MEETING MINUTES

1. CALL TO ORDER
The meeting was called to order at 6:00 PM

1. PUBLIC COMMENTS
- Jessica Pluhar 5 NE 105th Street – The merge of NM Ave was left out of the 2024 plan, now on
the wish list. Requesting Support from this committee. Don’t let it fall off the plan of priorities. The
“pilings” are not really helping. There is risk to life and property.
- Julian Montero – Grand concourse. In 2017 Grand Concourse was identified as one of four roads
with substantial speeding. Specific safety measures were suggested and have not been
implemented. Traffic conditions have now escalated into a dangerous situation. The 2017 study
called for speed tables, lane restrictions, parking to reduce the lane size, and four -way stop signs.
He wants to know when the Village is planning to act on the earlier recommendations and start
addressing the public safety issues.
- Clarisa Rodriguez 236 NE 103rd street
Highlighting two items. 1) 103rd Street has two crosswalks, and neither has flashing lights.
Residents walk children to schools. Requesting MSV to push the FDOT to get some lights. 2)
103rd Street should have at least one school zone sign. Like in 6th Ave.
- George Burns –1440 NE 101 Street
Several topics as follows:
• Blinking light at 4th Ave and 103rd Street, need to protect the children crossing. Like 6th Ave.
• Multi-modal study done in 2017 suggested *bike roads’ Can the recommendations be made
so that it is safe to ride bikes in MS?
• Problems on village streets at night from lack of lighting or obstructed lighting. Tree growth
covering lights must be monitored and remedied. Example: 101st Street W of NE 12th Ave is
completely dark from branches hiding the street lamp. Who should be checking that? Also, for
dark streets, can there be striping, and if that’s not doable can some sort of reflective device
be used to mark lanes?
• FDOT five-year plan. Can Esmond Scott/village, fix the road and give the bill to the FDOT, is
that a possibility?
• Salt water on the road in Shore Estates, Is there some new technology that can be used?
• Code Enforcement. During the 103rd street road project, a resident endured construction dust
and mess. Then, Code enforcement gave her a citation for not having a clean house. This
must be highlighted to management, so they can direct staff to exercise judgment based on
the entire situation at hand.
• 96th Street and Biscayne Blvd Dangerous intersection. Car backup, drivers making the left
turn from the center lane, Traffic congestion problem, how to resolve that? Tim - There is a
plan at a cost of over 200K which has not been approved. Discussion if the village manager
should contact someone to push this as a priority.
- John Zavert - 155 NE 92nd Street
Addressing concerns about speeding traffic on 92nd street between North Miami Ave and NE 2nd.
For example, cars are using 92nd St as a shortcut to Grand Concourse; Navigation apps such as
Waze and Google are directing traffic to 92nd Street, to avoid a barricade on NE 91st Street and
two speed bumps on NE 93rd Street. He conducted a car count from 3:50 to 4:50 pm, noting 57
cars, and from 4:50 to 5:50 pm, the count increased to 127 cars. Additionally, there's a rise in truck
traffic.
His suggestion is to either add a stop sign or designate the corner as a right -turn only. Mr
Crutchfield emphasized the need for another traffic study to thoroughly assess the situation and
propose appropriate solutions.
- Jade Ocean Mirand - 1070 NE 105th street Miami Shores states.
Speaking for the “neighborhood parents’ group” community representing 100 houses, of old and
new families, with approximately 78 children under the age of 18. Jade recounted a recent 20-
minute walk, she was almost hit by cars three times. She identified culprits including drivers from
Lift, Uber, UPS, and individuals attempting to navigate through and getting stuck. The community
is requesting better traffic safety measures for that area. Suggestions include implementing traffic
calming measures to protect children, dogs, and the elderly in an area lacking sidewalks.
Proposals involve additional stop signs, speed tables, or some form of concrete infrastructure.
Additionally, she reported the following:
• An accident occurred last week involving two cars from individuals who do not reside in
the area. The intersection of 107th and 10th place urgently requires a stop sign,
particularly from Griffin Rd. Residents are willing to contribute private funding for a project
to address this issue. Mr. Crutchfield emphasized a comprehensive plan is still necessary
before any project can be considered.
• Street Lights out, FPNL should be contacted for street lights. 107th coming out of Aldi’s the
trees block the vision. Instructed to call Miami Dade County Public Works.

and include hyperlinks to relevant documents (Minutes, any documents/em ails used or submitted
by the public)
Mr Crutchfield – Will talk to the village manager about how the village influences FDOT/DOT in
support of key priorities. For example: The 96th Street and Biscayne traffic back up and the left turn
from the middle lane issue.
6. UPDATE ON PROJECTS
- FDOT meeting update -Didn’t apply to Miami Shores projects, 103rd stress listed but not
discussed. Roundabout by El portal was mentioned. No need to postpone this committee meeting
to attend the FDOT one.
