MEETING MINUTES

3.a Approval of the Minutes for October 18th, 2023
Motion to approve by Mr. Saadeh, seconded by Ms. Headley. 4-0. (Prior to Mr. Bramson
coming in late).

4) ACTION ITEM(S)
Ms. Hasbun asked the Historic Preservation Board to modify the agenda to include an item
regarding the Brockway Memorial Library. The discussion will include the historic text for the
marker.

Motion to approve discussion for historic marker for Brockway Memorial Library later in
the agenda by Ms. Headley seconded by Mr. Saadeh, 4-0. (Prior to Mr. Bramson coming
in late).
4.a Certificate of Appropriateness- 113 NE 101st ST.
Owner: Joseph J. Gonzalez
Request: Approval to remove and replace damage roof tiles above front
entrance overhang.
Ryan Semoldo (spoke on the owner’s behalf at the podium)
Requesting to replace the front entrance, left side 4 feet wide by 3 feet deep. The exact same
tile. Mr. Saadeh asked will this be barrel tile? Mr. Ryan stated yes. Mr. Saadeh asked when
we’re the solar panels for this home installed? To which Mr. Semoldo stated that it was prior to
the purchase of the home, which he is not clear on the exact date. Chair Ms. Bonaduce stated
that this house is one of the historically designated homes to be selected as part the centennial
celebration being held in the month of May.
Motion to approve certificate of appropriateness by Mr. Saadeh, seconded by Ms.
Headley. 5-0.

4.b Certificate of Appropriateness- 257 NE 91st ST.
Owner: Miriam Nazar
Request: Approval to remove and replace damage roof tiles with Barrel
Clay Tile.
Ms. Hasbun stated that per issues with the system used by the building department, planning
and zoning couldn’t detect that the home was approved through permitting prior to getting
permission by the historic preservation board to replace the tile and that is why they are before
the board now to grant approval of the tile already purchased by the applicant.
Chair Ms. Bonaduce stated that the house is shown as locally historically designated and
nationally historic. Mr. Saadeh asked if the building official had them replace the tile or keep
most of the original tile? Ms. Nazar explained that it was necessary per the recommendation of
the roofer. Mr. Saadeh asked about the foam being installed if it is going to partially or a
complete replacement. It was stated that it was for the whole roof. Mr. Saadeh looked at the tile
and it does not show to be an original tile and no need to keep the old ones.
Motion to approve by Mr. Bramson seconded by Ms. Headley. 5-0.

4.c Library: Marker Text Recommendation (Brockway Memorial Library Update: By Michelle Brown)
Text can contain 130 characters; Ms. Brown stated that the library was designated historic and
was very proud of the outcome. Mr. Bachay and Ms. Brown have been working together on the
text to ensure that it is ready for the marker. The library board has reviewed and approved the
recommended text and now it is before the historic preservation board to give final approval to
move forward with the application to the state. The most important information that was added
to the text included; the year it was built, the history on the land, and the architecture style.
There was mention of notable figures like Mr. Truman and interior treatments as well as the
previous donations of residents for books.
Motion to approve text for Marker as written by Mr. Saadeh seconded by Mr. Bramson. 5-0.

4.d Library: Unveiling Plaque - Update
Kick off the 75th year for the love of the library, the goal is to do the unveiling of the plaque on
that same day. January 11, 2024 at 6:30pm is the suggested date. Mr. Bramson talked about
offering on talking about the library during the panel on the boulevard of dreams. Ms. Brown
stated that she would have to reach out to the Library Board and ask for their input on the
matter before voting on it.
The consensus of the board is to host the unveiling on January 11, 2024.
Chair Ms. Bonaduce introduced Alice Burch and Ms. Burch stated that she is in favor of the gala
event and wants to coordinate both boards and host it at the Miami Shores Country Club. Chair
Ms. Bonaduce stated that this could be part as a compliment to the main gala that is for the
Mayor. Mr. Saadeh stated that he could make time and in the evening would be the best time.
Mr. Bramson had concerns about the return on guest arriving due to both events taking place.

Ms. Hasbun stated that it would be the best to continue with the same schedule as last year.
Since Ms. Hasbun is no longer going to be the planning and zoning director for Miami Shores
Village, the best approach is to ensure that the board continues with the fact-finding teams and
the remaining tasks that we are already in motion for the remainder of the year.

Motion to approve proposed schedule for 2024 being the 3rd Wednesday of each month
with exception of August and December 2024. By Mr. Bramson, Seconded by Ms.
Headley 5-0.
5) DISCUSSION ITEM(S)
5.a Ms. Frehling Home- 1115 NE 97th ST: Unveiling Plaque - Update
Ms. Hasbun stated as the holidays are approaching, it has been difficult to select a date for the
plaque unveiling. Ideally, the months that would be feasible are March and April of the unveiling
of the plaque. The board gave a consensus for those two months March or April; on a Thursday.

5.b Text content to Staff (House of the Month)
Ms. Hasbun stated that as part of the house of the month have all 12 descriptions would need to
be provided to staff as well as the pictures. Ms. Bonaduce asked Ms. Hasbun after receiving the
12 houses pictures and descriptions, who will upload it to the newsletter? Ms. Hasbun stated
that staff would take care of that. All 12 houses will be receiving a letter explain that they have
been selected for the house of the month. The sign design are in process.
Ms. Headley and Mr. Serrano asked about using the seal? Ms. Hasbun stated that it would not
be possible to use the Miami Shores Village seal and an ordinance was just passed. Ordinance
2023 there is a prohibition and must ask for special approval of the seal of Miami Shores
Village. If there is, a desire to use the seal could it be reproduce in black and white or only in
color. Ms. Hasbun stated that they would have to reach out to staff and get back to the board on
that matter. For future contacts, plaques, and it would be Angie from parks and recreations. It
was suggested to host it at the community center and it is open on Saturdays. January 27th
would be the date for the brunch. Chair Ms. Bonaduce decided to join forces with the other
boards because she was not aware that there was another gala already taking place.
For the tour, Mr. Saadeh asked would there need to be a liability insurance and does the liability
of the insurance cover all or will it be better through waivers. Ms. Hasbun stated the best
approach would be to use a waiver. No need for insurance. Timeline will be in January
presentation only for the 100 homeowner is specific for them, informed of the annual events for
them for the month of May. May will have the exhibit in the opening night, like to exhibit in the
library, and be part of that event. There will be a driving tour in the month of May 2024. Historic
house of the month 12 for each month of the year, with respect to the houses.
6) ADJOURNMENT -motion to adjourn by 7:41
The board may consider and act upon such other business as may come before it. In the event this agenda must be revised, such revised
copies will be available to the public at Village Hall.
