R-2023-19RESOLUTION NO. 2023-19 A RESOLUTION OF THE VILLAGE COUNCIL OF MIAMI SHORES VILLAGE, FLORIDA AUTHORIZING THE VILLAGE MANAGER TO EXECUTE AGREEMENTS WITH CERES ENVIRONMENTAL SERVICES, INC. AS THE PRIMARY CONTRACTOR, DRC EMERGENCY SERVICES, LLC AS THE SECONDARY CONTRACTOR AND T.F.R. ENTERPRISES AS THE TERTIARY CONTRACTOR, TO PROVIDE DISASTER DEBRIS REMOVAL AND DISPOSAL SERVICES PURSUANT TO REQUEST FOR PROPOSALS NO. 2023-04-02 DISASTER DEBRIS REMOVAL AND DISPOSAL SERVICES; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, Miami Shores Village issued Request for Proposals (RFP) No. 2023-04-02 Disaster Disposal Services for the purpose of selecting qualified debris management firms to provide disaster debris removal and disposal services in the Village, as needed, in accordance with the most current Federal, state and local government standards/guidelines; and WHEREAS, on April 11, 2023 notices were posted on the Village's website and in the Miami Daily Business Review, in accordance with Florida Statutes and Village Resolution 1124-07; and WHEREAS, the Village received on May 15, 2021, seven (7) proposals: Aftermath Disaster Recovery, Inc.; Ashbritt, Inc.; Ceres Environmental Services, Inc.; CTC Disaster Enterprises, Inc.; DRC Emergency Services, LLC; Superior Landscaping & Lawn Service, Inc. and T.F.R. Enterprises, Inc.; and WHEREAS, the Village Manager established an Evaluation Review Committee comprised of the Public Works Director, Finance Director and the Assistant to the Village Manager; and WHEREAS, the Review Committee convened on May 30, 2023 to evaluate and rank the firms based on the criteria set forth in the RFP document, taking into account the proposal responses, qualifications, personnel and equipment identifiers, as well as pricing schedules, the Evaluation Committee's decided it was in the best interest of the Village to award a primary, secondary and tertiary agreement for these services, and RESOLUTION NO. 2023-19 19 6th 19
