Please reflect compliance with all applicable sections of Chapter 8 of the 2017 Florida Building Code, Existing Building. Response: The initial Permit Set dated 12/14/18 lists the project as Alteration Level 1 and Level 2, under General information. The Addendum 91 - Permit Revisions set dated 03106/19, clarified that 48% of the project is Alteration Level 1 and 11.3% is Alteration Level 2, under General Information. • Regarding the requirement for sprinklers: o It our stance that based on the percentage of reconfiguration being less than 60%, sprinklers are not required by the FBC-EB Chapter 8 or NFPA 101. f ■ See below for additional information. • For the FBC — Existing Building code, the definition of "Work Area" comes into play as to whether a sprinkler system is required in an existing R-2 Occupancy Group building with "Alteration Level 2". • Section 804.2.2 states that sprinklers shall be provided when items 1 and 2 occur. Per item2, the "work area" does not exceed 60 percent of the floor area, so item 2 does' not occur. See screenshot below. • ' In NFPA 101 Chapter 43 the term "Modification" is similar to FBC- EB's "Alteration Level 2", basically "reconfiguration" versus "replacement". • Section 43.6.4.1 and 43.6.4.1 both state that a sprinkler system is required if over b0% of the aggregate_ building area and over 50% of any story be rehabilitated work area. r • As stated on G0200, the percentage of the building that is actually to be reconfigured, falls under the classifications of "Alteration Level 2" and "'Modification", is far less than 60%. 7. According to the original plans, sheet D0101, General Notes #2, the'contractor was supposed to provide the engineer with dimensions for duct penetrations prior to performing the work. Please provide copy of the shop drawing along with details and specification for the fire rated assemblies. ' Response: A shop drawing was submitted by the Contractor and Reviewed by the A/E. A site visit by the Structural Engineer was then conducted to review the conditions with the Contractor., Subsequent direction was provided by the Structural Engineer. Requested documentation is to be provided by the Contractor. 8. According to the field conditions the existing walls between the units and corridor are of CMU with a new metal frame on both sides and 518" drywall. Please revise wall details to reflect the actual field conditions. Make sure to clearly reflect on the plans the location of the required fire rated wall and ceiling assemblies. Please consider the following with regard to our Addendum #4 Permit Revisions submission: 1) Weber Hall is non-sprinklered. a. This was clarified by the submission and review of the Addendum #1 — Permit Revisions dated March, 5th 2019. Weber Hall is currently permitted based on Addendum #1 and the subsequent Addendum #2 dated April 10th, 2019. b. Weber Hall does have a Fire Alarm System and Fire Hose Cabinets. 2) Construction Type = IIB per Chapter 6. a. Previous Weber Hall renovation projects set the precedent that the Construction Type is IIB. It is also CannonDesign's assessment that the Construction Type is IIB. i. Previous Weber Hall permit submission projects that set the Construction Type as IIB: 1. The 2012 Weber Hall Restroom Renovations #CC12-811 2. The 2014 Weber Hall Common Area Renovation (Phase 1) #CC14-2030 ii. The actual largest floor plate is less than the allowable area requirement for Construction Type IIB per Chapter 5: 1. However, the wood roof trusses are supported by concrete beams, and have a non -fire rated Gypsum Board Thermal Barrier on the underside. 3) Section 803 of FBC Existing Building - Building Elements and Materials a. Per Exception 11 for R-2 Occupancies, Existing Vertical Openings not exceeding (3) stories are only required to have a 30-minute fire rated enclosure. The project is exceeding this requirement by providing 1- hour enclosures from the basement through the 1 st floor, and from the 1 st floor through the 2nd floor. b. The roof of Weber Hall is non -occupied and not considered a story.
