R-2023-31RESOLUTION NO. 2023-31 A RESOLUTION OF THE VILLAGE C OUNCIL OF MIAMI SHORES VILLAGE, FLORIDA, ADOPTING THE FINAL MILLAGE RATE OF 7.8000 MILLS FOR FISCAL YEAR 2023/2024, WHICH IS 14.32% GREATER THAN THE CALCULATED "ROLLED­ BACK" RATE OF 6.8232 MILLS; AND ADOPTING THE FINAL DEBT SERVICE MILLAGE RATE OF 0.1601 MILLS. WHEREAS, on July 20, 2023, Miami Shores Village (the "Village") Council, following a duly noticed public meeting, adopted Resolution 2023-28, which set the proposed millage rate of 7.8000 mills, a rolled-back rate of 6.8232 mills, and the proposed debt service rate of 0.1601 mills; and WHEREAS, Section 200.065, Florida Statutes, require that the Village, at the conclusion of the first public hearing on the Village's proposed tax rate adopt a tentative ad valorem millage rate for Fiscal Year 2023/2024 ("FY 2023/2024") operating purposes and required debt service millage rate which includes the rolled-back rate; and WHEREAS, on September 5, 2023, Village Council adopted the tentative millage rate of 7.8000 mills, which is 14.72% greater than the calculated rolled-back rate of 6.8232, and a tentative debt service millage rate of 0.1601 mills; and WHEREAS, the Village Administration is proposing the adoption of a final millage rate of 7.8000 mills, which is 14.72% greater than the calculated rolled-back rate of 6.8232, and a debt service millage rate of 0.1601 mills; and WHEREAS, the gross taxable value for operating purposes not exempt from taxation within Miami-Dade County has been certified by the county property appraiser to the Village as $1,756,307,731; and WHEREAS, the Village Council find it to be in the best interests of the Village to adopt the final millage rate of 7.8000 mills, which is 14.72% greater than the calculated rolled-back rate of 6.8232, and a debt service millage rate of 0.1601 mills. NOW, THEREFORE, BE IT RESOL VED BY THE VILLAGE CO UNCIL OF MIAMI SHORES, FLOR IDA , AS FOLLOWS: 1 Section 1. Recitals Adopted. The foregoing recitals are incorporated in this Resolution as if fully set forth herein and made a part hereof by reference. Section 2. Final MiUage. The final millage rate is hereby declared to be 7.8000 mills, which is $7.80 per $1,000 of assessed property within the Village for FY 2023/2024. Section 3. The Rolled-Back Rate. The millage is 14.72% greater than the rolled-back rate of 6.8232 mills. Section 4. The Debt-Service Millage Rate. The Debt Service Millage rate for is hereby declared to be 0.1601 mills, which is $0.1601 per $1,000 of assessed property established in accordance with the provisions of law pursuant to Chapter 200, Florida Statutes.
