A RESOLUTION OF THE COUNCIL OF MIAMI SHORES
VILLAGE, FLORIDA; APPROVING THE AWARD OF
INVITATION TO BID NO. 2023-09-01 MIAMI SHORES VILLAGE
SIDEWALK CURB RAMP IMPROVEMENTS; AND
AUTHORIZING THE VILLAGE MANAGER OR DESIGNEE TO
EXECUTE AN AGREEMENT WITH THE LOWEST
RESPONSIVE AND RESPONSIBLE BIDDER, HOMESTEAD
CONCRETE & DRAINAGE, INC., IN AN ESTIMATED AMOUNT
NOT TO EXCEED $272,569; AND PROVIDING THE VILLAGE
MANAGER WITH THE AUTHORITY TO DO ALL THINGS
NECESSARY TO EFFECTUATE THIS RESOLUTION;
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, Miami Shores ("Village") desires to make improvements to sidewalk
curb ramps in the Village (the "Project"), with a portion of the Project being funded by the
Florida Department of Transportation (FOOT) Local Agency Program (LAP) -FM
447983-1-58-0; and
WHEREAS, curb ramps provide an accessible route that people with disabilities
can use to safely transition from a roadway to a curbed sidewalk and vice versa; and
WHEREAS, on September 6, 2023, the Village issued an Invitation to Bid No.
("ITB") 2022-09-01 "Miami Shores Village Sidewalk Curb Ramp Improvements", with
notices posted on the Village website and legal bid advertisement posted in the Miami
Dade Business Review; and
WHEREAS, on October 27, 2023, the Village received three bids from
Homestead Concrete & Drainage, Inc, Stone Concepts of Miami and Metro Express,
Inc.; and
WHEREAS, the Procurement Administrator conducted an administrative review
of the three timely bids and following the review, the three bids were deemed responsive
and responsible; and
WHEREAS, the Director of Public Works reviewed and provided confirmation that
the lowest responsive and responsible bidder, Homestead Concrete & Drainage, Inc.

the adoption hereof.
