The project also includes a new covered porch, a pool, pool deck and a driveway. Mr. Udbardy (Agent spoke at the podium) Mr. Udbady asked about the flat roof being at the corner of the house due to the restriction of being 300 square feet but raising the roof and increasing the max of roof allowed. Ms. Hasbun stated that it would need to be a variance request and cannot be done now. Request: The applicant is requesting site plan approval for a garage conversion to convert into a laundry and gym space with a second-floor addition of 782 square feet with a terrace. The second-floor proposed addition will be used as a master bedroom due to family expansion. Ms. Paola Sanchez and Anabel Sanchez spoke at the podium. Mr. Brady asked about the access to the terrace by the deck in the rear. Ms. Sanchez states it will be accessible to the first floor. Motion to approved by Mr. Brady and Seconded by Mr. Finklestein. 3-0. 5.F) RSP-23-6 Owner: Larisa Livenko- Chloe10 LLC Applicant: Larisa Livenko Agent: Natalya Maliew Address: 1236 NE 92nd ST. Request: The applicant is requesting site plan approval for a new construction on an empty lot for a two-story single-family house with a pool and deck. In addition, the design includes an accessory detached structure for a meditation room and sauna. The total AC square footage of 7,281 and exterior square footage of 4,177. Ms. Maliew (Agent) spoke at the podium Mr. Busta asked if this was a previous home demo and Ms. Hasbun stated since November, 2022. Mr. Brady asked if she could make a presentation regarding the living space. Mr. Brady stated that it’s the largest home in the street and very different from the rest of the neighborhood. Ms. Woods stated to allow the presentation to be showed and then allow for public comment. 4 Ms. Maliew stated that she wanted to intergrade the landscape with the home, and she noticed that the other homes do not include an integration of landscape with the rest of the neighborhood. The reason for raising the home is due to the fact that the parcel is in a flood zone area. The use of greenery will help to provide privacy within the neighbors and the owner. Mr. Busta asked about the composite will it be with the rest of the house or just in the frontage. Ms. Maliew stated that it will be just in the front. Ms. Maliew also stated that the home provides a self-contained drainage system that helps to reduce flooding. Mr. Brady asked the staff if the zoning allows for a large amount of artificial turf, to which Ms. Hasbun stated that yes, the code allows for that amount of artificial turf. Mr. Busta asked to Ms. Woods to explain about the quasi-judicial options or votes and what the code requires based on the number of votes, and asked Ms. Maliew that she has the option to table to maintain the fairness of the unanimous vote of minimum 3. Mr. Brady asked if Ms. Maliew asked the neighbors input about the new construction and Mr. Brady stated that the design is very different from what it currently exists. Ms. Maliew stated that she has driven around and showed that there are a couple precedent study homes that are similar. Ms. Woods stated that any concerns that the standard of compatibility and standard of review in accordance with the code should be applied. Mr. Busta asked if recommendations were made to the applicant to be reviewed before the board meeting tonight and Ms. Hasbun stated that modifications were made and provided to adhere to the code. Mr. Brady asked if the setbacks of the second floor are consistent with the code and according to Ms. Maliew and Ms. Hasbun stated yes. Neighbor states that the project obscures the sunlight and comfortability of his home. The public commenter asked about the garage, and he is opposed with the home and stated that it's not attractive to him and not enough windows and does not like the aesthetics. Mr. Brady asked about the meditation pool location. Ms. Maliew stated that is on the west side of the house. Ms. Maliew stated that there were difficulties with raising the home because of the flood zone to accommodate since the flood zone is a hindrance in the design and intent. Mr.Busta asked about the septic tank and Ms. Maliew stated that the system provided is for a smaller area to provide adequate sanitation for the rest of the house. Motion to approve by Mr. Brady and with condition to reach out to the neighbors to Receive recommendations on how to improve the scale of the home. The conversion and addition is to accommodate for a cabana of approximately 455 square feet for recreational use for the family. Mr. Puchades spoke at the podium public commentator and the seller for the previous owner stated that he recommends of approval of this project because of the previous owner's wanting to improve it in the past. Request: The applicant is requesting site plan approval for two additions of a maximum of 2,658 square feet with a full exterior and interior remodeling proposal. The proposal will bring the property to a three bedroom and four full bathrooms. The proposal will also include a pool, and new driveway with a double carport and landscape. Ms. Salazar spoke at the podium, Fernando Marcus (Contractor) and Mr. Salazar spoke at the podium. Mr. Brady asked about the movement of the home to 10 feet away of the property to accommodate the setbacks. Mr. Victor Bruce spoke at the podium Mr. Busta asked about the reason why they steep roof is being converted to flat. To which Mr. Bruce stated to help with the personality of the house. Mr. Brady asked about the parapet, and he stated that it was to give it character to the roof, so it does not look flat. The applicant is also seeking a one-car garage and driveway to allow for two parking spaces. The roof will be replaced with metal standing seam to match existing. The front façade will be modified to higher ceilings to accommodate for new front door and windows. Mr. Victor Bruce spoke at the podium, Mr. Bruce asked can he have this application tabled. Request: The applicant is requesting site plan approval for a one-story single-family structure with 1,295 square foot and consisting of two bedrooms and two bathrooms. Agent Mr. Azziz Saldivia Mr. Brady asked about the specifics on the DEO housing program that assist individuals Who had a natural disaster affecting the home. The agent (Mr. Saldivia) stated that the Goal is to replace the home for low income individuals. Motion to approve by Mr. Brady, seconded by Mr. Finklestein. 3-0. 7 6) BOARD MEMBER COMMENTS Ms. Woods (Village Attorney) spoke about the comprehensive plan discussion in the last January 23,2023 meeting. The discussion was regarding the lack of communication with the board for the new developed changes in the comprehensive plan. Ms. Woods presented a memo explaining the decision on whether the comprehensive plan needs to go through the board and does it requires The Village Council to disclose the proposed amendment changes made. 8) NEXT REGULAR BOARD HEARING – March 23, 2023 9) ADJOURNMENT
