R-2023-22RESOLUTION NO. 2023-22 A RESOLUTION OF THE VILLAGE COUNCIL OF MIAMI SHORES VILLAGE, FLORIDA, CREATING AN AD HOC TRAFFIC ADVISORY COMMITTEE; ESTABLISHING THE SCOPE OF REVIEW AND COMPOSITION; PROVIDING FOR SUNSET OF THE COMMITTEE; PROVIDING FOR CONFLICTS, IMPLEMENTATION, AND AN EFFECTIVE DATE. WHEREAS, the Miami Shores Village (the "Village) Council recognizes that there has been an increase in traffic and congestion throughout the Village; and WHEREAS, there are certain neighborhoods within the Village affected by occurrences of speeding and stop-sign violations; and WHEREAS, the Village Council has considered and proposed the establishment of an ad-hoc Traffic Advisory Committee for the purpose of studying and making recommendations regarding traffic patterns, barricades, street closures, and other traffic­ related issues within the Village. NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF MIAMI SHORES, FLORIDA, AS FOLLOWS: Section 1: Recitals Adopted. The foregoing recitals are incorporated in this Resolution as if fully set forth herein and made a part hereof by reference. Section 2: Ad Hoc Traffic Advisory Committee Created. That the Village Council hereby creates and establishes the Ad Hoc Traffic Advisory Committee (the "Committee") for the purpose of studying and making recommendations regarding traffic patterns, barricades, street closures, and other traffic-related issues within the Village. Section 3: Member Composition. The membership and composition of the Committee shall be determined as follows: (1)The Committee shall be comprised of five (5) board members, by means of volunteering and applying to serve on the Committee. 1 Section 5. Meetings. The Committee shall meet within two weeks of all members being appointed. The Village Clerk shall organize the first meeting of the Committee. At the initial meeting, the Village Attorney will provide Sunshine Law and Public Records training to the Committee. Further Committee meetings shall be held on the call of the Chair or a majority of the Committee members. All Committee meetings shall be open to the public with reasonable notice of the date and time of the meetings. The Committee shall allow public comment at its meetings. Minutes of each meeting shall be taken and maintained by the Village Clerk. A majority of the volunteer Committee members shall constitute a quorum. No traffic recommendation shall be submitted to the Village Council unless recommended by an affirmative vote of a majority of the volunteer members. The Committee shall be subject to Florida's Public Records Act, Chapter 119, Florida Statutes, and Florida's Sunshine Law, Section 286.011, Florida Statutes. Unless prohibited by law, the Committee may adopt such other rules and procedures for its meetings as it deems desirable Section 6. Sunset. The Committee shall sunset when the Committee reports to the Council that its designated goals that have been accomplished. Section 7. Conflicts. All Resolutions or parts of Resolutions in conflict herewith, be and the same are repealed to the extent of such conflict. Section 8. Implementation. That the Village Manager is hereby authorized to take any and all action necessary to effectuate the intent of this Resolution. Section 9. upon its adoption. Effective Date. This Resolution shall become effective immediately PASSED AND ADOPTED this __ day of June, 2023. 3 6th
