Minutes of the Fine Arts Commission meeting held on January 10, 2023.

The meeting was called to order at 6:03 p.m.
Mr. Stock made a motion to approve the minutes of the December 29, 2022 meeting. Motion
seconded by Ms. Dunlop and unanimously approved.
It was related that the Commission had previously given Ms. Dorney permission to approve up to $300
on the Commission’s behalf for any item that may arise between meetings. Ms. Dorney gave approval
to pay $200 for Brazilian dancers for the February concert. Ms. Dunlop made a motion to approve
$200 for dancers for the February concert. Motion seconded by Ms. Rodriguez and
unanimously approved.
Discussion turned to the art in public places guidelines. It was noted that Ms. Dorney and Ms. Ackley
had a zoom session with the Village attorney. Ms. Dorney noted that on the funding ordinance, the
Council had voted on commercial property of 10,000 square feet instead of the 7,500 square feet as
read. Ms. Dunlop said that an ordinance can be amended afterwards. Mr. Stock made a motion to
approve the art in public places guidelines. Motion seconded by Mr. Bruce and unanimously
approved. Ms. Dorney will present the guidelines at the February 7th Council meeting for approval.
Discussion turned to the art in public places master plan. Ms. Dorney noted that the Comprehensive
Plan still has multiple steps before it can pass. Ms. Ackley said that the arts master plan should also
include indoor venues. Mr. Bruce would like to include a bandshell as well as the fountain at Memorial
Park. In addition, Mr. Bruce said there are additional locations on NE 4th Avenue to place art. Further
discussion was tabled until the March meeting.
At this time the Commission made suggestions on the February concert flier. Ms. Rodriguez said she
is waiting on confirmation for the food vendors which could be either Little Brazil or Samba Brazil. Ms.
Dunlop made a motion to approve $250 for temporary tattoos at the January 20th concert.
Motion seconded by Ms. Rodriguez and unanimously approved.
Discussion turned to the March Reggae concert with group Jahfe. Ms. Dunlop suggested having a
Jamaican food vendor. It was also suggested that the Commission hire someone to add small accent
hair braids at the concert.
Discussion turned to the tentatively scheduled June Gallery Night. Ms. Dunlop suggested postponing
the submission date to March 15th.
It was relayed to the Commission that Ms. Hersh had a meeting with Assistant Village Manager Tanya
Wilson regarding opening empty store fronts on NE 2nd Avenue to artists. Ms. Wilson was receptive to
the idea; each artist would need a temporary permit from the city. Currently, permits are $50/day. A
suggestion was to make a formal proposal to the Village and work out the logistics of the cost. It was
noted that the first step is to find the business owners with vacant storefronts to discuss the idea. Ms.
Hersh offered to approach the business owners. Ms. Ackley suggested that Ms. Rodriguez and Ms.
Hersh form a subcommittee for further discussion.
Regarding new business, it was noted that the mural wall in front of Village Hall needs to stripped and
restuccoed. A suggestion was made to put out a call to artists for a mural artist. Ms. Hersh
volunteered to contact someone about restuccoing.
