Move to approve minutes by Mr. Saadeh seconded by Ms. Headley. 3-0. 2024-1-17 HPB MINUTES.pdf 4) ANNOUNCEMENTS 4.A Ms. Frehling Plaque Unveiling Confirmed for March 21, 2024 at 6:30pm. Ms. Tezen, spoke about the procedures of the event and confirmed that staff will coordinate with Ms. Frehling to ask about specifics about guests being allowed to go inside the home. 2 5) DISCUSSION ITEM(S) 5.A Compliance of Approved Certificate of Appropriateness on December 20, 2021 Owner: Todd Leoni Address: 284 NE 96th ST. Approved Certificate of Appropriateness for 284 NE 96 Street -Leoni.pdf Motion to amend agenda order to swap 5a to 5b, By Mr. Saadeh, seconded by Ms. Headley. 3-0. 5.B Building Department Official- Ismael Naranjo Chair Ms. Bonaduce asked questions about demolished historic buildings and how can the board be made aware of houses being demolished. Houses that are older than 50 years old will need to be notified to the historic preservation board prior to demolition. Mr. Saadeh asked about the procedure on how the Village ensures that building permits are verified that those houses are historic? Mr. Naranjo explained about the process and gave a background on several examples. Mr. Naranjo proceeded to give insight on demo reports in the last several months. 6) ACTION ITEM(S) 6.A Certificate of Appropriateness Owner: Todd Leoni Address: 284 NE 96th ST. Request: Removal of a wall Mr. Leoni spoke about the intent of removing the wall and provided information on the pool area and courtyard. Mr. Leoni stated that the wall is closing in and wants to have better use of the space in the rear. Ms. Headley asked about the arch, and wanted to know if there was a permit about the garage and addition being built in the 40s Mr. Leoni, stated that it is unknown since no plans were found on record. Move to approve certificate of appropriateness by Mr. Saadeh, seconded by Ms. Headley. 3-0. 284 NE 96 ST- Certificate of Appropriateness (Removal of Wall).pdf 6.B Certificate of Appropriateness Owner: Warren Bittner Address: 287 NE 96th ST. Request: Seeking approval of language and design proposal for custom historic marker. Mr. Bittner presented the language and the purpose on continuing with the design proposal. Created a new version of the previously proposed language. Mr. Todd spoke about the history of the house and how the significance of the language conveys the Spears-Harris Villa 287 Shoreland Boulevard house. Mr. Saadeh suggested that the language is long and could be modified. Move to approve certificate of appropriateness approved by Mr. Saadeh, seconded by Ms. Headley. 3-0. 3 287 NE 96th ST- Certificate of Appropriateness.pdf 287 NE 96th ST- Site Plan Review Package.pdf 6.C Recommendation for Establishing a Historic Village Marker Program to Village Council The board decided not to proceed forward with the recommendation of the Village Marker Program due to the amount of issues that can cause to the Village. Motion to approve failed, 1-2. Not approved (Mr. Saadeh Approved; Chair Ms. Bonaduce, Ms. Headley Denied) HISTORIC MARKER ORDINANCE DRAFT.pdf 7) PUBLIC COMMENT- 2 MINUTE LIMIT The board asked to have the public comments in the beginning after the announcements or minute approvals. Item 4 will have public comments. 8) BOARD MEMBER COMMENTS Ms. Headley is traveling on the upcoming meeting dates on May 15 and June 19th. Ms. Headley asked the board if they would like to change the meeting date to May 8th and/or another possible date. For June ideally the 5th or 12th (remotely). Mr. Saadeh asked when re-election dates and the time are. Asked for information from the Village Clerk. Ms. Bonaduce asked about absents per board members. Also, asked for information from Village Clerk. 9) NEXT SCHEDULED MEETING- MARCH 20, 2024 10) ADJOURNMENT -motion to adjourn 8:25pm by Chair Bonaduce, seconded by Ms. Headley. 3-0.
