4. DISCUSSION ITEM (S):
4.a. Climate change white paper draft discussion

Ms. Meyer stated that the idea of the white paper is to bring new language to add in the new
element pertaining to the comprehensive plan. Ms. Hasbun stated that the previous revision of the white
paper would be scrapped and the new draft from Ms. Meyer was addressed and it will be used as a
framework for the white paper. Line 315 the new language is addressed. Ms. Meyer stated that continuing
the current comprehensive plan goals and objectives is beneficial to the community and make it productive to
the white paper final to the council.
Ms. McSherry stated that the first line should be changed from “created” to “Serve”. Adjectives of “superb”
should be removed and just continue on “to just quality of life…” Ms. Meyer added the quote of (100
resilient cities, 2017) should be moved to a different line not pertaining to purpose. Ms. Hasbun stated that
the education component should be addressed as a goal in the last line of the second paragraph of the draft
document of Ms. Meyer. Ms. McSherry asked to rename “The Village” to “Miami Shores Village” change
the word to local. Ms. McSherry stated that the sentence should not start with “Achieve” and delete the first
sentence to make it simpler. Ms. Hasbun stated that the timeline of horizon for the comprehensive plan
should be 2040 instead of 2050 because it eventually would have to be re-evaluated by 2050. Ms. McSherry
stated that this should be left to the action plan instead of the comprehensive plan. “The goal of achieving
carbon neutrality shall be achieved in stages...” will be deleted. Policy #2: The village will develop and adopt
a GHG reduction Action Plan:..” will be moved on top of the Policy #1. For the action plan wording, Ms.
Hasbun stated to add the timeline by 2040.
Policy #3 and Policy #3 will be taken out per Ms. Meyer and Ms. Weber.
Policy #5 to be moved in a later section with similar language.
Policy #6 is ok to remain.
The public commentator asked to have an update about how is waste management, composting and similar
issues and how is this going to be addressed in the comprehensive plan. Ms. Weber stated that all of that will
be talked about in the white paper.
Motion to make a special meeting for a workshop to show to council. 4-0
Ms. Hasbun stated that the board should meet on Monday, May 22nd ,2023 for a workshop to properly draft
the white paper and stated that a special meeting will be made on May 24th, 2023 to approve the document at
5:00 p.m.
June 6th, 2023 will present to council meeting.
