2024-23RESOLUTION NO. 2024-23 A RESOLUTION OF THE VILLAGE COUNCIL OF MIAMI SHORES VILLAGE, FLORIDA, DETERMINING THE PROPOSED MILLAGE RATE, AND THE DATE, TIME AND PLACE FOR THE FIRST AND SECOND PUBLIC HEARINGS AS REQUIRED BY LAW; DIRECTING THE VILLAGE CLERK AND VILLAGE MANAGER TO FILE THIS RESOLUTION, IF REQUIRED, WITH THE MIAMI- DADE COUNTY PROPERTY APPRAISER; AUTHORIZING THE VILLAGE MANAGER TO CHANGE THE BUDGET HEARING DATES IF NEEDED; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, Chapter 200, Florida Statutes provides a procedure for the adoption of ad valorem tax and millage rates associated therewith; and WHEREAS, Section 200.065, Florida Statutes provides for the adoption of a proposed millage rate, together with the establishment of a rolled-back millage rate computed pursuant to Section 200.065(1), Florida Statutes; and WHEREAS, on July 1, 2024, the Honorable Pedro J. Garcia, Miami-Dade County, Property Appraiser (the “Property Appraiser”) served upon Miami Shores Village, Florida (the “Village”) a “Certification of Taxable Value” certifying to the Village its 2024 taxable value; and WHEREAS, the provisions of Section 200.065, Florida Statutes, require that the Village, within thirty-five (35) days of service of the Certification of Taxable Value, advise the Property Appraiser of the Village’s proposed millage rate, the Village’s rolled-back rate, and the date, time, and place at which public hearings will be held to consider the proposed millage rate and the tentative budget; and WHEREAS, in accordance with the provisions of the Village’s Charter and Florida law, the Village Council is presenting the proposed millage rate and budget to formally notify and allow all interested persons to be heard at the public hearings specified herein in regard to any proposed item thereof. NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF MIAMI SHORES, FLORIDA, AS FOLLOWS: Section 1.Recitals Adopted. The foregoing recitals are incorporated in this Resolution as if fully set forth herein and made a part hereof by reference. Section 2.Declaration of Proposed Millage Rate.The proposed millage rate for the Village for Fiscal Year 2024-2025 is declared to be 7.8000 mills, which is $7.8000 per $1,000.00 of assessed property within the Village. Section 3.Computation of Rolled-Back Rate.The rolled-back rate, as computed pursuant to Section 200.065, Florida Statutes, is 6.9761 mills, which is $6.9761 per $1,000.00 of assessed property within the Village. The proposed millage rate is 0.8239 mills or 11.81% higher than the rolled-back rate. Section 4.Declaration of Proposed Debt-Service Millage Rate.The proposed Debt Service Millage is 0.1459 Section 5.Schedule of Budget Hearings.The date, time, and place of the first and second public hearings for the Village to consider the proposed millage rate and the tentative budget and to adopt a millage rate and adopt the budget, respectively, are hereby scheduled by the Village Council as follows: DATE TIME PLACE 1st Budget Hearing September 3, 2024 (Tuesday) (To consider the proposed millage rate and tentative budget) 6:00 PM Council Chambers 10050 N.E. 2 nd Avenue Miami Shores Village, FL 33138 2nd Budget Hearing September 17, 2024 (Tuesday) (To adopt a millage rate and finalize the budget) 6:00 PM Council Chambers 10050 N.E. 2 nd Avenue Miami Shores Village, FL 33138 Section 6. The Village Council will conduct a public hearing on the proposed general fund millage rate first. At the conclusion of the General Fund millage rate hearing, the Council will conduct a public hearing on the Debt Service millage rate. These items will be followed by a public hearing on the Fiscal Year 2024-2025 Budget. The Budget may be discussed during the hearing, but the millage rate must be voted on first. Section 7. Implementation.The Village Manager or designee is hereby authorized and directed to take such actions as he/she may deem necessary and appropriate in order to implement the provision of this Resolution. Section 8. Effective Date.This Resolution shall become effective immediately upon its adoption. Section 9. Transmittal.The Village Clerk and Village Manager are directed to take all necessary steps to submit the Village’s 2024 Certification of Taxable Value (DR-420) Form and provide a certified copy of this resolution to the Honorable Pedro Garcia, Property Appraiser of Miami-Dade County, on or before Sunday, August 4, 2024. Section 10. Authorization.In the event that the Miami-Dade County Board of County Commissioners or the Miami-Dade County School Board schedule or reschedule a budget hearing on a date scheduled for a Village budget hearing, the Village Manager is authorized to change the date of either or both Village budget hearings.
