2023-04-18 Minutes 1 MEETING MINUTES APRIL 18, 2023 6:30 PM MIAMI SHORES COUNTRY CLUB 1. CALL TO ORDER – Mayor Harris called the meeting to order at 6:34 PM. 2. ROLL CALL – PRESENT: Councilmember Alice Burch Councilmember Wesley Castellanos Councilmember Timothy Crutchfield Vice Mayor Daniel Marinberg Mayor Sandra Harris ALSO PRESENT: Village Attorney Sarah Johnston Village Attorney Chanae Wood Village Manager Esmond Scott Village Clerk Ysabely Rodriguez Councilmember-elect George Burch Councilmember-elect Jesse Valinsky Councilmember-elect Jerome Charles 3. PRESENTATION OF THE COLORS- Miami Shores Police Honor Guard 4. MOMENT OF SILENCE / PLEDGE OF ALLEGIANCE – Samarah Williams, Doctors Charter School Student 5. RETIRE THE COLORS - Miami Shores Police Honor Guard 6. WELCOME & OPENING REMARKS – Mayor Sandra Harris Mayor Harris offered opening remarks to those in the audience and thanked everyone who supported her throughout her mayoral tenure. 2 7. APPROVAL OF THE MINUTES - Village Clerk 7.A. APPROVAL OF THE APRIL 4, 2023 VILLAGE COUNCIL MEETING MINUTES. Vice Mayor Marinberg moved approval of the April 4, 2023 Village Council Meeting Minutes and Councilmember Burch seconded the motion. The motion passed unanimously. 8. RESOLUTION(S) - Village Clerk 8.A A RESOLUTION OF THE VILLAGE COUNCIL OF MIAMI SHORES VILLAGE, FLORIDA, DECLARING THE RESULTS OF THE MIAMI SHORES VILLAGE COUNCIL ELECTION HELD ON APRIL 18, 2023, AS CERTIFIED BY THE CANVASSING BOARD AND ATTACHED HERETO; AND PROVIDING FOR AN EFFECTIVE DATE. Ms. Rodriguez read the resolution into the record. Vice Mayor Marinberg moved to approve the Resolution declaring the results of the April 11, 2023 Council Election. Councilmember Burch seconded the motion and the vote was unanimous in favor of the motion. 9. PRESENTATIONS TO: - Councilmember Burch, Councilmember Castellanos, Councilmember Crutchfield, Vice Mayor Marinberg, & Mayor Harris Ms. Rodriguez and Mayor Harris presented appreciation awards to the members of the Village Council, expressing gratitude for their service to the community. Vice Mayor Marinberg presented the appreciation award to Mayor Harris. 10. INSTALLATION OF THE NEW VILLAGE COUNCIL - Honorable William L. Thomas Honorable William L. Thomas administered the oath of office, officially installing George Burch, Jesse Valinsky, and Jerome Charles, as newly elected members of the Village Council. 11. ROLL CALL – Councilmember Harris requested that the Village Clerk call the roll to reflect the 2023-2025 Village Council. PRESENT: Councilmember-elect George Burch Councilmember-elect Jerome Charles Councilmember-elect Jesse Valinsky Councilmember Sandra Harris Councilmember Daniel Marinberg ALSO PRESENT: Village Attorney Sarah Johnston Village Attorney Chanae Wood Village Manager Esmond Scott Village Clerk Ysabely Rodriguez 3 12. ELECTION OF MAYOR & VICE MAYOR - Councilmember Marinberg moved to appoint George Burch as Mayor and Vice Mayor Valinsky seconded the motion, which carried a 5-0 voice vote. Councilmember Harris moved to appoint Jesse Valinsky as Vice Mayor and Councilmember Marinberg seconded the motion, which carried a 5-0 voice vote. 13. MAYOR'S REMARKS - Newly Appointed Mayor Mayor Burch offered remarks to those in attendance, his supporters, and well-wishers. He further spoke about future Village Council agenda items. 14. VILLAGE COUNCIL COMMENTS Newly elected Council Members: Vice Mayor Valinsky, Mayor Burch, and Councilmember Jerome Charles offered remarks to those in attendance, their supporters, and well-wishers. Councilmember Harris congratulated the newly elected officials. Councilmember Marinberg spoke about the Comprehensive Plan, and stated he looks forward to working with the new Council. 15. ADJOURNMENT There being no further business before the Village Council, the meeting adjourned at 7:24 PM.
