLAGE CITIZEN ACADEMY GRADUATES (BY:
VICE MAYOR JESSE VALINSKY).
Vice Mayor Valinsky presented certificates to the graduates of Miami Shores Village Citizen Academy.
5.C. MIAMI SHORES POLICE DEPARTMENT OFFICER OF THE YEAR PRESENTATION.
This item was deferred.
6) MANAGER’S UPDATE
No updates were provided by the Village Manager.
7) PUBLIC COMMENTS
Robert Menge stepped to the podium to speak about the charter, comprehensive plan, future land use
map (FLUM), and zoning.
Daniel Brady spoke in favor of the proposed zoning amendment.
Joe Schwartz spoke about sidewalks and construction on NE 104th Street.
Linda Schwartz spoke in favor of the proposed zoning amendment.
Jerry Lance spoke about trash in the alleys.
Pat Toomey spoke in favor of the proposed zoning amendment.
8) APPROVAL OF MINUTES
8.A. APPROVAL OF THE JUNE 4, 2024 VILLAGE COUNCIL MEETING MINUTES (STAFF:
VILLAGE CLERK).
Vice Mayor Valinsky moved to approve the June 4, 2004 minutes. Councilmember Charles seconded
the motion, which carried a unanimous voice vote.
9) ORDINANCE(S) ON SECOND READING- PUBLIC HEARING
9.A. AN ORDINANCE OF THE VILLAGE COUNCIL OF MIAMI SHORES VILLAGE, FLORIDA,
AMENDING APPENDIX A, “ZONING” OF THE VILLAGE’S CODE OF ORDINANCES BY
AMENDING SECTION 201, “TENSE AND NUMBER; CERTAIN WORDS, TERMS
DEFINED,” TO CREATE DEFINITIONS FOR “FLOOR AREA RATIO,” “IMPERVIOUS
AREA,” AND “LOT COVERAGE,” AMENDING SECTION 404, “COMPLIANCE WITH
SPACE AND AREA RESTRICTIONS”AND SECTION 406, “REDUCTION OF PLOT AREA
SO AS TO PROVIDE FOR SMALLER YARD OR OPEN SPACE PROHIBITED” BOTH
FOR CONSISTENCY AND CLARITY, AND CREATING SECTION 411, “DEVELOPMENT
STANDARDS” TO RELOCATE THE VILLAGE’S SCHEDULE OF REGULATIONS;
CREATING SECTION 412 TO ESTABLISH REGULATIONS FOR MAXIMUM LOT
COVERAGE, FLOOR AREA RATIO, MAXIMUM IMPERVIOUS AREA, AND
SUPPLEMENTAL YARD DEPTH AND STEP BACK REQUIREMENTS FOR
PROPERTIES LOCATED WITHIN THE ONE-FAMILY RESIDENTIAL (R) DISTRICTS;
PROVIDING FOR SEVERABILITY; PROVIDING FOR CONFLICT; PROVIDING FOR

Village Clerk Rodriguez read the caption of the ordinance into the record.
Mr. Joseph Corradino, the interim Planning, Zoning, and Resiliency Director, presented on the proposed
zoning amendments. He answered questions from the members of Council.
Mayor Burch opened the public hearing.
Maria McGuinness spoke in favor of the proposed zoning amendment.
Carmen Renick spoke about wall height.
Janet Goodman spoke in favor of the proposed zoning amendment.
Carol Respondek spoke in favor of the proposed zoning amendment.
Clark Reynolds spoke in favor of the proposed zoning amendment.
Andrew McIntosh spoke in favor of the proposed zoning amendment.
Abeer Jadallah spoke in favor of the proposed zoning amendment.
John Bachay spoke in favor of the proposed zoning amendment.
Dennis Leyva spoke in favor of the proposed zoning amendment.
Patrizia Bonaduce spoke about real estate speculation.
Jerry Lance spoke about flooding.
Laura Courty spoke about flooding.
Bekky Leonard spoke about flooding implications.
Mary Barbara Ivy spoke about housing design and the building-up of the ground level.
Jim Swanner spoke about flooding and wall construction.
Village Clerk Rodriguez also read eComments into the record.
Mayor Burch asked Mr. Joe Corradino, interim Planning and Zoning Director, to explain the process of
revising the zoning code going forward.
Vice Mayor Valinsky said he supports the amendment, although he challenges a detail about calculating
the step-back from the built edge of property. Councilmember Cantor stated he supports the amendment,
but he supports further revisions of the zoning code if problems are encountered. Councilmember Charles
noted that the amendment will not be as restrictive as other communities in Miami-Dade County.
Vice Mayor Valinsky moved to adopt the ordinance and Councilmember Cantor seconded the motion
which carried a 4-0 voice vote.

10) RESOLUTIONS
10.A. A RESOLUTION OF THE VILLAGE COUNCIL OF MIAMI SHORES VILLAGE, FLORIDA,
ADOPTING A CHARITABLE DONATION AND SOLICITATION POLICY; PROVIDING FOR
CONFLICTS; AND PROVIDING FOR AN EFFECTIVE DATE (STAFF: VILLAGE ATTORNEY).
Village Clerk Rodriguez read the caption of the resolution into the record. Village Attorney Wood
outlined the item, which has been revised after requests by members of Council. Village Attorney Wood
clarified that by a supermajority waiver, the requirement for giving to a 501c organization can be waived.
This resolution will only apply to public funds, not private funds.
There were no public comments on the item.
Councilmember Charles moved to adopt the resolution and Councilmember Cantor seconded the
motion which carried a 4-0 voice vote.
11) MANAGER’S REPORT
Village Manager Scott provided an update on the budget process.
12) ATTORNEY’S REPORT
Village Attorney Wood did not have any items to report.
13) ADJOURNMENT
There being no further business before the Village Council, the meeting adjourned at 9:00 PM.
