R-2023-031 2 3 4 5 6 7 8 9 IO 11 12 13 14 RESOLUTION NO. 2023----- A RESOLUTION OF THE VILLAGE COUNCIL OF MIAMI SHORES VILLAGE, FLORIDA; APPROVING THE AWARD OF INVITATION TO BID NO. 2022-10-01 MIAMI SHORES POLICE DEPARTMENT IMPACT WINDOWS AND DOORS; AND AUTHORIZING THE VILLAGE MANAGER OR DESIGNEE TO EXECUTE AN AGREEMENT WITH THE LOWEST RESPONSIVE AND RESPONSIBLE BIDDER, TECHGROUPONE, INC., IN AN ESTIMATED AMOUNT OF $192,904.50; PROVIDING FOR IMPLEMENTATION, AUTHORIZATION AND FOR AN EFFECTIVE DATE. 15 WHEREAS, the windows and pedestrian doors at the Miami Shores Police 16 Department require replacement to protect against raging hurricane winds and loose 17 debris and to provide protection from sun damage, and reduce external noise and 18 energy costs; and 19 WHEREAS, the Florida Division of Emergency Management ("FDEM") created the 20 Hurricane Loss Mitigation Grant Program ("HLMP") which is a specialized, state-funded 21 mitigation program aimed at minimizing damage caused by hurricanes; and 22 WHEREAS, Miami Shores Village (the "Village") Police Department is a grant 23 recipient of FDEM's HLMP in the amount of $194,000; and 24 WHEREAS, on November 1, 2022, the Village issued Invitation to Bid No. 2022- 25 10-01 "Miami Shores Police Department Impact Windows and Doors," ("ITB No. 2022- 26 10-01 ") with notices posted on the Village website and legal bid advertisement posted 27 in the Miami-Dade Daily Business Review; and 28 WHEREAS, on November 22, 2022, the Village received four bids from 29 TechGroupOne, Inc., Florida Palm Construction, Secure Window Solutions and Sun 30 Eagle General Contractor; and 31 WHEREAS, the Director of Public Works reviewed and provided confirmation RESOLUTION NO. 2023- 03 56 57 APPROVED AND ADOPTED by the Miami Shores Village Council at the regular 58 meeting assembled this 3th day of January, 2023. 59 60 61 62 63 64 65 66 67 68 69 70 71 72 73 74 75 7SANDRA HARRIS MAYOR EISS SEROTA HELFMA COLE+ BIERMAN, P.L.
