FINAL BUDGET MEETING MINUTES
SEPTEMBER 19, 2023 6:00 PM 9900 NE 2ND AVENUE
1) CALL TO ORDER
Mayor Burch called the hearing to order at 6:02 PM.

4) RESOLUTION(S)
4.A A RESOLUTION OF THE VILLAGE COUNCIL OF MIAMI SHORES VILLAGE, FLORIDA,
ADOPTING THE FINAL MILLAGE RATE OF 7.8000 MILLS FOR FISCAL YEAR 2023/2024,
WHICH IS 14.32% GREATER THAN THE CALCULATED ROLLED-BACK RATE OF 6.8232
MILLS; AND ADOPTING THE FINAL DEBT SERVICE MILLAGE RATE OF 0.1601 MILLS.
Village Clerk Rodriguez read the entire resolution into the record.
Mayor Burch opened the public hearing, but as no one spoke on the final millage rate, Mayor
Burch closed public comments.
Councilmember Marinberg moved to approve the Resolution, adopting the final levying of ad valorem
taxes for the 2023-2024 fiscal year. Councilmember Harris seconded the motion.

There being no further discussion, Mayor Burch called the question, which carried a 5-0 roll call vote.

4.B A RESOLUTION OF THE VILLAGE COUNCIL OF MIAMI SHORES VILLAGE, FLORIDA,
ADOPTING THE FINAL OPERATING AND CAPITAL OUTLAY BUDGET FOR THE FISCAL
YEAR COMMENCING OCTOBER 1, 2023, THROUGH SEPTEMBER 30, 2024, PURSUANT
TO SECTION 200.065, FLORIDA STATUTES; AUTHORIZING EXPENDITURES
CONSISTENT THEREWITH AND AUTHORIZING CERTAIN BUDGET AMENDMENTS
WITHIN A DEPARTMENT PROVIDED THAT THE TOTAL OF THE APPROPRIATIONS IS
NOT CHANGED; AND PROVIDING FOR AN EFFECTIVE DATE.
Village Clerk Rodriguez read the caption of the resolution into the record.
Mayor Burch opened the public hearing, but as no one present spoke on the tentative budget, Mayor
Burch closed the Public Hearing.
Village Manager Scott provided an overview of the FY24 budget and answered questions posed by the
Village Council.
Councilmember Marinberg moved to approve the Resolution, adopting the final budget for the 2023-
2024 fiscal year. Councilmember Harris seconded the motion.
Mayor Burch spoke about the need for capital improvements to Village-owned buildings. Mayor Burch
advocated for the allocation of funds for capital improvements to prepare for the future.
Mr. Scott asked for Council guidance on how to proceed with the list of events and organizations which
reflect funding requests for the FY24 budget. Mr. Scott apprised the Council on the organizations which
have current line items in the FY24 budget: Pelican Harbor, Miami Shores Community Alliance, and the
North Miami Foundation. Mr. Scott also explained the cost implication associated with staff time and
resources invested in the execution of such events. Responding to Councilmember Harris’ inquiry, Mr.
Scott suggested for Council to approve the bottom line number based on the requests for funding from
various organizations and upon approving a policy/resolution for community sponsored events, the
Council may proceed to earmark funding as it deems appropriate.
Village Attorney Johnston indicated she will present policies of various municipalities for Council
discussion by the next Council Meeting. In the spirit of equality, Mayor Burch recommended for the
Village Manager to forgo the allocation of funding for the above-referenced organizations until the
Council has adopted a policy for community sponsored events. Councilmembers Marinberg and Harris
accepted the friendly amendment. Councilmember Marinberg asked Council and staff to exercise
expediency with the policy given the time sensitive nature of upcoming events.
There being no further discussion, Mayor Burch called the question, which carried a 5-0 roll call vote.
