R-2023-35RESOLUTION NO. 2023-35 A RESOLUTION OF THE MAYOR AND VILLAGE COUNCIL OF MIAMI SHORES VILLAGE, APPROVING THE AWARD OF REQUEST FOR PROPOSAL NO. 2023-04-01 DESIGN-BUILD 8' PRECAST CONCRETE BUFFER WALL; AND AUTHORIZING THE VILLAGE MANAGER OR DESIGNEE TO EXECUTE AN AGREEMENT WITH THE TOP RANKED FIRM, GARP CONSTRUCTION GROUP, INC., AND AUTHORIZING THE VILLAGE MANAGER OR DESIGNEE TO EXPEND AN ESTIMATED AMOUNT NOT TO EXCEED $399,190; AND PROVIDING THE VILLAGE MANAGER WITH THE AUTHORITY TO DO ALL THINGS NECESSARY TO EFFECTUATE THIS RESOLUTION; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, Miami Shores Village (the "Village") desires to remove the existing concrete walls and to design and construct 8' concrete precast buffer walls, generally located on the south side of NW 95th Street from NW 3rd Avenue to NW 2nd Avenue and around the south side corner of NW 3rd Avenue from NW 95th Street to NW 93rd Street, Miami Shores, Florida; and WHEREAS, the current buffer walls are insufficient to provide a proper level of barrier between the roadway and residential homes; and WHEREAS, on March 31, 2023, the Village issued Request for Proposal No. "2022-04-01 Design-Build 8' Pre-Cast Concrete Buffer Wall", ("RFP No. 2022-04-01 ") with notices posted on the Village website and the legal bid advertisement posted in the Miami-Dade Business Review; and WHEREAS, on May 31, 2023, the Village received submission of three (3) proposals: Garp Construction Group, Inc., R2 Builders, Inc. and MBR Construction, Inc.; and WHEREAS, the Village Manager established an Evaluation Committee comprised of the comprised of the Assistant Public Works Director, Planning, Zoning & Resiliency Director and the Building Official; and WHEREAS, on August 14, 2023, the Evaluation Committee held a public meeting and discussed the responses and the established evaluation criteria; and WHEREAS, the Evaluation Committee's initial scoring of the three proposers RESOLUTION NO. 2023- 3rd October 35
