2023-07-26 TRAFFIC ADVISORY COMMITTEE MINUTES AD HOC TRAFFIC ADVISORY COMMITTEE MEETING MINUTES JULY 26, 2023 10:00 AM VILLAGE HALL 1. CALL TO ORDER The meeting was called to order at 10:07 AM. 2. ROLL CALL Present: Timothy Crutchfield Deepak Ganju Nicole Hedmark Nora Olaso Absent: David Stein Also present: Ysabely Rodriguez, Village Clerk Christopher Miranda, Public Works Director Esmond Scott, Village Manager Chanae Wood, Village Attorney (via Zoom) 3. PUBLIC COMMENTS There were no public comments. 4. BRIEF BOARDMEMBER INTRODUCTIONS Individual boardmembers briefly introduced themselves. 5. HOUSEKEEPING MATTERS A. Attendance Policy, Meeting Frequency, and Location Village Clerk Rodriguez provided an overview of the board/committees attendance policy pursuant to the Village Code of Ordinances. The board discussed the meeting frequency, time, and location. There was consensus to host future committee meetings on the second Tuesday of the month at Village Hall, beginning at 6PM. The next committee meeting will be held on September 12, 2023 at 6PM. Mr. Crutchfield moved to ratify the meeting frequency and time and Ms. Hedmark seconded the motion, which carried a 4-0 voice vote. B. Recap of Sunshine Law- Village Attorneys Village Attorney Chanae Wood provided an overview of Sunshine and Public Records laws and answered questions posed by the committee. C. Board Appointments- Chairperson, Vice Chairperson, and Secretary Ms. Rodriguez provided an overview of the responsibilities associated with the above-referenced roles. Ms. Hedmark moved to appoint Mr. Crutchfield as Chairperson and Ms. Olaso seconded the motion which carried a 4-0 voice vote. Ms. Olaso moved to appoint Ms. Hedmark as Vice Chair and Mr. Ganju seconded the motion which carried a 4-0 voice vote. Ms. Hedmark moved to appoint Ms. Olaso as Secretary and Mr. Crutchfield seconded the motion which carried a 4-0 voice vote. 6. DISCUSSION AND POSSIBLE ACTION ON THE 2016 TRAFFIC CALMING STUDY. Mr. Christopher Miranda provided a brief introduction and answered questions posed by the committee regarding the Traffic Calming Study. Mr. Scott indicated there is a multi-jurisdictional approach to traffic measures due to the various County, State, and local roads that traverse Miami Shores Village. Responding to Mr. Crutchfield, Mr. Miranda clarified NE 101 Street (park drive and 8th drive) was not installed due to neighboring resident opposition. Mr. Miranda further provided an overview of the various projects affecting Miami Shores Village traffic. Mr. Crutchfield asked staff to circulate information regarding Miami Dade County’s project on NE 95 Street and FDOT’s projects on NE 103 Street. The committee further asked Mr. Miranda to provide information regarding the interlocal agreement between Miami Shores Village and the Village of El Portal relative to the NW 2nd Avenue roundabout. Ms. Olaso spoke about the importance of hearing from MSPD regarding accident prone areas. Mr. Crutchfield recommended including the Police Chief or his designee at the next meeting to provide information regarding accident reports and speeding counts. Mr. Scott indicated a MSPD representative will be present at the next meeting to provide an overview of the accident prone areas. Ms. Olaso suggested reducing the speed limit on North Miami Avenue. In response to Ms. Olaso, Mr. Miranda indicated North Miami Avenue is maintained by the County. He further indicated the County will not reduce speed limits on a section line road with an 80-foot right-of-way below 40 MPH. Responding to the Committee, Mr. Miranda indicated if the traffic count does not call for it, a speed hump on NE 103 Street and 5 Avenue may not be installed. Mr. Miranda indicated all traffic control signals are controlled by the County. Responding to inquiries concerning crosswalks on North Miami Avenue, and the left turn signal on Biscayne Boulevard, Mr. Miranda indicated the County is waiting on funding for both projects. Mr. Miranda suggested for the committee to review the County’s Public Works Manual and FDOT’s Manual before the next meeting. There was no further discussion. 7. ADJOURNMENT The meeting adjourned at 11:34 AM.
