HPB_Minutes_09_20_23.pdf 4) PRESENTATION(S) 4.a Historic Gardens Presentation 2 Ms. Benton spoke about the background of the coontie (Arrowroot Plant) and how this type of plant was able to provide a solution to make bread for solders during World War I and the growing process of the plant since prehistoric times and various significant properties that are beneficial to this day. The plant has a significant amount of historic connection to the Shoreland Estates and how to incorporate resiliency and sustainability into the historic garden proposal. Ms. Hoftman's spoke about the study on elevation and how impressed she was about the architecture of Miami Shores Village. The goal is to continue to put her knowledge and expertise into a sustainable gardening for future generations. Ms. Hoftman also wants to make the sustainable garden a financial value in Miami Shores Village. The next proposal in mind is to have garden tours to incentivize the rest of the residents to move forward with the same idea of sustainable gardening. Ms. Benton stated that per the issues addressed; sea level rise, drinking water concerns, etc,. that the goal is to create a sustainable approach to historic preservation and mesh the two perspectives. Chair Ms. Bonaduce stated that she has noticed big trees around the Village being torn down to accommodate new pools, driveways and her interest is to have some ordinance in place to protect the 50-100 year trees from being destroyed. Mr. Saadeh stated that per issues with property rights and invasive trees being replaced there are still some inconsistences with the tree ordinance and its being worked on. Ms. Benton stated that Miami Shores Village should model the sustainable aspects by having bio-diversity and having the residence participate in the gardening. Chair Ms. Bonaduce stated that in January the board is re-instating the house of the month and is interested in the idea of adding historic garden of the month as well. She also stated that she will coordinate with Ms. Benton to have the signage ready and review it in the next meeting. Mr. Saadeh stated that he is concern on how the board will be able to handle this since the upcoming year the board is already booked with many activities. Ms. Hasbun stated that she agrees with Mr. Saadeh's sentiments and proposed to the board members that the best approach is to coordinate with the Sustainability and Resiliency Committee who will be able to provide that type of support for next year. 5) ACTION ITEM(S) 5.a House of the Month (Report from each member: Evaluation criteria and two proposed houses) Chair Ms. Bonaduce stated that it would benefit to have it once a month and have 12 houses picked for the following year. This will help to not only over saturate the public but also keeping track of the house of month and be fair with the amount of time it takes staff to prepare. Making the house of the month be diverse architectural styles throughout the year would also be a good recommendation. 3 mission houses, 3 Mediterranean, 3 art deco, 3 mid-century and provide a variation. Chair Ms. Bonaduce also stated she is aware that it takes time to have the signs prepared ahead of time so the proposal would be to have a meeting in December to vote on the houses and the format for the house of the month signage design. Ms. Headley stated it would make more sense to have the centennial houses be part of the house of the month for the 2024 year since that is the centennial year and then the following year can be a diverse approach. Chair Ms. Bonaduce agreed and proposed to send a letter two months in advance and a certificate of appreciation for house of the month. There is also going to be an incorporation of preservation of historic plants. Mr. Saadeh stated that it would be best to not combine the two 3 and Chair Ms. Bonaduce suggested it would not be too difficult to make it part of the historic house of the month recognition. Historic house of the month from January 2024 through December 2024 is the period that was agreed. Chair Ms. Bonaduce stated that the houses selected have prominent history, architect, year that it was built and the condition it is currently in. 1. 257 NE 91st ST. 2. 145 NE 94th ST. 3. 431 NE 94th ST. 4. 1098 NE 96th ST. 5. 261 NE 102nd ST. 6. 361 NE 97th ST. 7. 352 NE 98th ST. 8. 52 NE 98th ST. 9. 540 NE 96th ST. 10. 389 NE 99th ST. 11. 276 NE 98th ST. 12. 421 Grand Concourse The board decided to approve to select the 12 houses; by Mr. Saadeh seconded by Ms. Headley. 4-0. Ms. Headley will be working on the historic house of the month signage design; next meeting the board will send staff the history and information on the homes selected so that the letter of notice will be sent to the designated homes. Mr. Saadeh volunteered to coordinate with the owners about the selected historic house of the month and notify them about taking pictures of the homes. 5.b 2024 Events Coordination Motion for fact-find teams which include: The first event is a coffee break with home-owners in January 27th or 20th -Lead by Mr. Saddeh the date decided on Saturday brunch. The opening of the Library on May 1st -Lead by Ms. Bonaduce Mr. Bramson, and Mr. Serrano The Tours May 11th -Mr. Saadeh and Ms. Bonaduce (Everyone else is welcomed to come) Gala May 18th -Lead by Mr. Saddeh, Ms. Bonaduce, Ms. Headley and Mr. Serrano. (Everyone else is welcomed to come). Media and Advertisement -Lead Ms. Headley and Mr. Serrano to approve by Ms. Headley seconded by Mr. Serrano. 4-0. 5.c Selecting nonvoting special advisor to the board Item tabled to next meeting. By Ms. Bonaduce. 6) DISCUSSION ITEM(S) 6.a Mr. Smith Unveiling Ceremony - 230 NE 94th ST. 4 Item moved up after 4.A) Historic Gardens Presentation.. Mr. Smith (Owner spoke at the podium) He felt honored that his home is being recognized and it's the first MiMo house of Wall Snider. Only a few are still left in other areas like Hialeah on Okeechobee road. Mr. Snider was the architect behind the split-level home. Three elected officials confirmed to show up for the ceremony. Mr. Saadeh asked Chair Ms. Bonaduce to introduce the presentation and then Mr. Saadeh will lead afterwards. 6.b Ms. Frehling Unveiling Ceremony - 1115 NE 97th ST. Ms. Hasbun stated that Ms. Frehling has gotten the plaque and the board was pleased with the plaque installation. The board decided to pick November 9th for the unveiling. Chair Ms. Bonaduce stated that she will sponsor the three events for the unveiling ceremony. 6.c Library Unveiling Ceremony Ms. Hasbun stated that she was not able to set a date for December because the members are out of town. Since, the Library is celebrating a kick-off meeting on January 11th then they proposed to have it on the same day. Ms. Hasbun will check with them to see if there is a better date for the unveiling and will report to the board next month. 6.d Village Council Historic Preservation Board Report Ms. Hasbun stated that the meeting for Village Council is set for November 7th, 2023 to present the Historic Preservation Board Report. The goal is to focus on future events and maintain the meeting to 1 minute each for each board member. 7) BOARD MEMBER COMMENTS Ms. Headley spoke about the float for the LGBTQ pride parade and that it is ready to go for October 29th, 2023. The time to be at grand concourse is at 3pm to start lining up the cars. 8) NEXT SCHEDULED MEETING- NOVEMBER 15, 2023 9) ADJOURNMENT- Motion adjourn by Ms. Bonaduce at 8:34pm. The board may consider and act upon such other business as may come before it. In the event this agenda must be revised, such revised copies will be available to the public at Village Hall.
