R-2023-13RESOLUTION NO. 2023-13 1 2 3 4 5 6 7 8 9 10 11 RESOLUTION NO. 2023-13 A RESOLUTION OF THE VILLAGE COUNCIL OF MIAMI SHORES VILLAGE, FLORIDA, APPROVING THE AWARD OF REQUEST FOR PROPOSALS NO. 2022-09-01 “MIAMI SHORES VILLAGE TOWING SERVICES”; AND AUTHORIZING THE VILLAGE MANAGER OR DESIGNEE TO EXECUTE AN AGREEMENT WITH THE TOP RANKED PROPOSER, DOLPHIN TOWING & RECOVERY, INC. FOR A THREE-YEAR PERIOD, WITH TWO ONE-YEAR RENEWAL OPTIONS; PROVIDING FOR IMPLEMENTATION; AND PROVIDING FOR AN EFFECTIVE DATE. 12 13 14 WHEREAS, the Miami Shores Village Police Department is committed to 15 providing responsive service to the community with professionalism, pride and trust; 16 and 17 WHEREAS, this commitment includes the timely, courteous, safe and 18 professional towing removal services of vehicles from public right of ways; and 19 WHEREAS, on September 30, 2022, Miami Shores Village (the “Village”) issued 20 Request for Proposals No. (“RFP”) 2022-09-01 “Miami Shores Village Towing 21 Services”, with notices posted on the Village website and legal bid advertisement 22 posted in the Daily Business Review; and 23 WHEREAS, on November 4, 2022, the Village received four proposals: Alpine 24 Towing Inc. dba Galactic Towing, Dolphin Towing & Recovery, Inc., King’s Wrecker 25 Service, Inc. and Midtown Towing of Miami, Inc; and 26 WHEREAS, the Procurement Administrator conducted an administrative review 27 of the four timely proposal submissions; and 28 WHEREAS, the Village Manager established an Evaluation Committee 29 comprised of the Chief of Police, Assistant Village Manager, Waste Supervisor and the 30 Assistant to the Village Manager; and 31 RESOLUTION NO. 2023-13 32 33 WHEREAS, the Procurement Administrator determined it was in the Village’s 34 best interest for the Evaluation Committee to visit the proposed facility sites prior to their 35 initial scoring and discussion of the responses; and 36 WHEREAS, on January 26, 2023, the Evaluation Committee held a public 37 meeting of facility site visits to the four proposers’ locations; and 38 WHEREAS, on February 9, 2023, the Evaluation Committee held a publicly 39 advertised meeting and discussed the responses and the established evaluation 40 criteria; and 41 WHEREAS, the Evaluation Committee’s initial scoring of February 9, 2023, 42 meeting was as follows: 43 Midtown Towing of Miami, Inc. 68.75 Dolphin Towing & Recovery, Inc. 67.00 Alpine Towing, Inc. dba Galactic Towing 44.00 King’s Wrecker Services, Inc. 36.25 and; 44 WHEREAS, on February 14, 2023, the Evaluation Committee was notified by the 45 Procurement Administrator that she received correspondence from Dolphin Towing and 46 Recovery, Inc advising that they relocated their facilities; and 47 WHEREAS, prior to oral presentations, the Evaluation Committee determined it to 48 be in the best interest of the Village to visit Dolphin Towing & Recovery’s new location; 49 and 50 RESOLUTION NO. 2023-13 WHEREAS, on February 23, 2023, the Evaluation Committee held a public 51 meeting and made a facility site visit to the Dolphin Towing & Recovery, Inc. new location; 52 and 53 WHEREAS, on March 23, 2023, the Evaluation Committee held a public meeting 54 and the two (2) top-ranked proposers made oral presentations and responded to 55 Committee questions, and after the presentations and discussions, the Evaluation 56 Committee had the opportunity to re-score each proposer based on the RFP responses, 57 oral presentations, and discussions; and 58 WHEREAS, the Evaluation Committee’s final scoring of the March 23, 2023, 59 meeting was as follows: 60 Dolphin Towing & Recover, Inc. 71.00 Midtown Towing of Miami, Inc. 60.00 and; WHEREAS, at the conclusion of the rigorous review and analysis by the 61 Evaluation Committee, a recommendation of award to Dolphin Towing & Recovery, Inc. 62 was submitted to the Village Manager for his consideration; and 63 WHEREAS, the Village Manager, after conducting his own due diligence concurs 64 with the recommendation of the Evaluation Committee and is recommending award of 65 the RFP to the top-ranked proposer, Dolphin Towing & Recovery, Inc. and execution of 66 an agreement pursuant to the terms, conditions and scope of services included therein; 67 and 68 WHEREAS, the Mayor and Village Council find it to be in the best interests of the 69 Village to accept the Village Manager’s recommendation to award the RFP and execute 70 an agreement with Dolphin Towing & Recovery, Inc. for Village-wide towing services for 71 RESOLUTION NO. 2023-13 vehicles ordered removed because of parking violations, traffic hazards, disabled from 72 a traffic crash, police forfeitures and confiscations, abandoned or derelict vehicles or 73 vehicles that are required to be removed or impounded; for a three-year period, with 74 two, one-year renewal options. 75 NOW, THEREFORE, BE IT RESOLVED by the Mayor and Village Council of 76 Miami Shores Village, Miami Shores, Florida that: 77 Section 1. Recitals Adopted. The foregoing recitals are true and correct. 78 Section 2. Approval and Award. The Mayor and Village Council hereby 79 approve and award Request for Proposals No. 2022-09-01 “Miami Shores Village 80 Towing Services” to Dolphin Towing & Recovery, Inc. and authorize and direct the 81 Village Manager or designee to execute an agreement, for a three-year period, with two 82 one-year renewal options in a form acceptable to the Village Attorney, with Dolphin 83 Towing & Recovery, Inc. 84 Section 3. Effective Date.
