HPB_Minutes_07_19_23.pdf 4) INTRODUCTION- NEW HISTORIC PRESERVATION BOARD MEMBERS 4.A Election for Historic Preservation Board Chair and Vice Chair Ms. Bonaduce stated that she is pleased with Mr. Bachay's work and helping the Miami Shores Village Historic Preservation Board. Ms. Headley also gave her sentiments on appreciating his expertise and knowledge to the board. Mr. Saadeh also expressed the same sentiments. Mr. Bachay stated that he is happy for his time and gave his well wishes to the board. Mr. Serrano, stated that he moved to Miami Shores Village a year ago and his expertise is interior design. 2 Mr. Serrano also stated that he is passionate about historic preservation and is excited to work with everyone. Mr. Saadeh stated he was elected last year and he has helped with coordinating the tours, as well as donating money to the Brockway library and likes to preserve historic homes. Ms. Headley stated that she has been working in design for over 35 years and stated that the historic preservation house was shown on the newsletter and the plaque was designed by her. Ms. Bonaduce specified that she is a real estate attorney and ventured out and became a real estate broker and she is passionate with preserving historic properties and likes being in tune with nature, Ms. Bonaduce has been in the board for four years now going on to five. Ms. Bonaduce showed to the board the historic homes map and provided a background on how everything is being cataloged and recorded. Ms. Headley stated that the vision of the board is to have a positive charm to the homes in Miami Shores Village. Mr. Bramson stated that he has lived in Miami Shores Village for 42 years. Mr. Bramson is a senior collector of various memorabilia and largest collection of Floridian Memorabilia. Mr. Bramson stated that the items he collects at his museum have various significant to Florida transportation history. Ms. Hasbun stated that every year a new member needs to be elected as the same for Planning and Zoning Board and Sustainability Resiliency Committee Motion to re-elect Ms. Bonaduce as Chair. Ms. Headley, Seconded by Mr. Saadeh. 5-0. Motion to elect Ms. Headley as Vice Chair, by Mr. Saadeh seconded by Ms. Bonaduce. 5-0. 5) PRESENTATION Ms. Bonaduce stated that Ms. Benton has done great work around the Village and has been able to create several butterfly gardens and helps to incentivize residents to not use pesticides when gardening. Motion to table by Ms. Bonaduce 5-0. 6) ACTION ITEM(S) 6.A Annual Report Presentation Ms. Hasbun stated that staff have made the final edits and it’s ready to present to Village Council. Hasbun stated that the potential date is Tuesday, October 17th, 2023 to show the report to council. 6.B House of the Month Program Ms. Bonaduce spoke about the background story of the Shoreland Company and next year the "Centennial Year". The idea is to have a big event to display to the residents the achievement of preserving the historic homes that qualify as centennial homes and have a gala to celebrate the "Centennial Year". This will create a spotlight for Miami Shores Village and this will be a praise to the community. Mayor Burch stated that the village is not being consistent with many of the village activities and cultural events. Mayor Burch stated that in the next meeting the council members, will go over a set criteria so that future events can be properly reviewed and granted with funds fairly. Ms. Bonaduce introduced this item explaining how the historic house of the month became to be. The board in the past has discussed to do the house of the month quarterly and created a standards of criteria to nominate those houses. The recommendation is to start January 2024 to nominate the houses. Ms. Hasbun stated that to promote in the newsletter would have to be done by staff. Ms. Hasbun stated that through a sponsor it would be more effective to reduce the time it will take to achieve funding. This is a program to create knowledge and awareness. 3 Ms. Hasbun stated that in the next meeting each member should provide a criteria and list of properties that should be chosen as house of the month. Ms. Bonaduce stated that she would like to have a well preserved home. Mr. Saadeh asked should the house be designated or not? Mr. Bramson stated that it should be a limit of how old the house need to be. Ms. Hasbun stated a motion could be set to use out of the current selection. Motion for the 50+ year old houses, well preserved according to original architecture to preselect as house of the month; everyone is going to submit two homes, 50+ year old houses, and well preserved before October 6, 2023 with a picture and short description with the architecture style type. Ms. Headley, Seconded by Mr. Bramson. 5-0. 6.C Fact-Finding Teams for 2024 Event Coordination Mr. Saadeh proposed what fact-finding teams activities could be as part of this research. Mr. Saadeh stated that per what Mayor Burch stated, it would be best to raise funds through the silent auction to sponsor other activities and does not put pressure on those who want or don't want to participate. Ms. Bonaduce presented to the board a map of the area where the gala will take place. Currently the event would approximately cost $180 dollars per person with food, and we would need sponsors for the band and the decorations. Ms. Headley stated that it would be a great idea to have this silent auction in order to have funds for the rest of the activities on the list and this will incentivize sponsors to contribute in later projects or events. The current floor space can hold up to 300 persons, Ms. Bonaduce stated. Ms. Headley stated that in the past there was a mayor ball and it was a form of a fundraiser. Ms. Hasbun stated that everyone received a form with applicable grants that can fund with any particular activities. Ms. Hasbun stated that the grants would be available for next year. Ms. Bonaduce stated that the current format of the annual report could be used as a template to create the invitation, flyers, posters, signs, brochures and any additional advertising for the celebration of the centennial homes. Mr. Bramson that he would like to volunteer in providing an exhibit for the gala. Ms. Bonaduce stated that the gala is not going to be dense to an exhibit but will welcome it for the library exhibit event. Fact-Finding Teams.pdf 7) UPDATES Updates on the installation of the smith house, Ms. Hasbun stated that September 28th would not be a doable date due to the fact that the Planning and Zoning board hearing takes place on that same date. The consensus of the board is to push the unveiling on Thursday, October 19th, 2023 at 6:30pm. Ms. Hasbun stated that the plaque's for the Library and Ms. Jennifer has arrived and they are still waiting to coordinate with the contractors and various other departments to have an unveiling date. Ms. Hasbun stated she would come back to the board to provide official dates once coordinated. Mr. Bramson stated about a meeting happening on the 1st Monday of every month the greater North Miami Historic Society. Ms. Headley stated that last year was the first pride month that Miami Shores Village sponsored and wanted to provide an idea to provide a float for the event; sit in a vehicle and create a banner with a rainbow. This will also be a teaser on celebrating centennial houses. Ms. Headley stated that she would be sponsoring the float. 4 Motion to approve the historic board float vehicle to support pride parade by Ms. Headley seconded by Ms. Bonaduce. 5-0. 8) NEXT REGULAR BOARD MEETING- OCTOBER 18, 2023 9) ADJOURNMENT - 7:48pm.- Motion to adjourn by Ms. Bonaduce, Seconded by Ms. Headley The board may consider and act upon such other business as may come before it.
