MINUTES- Postponed for next meeting 4. DISCUSSION ITEM (S): 4.a. Climate change white paper draft Workshop https://cloud.msvfl.gov/s/7LyPxi9eNSgeSYk https://cloud.msvfl.gov/s/tyr2C9eAKbofkFk Ms. Nicola stated that she appreciated the Miami Beach case study presented in the draft and Ms. McSherry stated that she enjoyed that it was consolidated. Ms. Meyer stated that the comprehensive plan was laid out correctly. Ms. Hasbun started the committee with page 14 and Ms. McSherry pointed out that she reformatted the layout to make it more legible and proposed to keep it clean. Ms. Meyer added that page 14 and line 4 was well written. Ms. Mcsherry stated that the education topic will be addressed in one of the action plan items. 2 Ms. Hasbun added that the phrase “the village should reduce greenhouse emissions…” and item “improved air quality...” should be in the policies and instead of it being a single objective. “is the improved air quality” As the objectives should be a broader statement “the village should reduce greenhouse emissions…”. Ms. Hasbun stated it should be as its own policy. Also, the “reduction of greenhouse and reduction of waste should...” needs to say “shall”. Ms. Meyer stated that air quality should be added in the objectives, and Ms. Hasbun stated that “greenhouse emissions...” is already implying that air quality will appear later on in the action plan items. In the second objective, Ms. Hasbun stated that “the village should provide a car sharing feature that is based on demand...”. Share lanes and connection bikes can be used as an implementation project not as part of the master plan. Ms. Hasbun stated that the first policy should have “the village should encourage an update of that policy and study…” this will help to show results of improvement. Mr. Scott stated that the council voted for the cycle of the first evaluation of that report. Mr. Pluhar asked if the committee wants to add additional avenues for transportation systems and Mr. Pluhar also asked, if there would be a broader statement to allow newer transportation items for the village to be open to accept instead of just limiting it to a few. Ms. Hasbun stated that updating the plan should be above the item of the policy in item 438. Ms. McSherry asked what timeframe will work for this policy and Ms. Hasbun stated that the ideal time is 2025. Ms. Mcsherry added additional modes of commuter options for the residents. Making it connect to the local and regional level. Ms. Mcsherry and Ms. Meyer stated that the policy 441 should be kept the same. Policy 443 is lacking a timeframe, per Ms. McSherry. Ms. Hasbun suggested that the language should read “the village should develop a program and seek grants to have these charging infrastructures...” The amount of over 50,000 citizens are considered “entitlement cities” which can go through a federal level grants instead of going through the county…“reference by Mr. Scott. Policy in line 452 Ms. Hasbun stated that 2024 timeline should be kept the same. Ms. Hasbun stated that water management policy is part of the land development regulation and it’s targeting energy efficiency of home improvements for inclusion of energy efficient appliances. Ms. McSherry stated that new construction and retrofit should be added on the first policy. Ms. McSherry ask about monetary incentives. Change the name on “land development regulations” to “zoning code”. Ms. McSherry stated. Ms. Hasbun added that a 5-year evaluation is a reasonable timeline. Ms. Hasbun stated that policy on line 466 should be reworded to incentivize homeowners to retrofit instead of demolish. Ms. McSherry stated that the line 469 policy should be deleted from the draft. Mr. Pluhar asked about the verb “established” instead of “adaptation areas”. Ms. Meyer stated that the village should have their own adaptation area that has no influence with the county. Ms. Hasbun stated that the DEO stated that the village needs to implement the flooding and be part of the coastal high hazard map. Ms. Hasbun stated that the state has a modeling software that shows “the coastal high hazard areas” and we do not have to be under the county’s threshold. Ms. Hasbun asked can we add a reference. Ms. McSherry stated that the county has a policy that requires to work with municipalities as a resource. Ms. McSherry stated that the adaptation action areas identified should be part of the statues and Ms. Hasbun stated it should be part of the whole map. Ms. Meyer and Ms. McSherry added the Miami-Dade County policy asks to reference Miami Shores Village to work with Miami-Dade County as part of this language. The new name proposed is “coastal high hazard map for Miami Shores Village”. Ms. Hasbun stated that the flooding areas will be brought up by the county and the village would have to identified the adaptation areas. Ms. Hasbun stated that there should be a vulnerability study timeline to make sure that this is addressed. Mr. Pluhar stated that is should be included with what is already established. There should be a policy in place to update the 6inch of rain to be 72 hours to 48 hours, minimum of five years. The policy of line 504 regarding “development sewer to funding identifying.” Ms. Hasbun stated that the current comprehensive plan has a lack of consideration for commercial buildings to be regulated to conform to sewage and per the language only certain commercial developments are allowed to have septic if they have a specified density amount. Keep policies line 510 and line 513 separate as they can be used at a later date. Change the policy line 524 timeline to 2023, Ms. Hasbun stated. 3 Ms. McSherry stated that we should introduce a tree ordinance for protecting the native trees. Ms. Hasbun stated that the village has limited control since the county is looking over the plans and analyze the trees during permit review processes with the building department. Ms. McSherry asked Ms. Hasbun should the committee initiate the action plans now? Ms. Hasbun stated it would be best during the next meeting. Line 546 policy. Ms. Hasbun edited the comprehensive development master plan verbiage. Ms. Hasbun stated that we should include adaptation audits to start as a pilot and then into residential and commercial which can be moved to the “objective: improve the climate resiliency…” portion. Adding it in a 6 month to a year so that it can be in part with the next fiscal budget year. The quoting of the Florida statues will be taken out and be either in an appendix for reference. Memorandum will be added and in a separate page that is more catchy. 5. BOARD MEMBER COMMENTS 6. NEXT COMMITTEE MEETING – May 24, 2023 7.
