MEETING MINUTES
NOVEMBER 7, 2023 6:30 PM 9900 BUILDING
1) CALL TO ORDER
Mayor Burch called the meeting to order at 6:37 PM.

4) ORDER OF BUSINESS
Mayor Burch asked Council to consider deferring the Annual Comprehensive Financial Report in
light of the Council receiving the document on the same day as the meeting. Mayor Burch further
asked Council to consider adding the Rules of Order, namely the Proclamation addendum. Mayor
Burch expressed interest in adding a discussion item concerning the Community Center.
Councilmember Harris asked Mayor Burch to consider discussing the Rules of Order during a
workshop or special meeting. Mayor Burch withdrew his request to add the Rules of Order for
discussion. Councilmember Marinberg expressed interest in adding a discussion item concerning the
role of Village boards and committees. Village Manager Scott indicated he will be providing an
update on the Community Center. Mayor Burch withdrew his request to discuss the Community
Center.

Responding to Councilmember Harris’ request, Village Attorney Johnston provided an overview of
the order of business relative to adding items to the agenda during the Council Meeting.
Village Manager Scott provided an update regarding the Community Center, indicating he’s in touch
with a consulting firm who will assist the Village in navigating the various steps concerning the
possible renovation of the Community Center. Mr. Scott further reported such firm will deliver a
presentation to the Recreation Advisory Committee.
5) PRESENTATIONS
5.A 2022 ANNUAL COMPREHENSIVE FINANCIAL REPORT (PRESENTED BY: CABALLERO
FIERMAN LLERENA + GARCIA, LLP.)
Ms. Holly Hugdahl, Finance Director, introduced Mr. Andrew Fierman who delivered a brief
presentation and answered questions by the Village Council regarding the Annual Comprehensive
Financial Report.
6) PUBLIC COMMENTS
Maria McGuiness asked Council to consider adding supporting documentation to discussion items to
help inform the public before they have a chance to speak. Ms. McGuiness further spoke in opposition
to the proposed time disparity as it relates to item specific versus general public comments.
7) BOARDS/COMMITTEES REPORT
7.A HISTORIC PRESERVATION BOARD ANNUAL REPORT (PRESENTED BY: PATRIZIA
BONADUCE, BOARD CHAIR).
Patrizia Bonaduce, on behalf of the Historic Preservation Board, delivered the board's annual report
and answered questions posed by the Village Council. Mr. Jeffrey Saadeh passed out fliers to the
Village Council.
8) APPROVAL OF THE MINUTES
8.A APPROVAL OF THE OCTOBER 3, 2023 VILLAGE COUNCIL MEETING MINUTES (STAFF:
VILLAGE CLERK).
Councilmember Charles moved to approve the October 3 and October 17 Village Council Meeting
Minutes and Mayor Burch seconded the motion which carried a 5-0 voice vote.
8.B APPROVAL OF THE OCTOBER 17, 2023 VILLAGE COUNCILMEETING MINUTES (STAFF:
VILLAGE CLERK).
Passed.
9) BOARD APPOINTMENTS
9.A APPOINTMENTS TO THE GENERAL EMPLOYEE PENSION BOARD (2 EMPLOYEE
TRUSTEE VACANCIES).
Village Clerk Rodriguez provided opening remarks, detailing the application and selection process.
Village Clerk Rodriguez explained should Mr. McCoy be reappointed to the board, a 4/5 vote is required
due to his term limited status.
Village Clerk Rodriguez indicated Council may cast an acclamation vote given the same number of
applicants as vacancies.

Councilmember Harris moved to appoint Jim McCoy to the two-year term and Jonathan Hernandez to
the one-year term and Councilmember Charles seconded the motion which carried a 5-0 voice vote.
10) RESOLUTION(S)
10.A A RESOLUTION OF THE VILLAGE COUNCIL OF MIAMI SHORES VILLAGE, FLORIDA,
APPROVING BUDGET AMENDMENT NO. 1 TO THE FISCAL YEAR 2022-2023 OPERATING
BUDGET; INCREASING REVENUES AND EFFECTUATING TRANSFERS TO REVERSE THE
YEAR-END DEFICIT (STAFF: FINANCE DIRECTOR).
Village Clerk Rodriguez read the caption of the resolution into the record.
Ms. Hugdahl provided an overview of the resolution which is requirement of the State. Ms. Hugdahl
indicated there were changes to the crossing guard uniforms, events, operating supplies, and litigation
costs.
Councilmember Marinberg moved to approve the resolution and Vice Mayor Valinsky seconded the
motion which carried a 5-0 voice vote.
11) DISCUSSION & POSSIBLE ACTION ITEMS
11.A DISCUSSION AND POSSIBLE ACTION REGARDING A RESOLUTION RELATING TO
COUNCIL COMMUNICATIONS AND DECORUM WITH STAFF AND ADMINISTRATION
(SPONSORED BY: COUNCILMEMBER DANIEL MARINBERG).
Mayor Burch opened public comments.
Mary Benton raised concerns with the language used by Mayor Burch in his emails and memorandums
to Village staff.
Douglas Barnes spoke about the need for effective leadership and team building. He asked for Council
to hold staff accountable in a respectful manner.
Councilmember Marinberg spoke about the need for the Village Council to exercise mindfulness and
respect when addressing Charter Officers and staff.
Councilmember Marinberg apologized to Claudia Hasbun in response to the memo drafted by Mayor
Burch where he inaccurately accused Ms. Hasbun of speaking to the press.
Councilmember Harris echoed Councilmember Marinberg's concerns and expressed the need for
improvements.
Councilmember Charles spoke about the importance of communicating with dignity.
No action was taken.

12) MANAGER'S REPORT
12.A UPDATE REGARDING MOVING FUTURE VILLAGE COUNCIL MEETINGS BACK TO
COUNCIL CHAMBERS ON A TRIAL BASIS.
Village Manager provided an update on operational matters and answered questions posed by the
Village Council.
Village Manager Scott asked Village Clerk Rodriguez to provide an update regarding the logistical costs
associated with moving future Village Council Meetings back to Council Chambers on a trial basis.
Village Clerk Rodriguez expanded on the estimate provided by Full Moon Creative, indicating an
average cost of $3,000 for a trial basis. Mr. Dwight Moon, co-owner of Full Moon Creative, was present
and answered questions posed by the Village Council regarding logistics. Vice Mayor Valinsky indicated
he watched the Code Enforcement Board hearing via livestream recently and noted the success of the
livestream from Council Chambers. Vice Mayor Valinsky asked why the Village would need to expend
additional funds on audio-visual upgrades given the success of the current livestream in Council
Chambers. Mr. Moon responded by explaining Code Enforcement Board hearings are recorded using a
wide-angle surveillance camera which is not optimal for Village Council Meetings. Mr. Moon further
explained the existing video cameras, cabling, and additional equipment would have to be integrated
into the system as well as tested. Discussion ensued; however, no action was taken.
In light of the upcoming Thanksgiving Holiday, Ms. Johnston asked Council whether the second Council
Meeting in November would take place. Village Clerk Rodriguez indicated there is only one Council
Meeting in December per past practice and tradition. Discussion ensued regarding alternate dates.
Councilmember Harris moved to cancel the November 21, 2023 Village Council Meeting and Vice Mayor
Valinsky seconded the motion which carried a 4-1 voice vote. Mayor Burch voted in opposition.
There was consensus amongst the Village Council to direct staff to coordinate a workshop or special
meeting regarding the Rules of Procedures.
Mr. Scott announced the resignation of Claudia Hasbun, Planning & Zoning Director. Mr. Scott thanked
Ms. Hasbun for her diligence, resilience, and professionalism. Ms. Hasbun expressed gratitude for the
support of staff, residents, and Council. Vice Mayor Valinsky, Councilmembers Marinberg and Harris
thanked Ms. Hasbun for her professionalism and dedication to Miami Shores Village.

Councilmember Marinberg spoke about the Israeli-Hammas conflict and encouraged the public to
remember the freedom this Country affords its constituents.
