3.a. Approval of the minutes November 6th, 2023

Chair Ms. Meyer asked staff to correct a couple lines that we’re not accurate to what she
Stated.
Motion to approve minutes with corrections, By Ms. Meyer and Ms. Respondek. 5-0.
4. ACTION ITEM:
4.a Proposed Calendar for 2024

Mr. Scott spoke to the SRC and let the members know that since there is still a search for a
new planning and zoning director. Chris Miranda the public works director will be liaison the
SRC until further notice. Push the calendar date until a set date is established.
5. DISCUSSION ITEM:
5.a. Tree Ordinance Update (Draft 11.20.23)

Chair Ms. Meyer asked Mr. Miranda why we are insisting in being part of Tree City USA. Mr.
Miranda states that the purpose is to be part of the grant that is to promote tree growth and increase
the canopy size. Mr. Miranda elaborated that there are a number of trees that were affected and the
grant would be used to enhance those trees that are in perfect condition. The purpose of the
ordinance is to protect the current trees that are considered assets and FEMA will reimbursement us
in the situation that a storm or hurricane comes. Ms. Casey asked that per current grants that the
Village obtained, and no reimbursement has been given to us, why do we need an ordinance that
adds another layer of restriction for homeowners. Mr. Miranda stated that this re-enforces what
already exists. Chair Ms. Meyer stated that Coral Gables has a great example to explain how tree
care can be done. Mr. Miranda stated that the ordinance is focused on the public right of way. Ms.
Respondek asked if Public Works would know which trees have been removed or added. Mr.
Miranda stated they have a GIS data system to know the location of the trees. In the website there
can be a feature added for residents to know when it will be time for their tree to be trimmed or
maintained. Chair Ms. Meyer stated that the paragraph explaining the sustainable aspect of the
ordinance is not clear enough for residents to understand the individual benefit for these trees
besides the usual clean air, more oxygen, etc. Ms. Kang asked what the benefit of the ordinance and
the incentive is. Chair Ms. Meyer stated that a supplemental can be added in the website and
building the education component later. Chair Ms. Meyer provided staff with a copy of proposal of
a better language to add to the ordinance. Mr. Miranda explained the issues with the mahogany
trees. Mr. Miranda spoke about the payout of 7million dollars for cleanup and had issues with the
company that was managing FEMA for the tree replacement. Due to the discrepancies, the village
almost lost all 7million but was able to recoup 5million. FEMA is requiring a GIS mapping of the
existing trees with information of species, canopy size, etc. Is there a permit benefit instead of
having to go the other way? Chair Ms. Meyer suggested line 47 and 48 move it up instead of the
end. Ms. Casey added the exemptions where they are as moving them up would make them seem
important. Chair Ms. Meyer stated that there should be a section for just permits and in a more
coincided way. Mr. Miranda stated that no swings should be hanged on the tree, not alter it in any
way.

Ms. Rangel asked about the functions on the website and how SRC can properly advertise
Efficiently for the residents to be in tune with what is going on in the Village.
5.c. List of Priorities for SRC 2024
Chair Ms. Meyer asked to have a understanding of what is the role of the SRC and to bring
It the following meeting. Also, to go over the tree ordinance and provide a workshop.
