2023-07-6 HPB Minutes Workshop 1 Mayor Sandra Harris Vice Mayor Daniel Marinberg Councilmember Alice Burch Councilmember Katia Saint Fleur Councilmember Crystal Wagar Esmond Scott, Village Manager Sarah Johnston, Village Attorney Ysabely Rodriguez, Village Clerk HISTORIC PRESERVATION BOARD WORKSHOP MEETING MINUTES DATE: 7-06-2023 TIME: 6:00 PM CONFERENCE ROOM 1) CALL TO ORDER The meeting was called to order by Chairperson Bonaduce at 6:05 PM. 2) ROLL CALL Present: Chairperson Bonaduce Mr. Bachay Mr. Saadeh (Phone call) Absent: Mr. Bramson Ms. Headley Also, Present: Claudia Hasbun Planning and Zoning Director Alizgreeth Tezen Planning and Zoning Technician 3.DISCUSSION ITEM(S) 3.A. 2022 Historic Preservation Board Annual Report and Council Presentation HPB 2022 Annual Report.pdf Ms. Hasbun stated that in the past, boards and committees have shown a record of action items and projects that have been done in previous years. This used to be as part of the village council requirement before covid and afterwards did not continue with the boards. Mr. Bachay stated that he is aware that this was done in the past. Ms. Bonaduce recommended to add the past reports for year 2021 to showcase to council all of the achievements that we’re completed during that 2 year. Ms. Bonaduce, stated that it would be best to have the events and action items done in the year of 2021 and be line items in the drafted annual report. Ms. Bonaduce stated that she will be providing the facts from the 2021 year to staff. The front cover would be changed to black and baby blue, stated Ms. Bonaduce and add a page from previous years. The content was drafted based on all the action items that took place and Ms. Hasbun asked the board to provide content for the report of 2022. Ms. Bonaduce stated to add in the appendix page, flyers from the three major events that took place and the front page to make some adjustments as well as change the color. 20 mid-century homes we’re seen through one of the events from the bus tour and thanks to that accomplishment the historic preservation board was able to designate one of the houses in this current year 2023. Ms. Bonaduce stated that a small text should be added to explain a little more about the exhibit and bus tours. First designation in 27 years was the 230 NE 94th ST. and wants to highlight those accomplishments from 2021 year. Mr. Bachay asked the board why is the village not as involved with outside events pertaining to historic board activities related to the miami shores?. Ms. Bonaduce answered that per the previous planning and zoning director, the historic and preservation board was advised not to involve the miami shores village on activities outside the frame of the historic preservation board meeting due to liability concerns. Ms. Hasbun stated that she will reach out to staff to understand the liability and look into it with further detail. For future project discussions the Chair, will like to present a series of events for next year due to the anniversary of the 100 centennial houses and give respect to those houses as well as figuring out the costs in order to publish a picture book. The next step is to have a budget about the book and making it possible for the celebration of this picture book and provide a bit of a caption under the pictures, Ms. Bonaduce added. Mr. Saadeh stated that it would make more sense of a brochure due to cost concerns. Ms. Hasbun went over the current historic preservation board budget and stated the following: The markers $1200, plaques and events 1500. Ms. Hasbun stated that the next meeting with council will be on July 20th, 2023 and suggested to the historic preservation board to petition the request for events and projects in the following year and recommended for Historic Preservation Board to attend the budget workshop. For the big events, the historic preservation board should come to council and still present the proposal. Mr. Saadeh stated that it’s best to give the council a number to have a framework. Mr. Saadeh suggested that no items shouldn’t be itemized; instead ask for 10k and use the Fine Arts Board as an example. Highlight the events you would like to achieve for 2024 and hierarchize the events, the signs, and provide some samples of different types to provide a case study for Village Council to see. Highlight the previous things that have been achieved. Mr. Saadeh stated that any profit from these events should be donated to the library. There are 117 houses built by shoreland, Ms. Bonaduce stated that Mr. Saadeh thinks all houses no matter the condition they are in should be included. Ms. Bonaduce stated that out of the 117 homes, only 90 are well preserved while the other 10 are in bad shape. At least 80%-90% should be 3 celebrated. Mr. Saadeh stated and that the board should not exclude the badly shaped homes due to running the risk of some home owners not being pleased and not having a fair judgement over being subjective criteria. Mr. Saadeh also added that some logical fair criteria should be put in place in order to formally address the houses that do not fall with the standards needed to properly celebrate the homes. Ms. Hasbun stated that all houses should be celebrated even though some houses are not maintained, it can still be used as a teaching moment for current owners of historic homes and future owners. It would show both sides a destroyed historic home versus a well-kept preserved one and thus be historically accurate. Award the best preserved houses; per criteria that the best 10 houses are awarded for being preserved and bringing awareness. Ms. Hasbun brought up a suggestion for the board members to team up and properly prepare for the events listed. The teams or groups can be called “Fact finding” groups should be done in a way where the board members can get together outside of the meeting rooms space. Ms. Bonaduce asked about a proper meeting date for all members to be present to celebrate the unveiling of the 230 NE 94th ST. home since, the board was able to see the newly designed bronzed plaque. Ms. Bonaduce stated that it would be best to wait for all board members to be present and the ideal date would be in October 10th, 2023. Ms. Hasbun stated that a date would be set up in the next board meeting. 4) ADJOURNMENT - APRIL 19, 2023 Meeting adjourned- by Ms. Bonaduce 7:10pm. The board may consider and act upon such other business as may come before it. In the event this agenda must be revised, such revised copies will be available to the public at Village Hall.
