A RESOLUTION OF THE VILLAGE COUNCIL OF MIAMI SHORES
VILLAGE, FLORIDA, APPROVING A MEMORANDUM OF
UNDERSTANDING (MOU) BETWEEN MIAMI SHORES VILLAGE,
ON BEHALF OF THE MIAMI SHORES POLICE DEPARTMENT,
AND THE INTERNAL REVENUE SERVICE, CRIMINAL
INVESTIGATION (IRS-Cl), TO PARTICIPATE IN THE IRS
FINANCIAL INVESTIGATIVE STRIKE TEAM -HIDTA FOR THE
PURPOSE OF DEVELOPING AND ASSISTING WITH CRIMINAL
INVESTIGATIONS AND ASSET FORFEITURES RELATED TO
ILLEGAL ACTIVITIES WITHIN THE UNITED STATES JUDICIAL
DISTRICT OF SOUTHERN FLORIDA, AUTHORIZING VILLAGE
OFFICIALS TO EXECUTE THE MOU; PROVIDING FOR
IMPLEMENTATION; AND PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, pursuant to 18 U.S.C. Code§ 981, the Secretary of the Treasury (the
"Secretary") has the authority to investigate money laundering operations, and the
Secretary has delegated that authority to the Commissioner of the Internal Revenue
Service (the "IRS"); and
WHEREAS, the Miami Field Office of the Internal Revenue Service, Criminal
Investigations Division (the "IRS-Cl") has established the South Florida IRS Financial
Investigate Strike Team-High Intensity Drug Trafficking Areas (the "HIDTA") for the
purpose of apprehending and prosecuting individuals who are involved in money
laundering operations, narcotics offenses, violations of the Bank Secrecy Act, and other
related crimes; and
WHEREAS, a police officer from the Miami Shores Police Department (the
"MSVPD") will be assigned to the South Florida IRS Financial Investigative Strike Team
-HIDTA to work in conjunction with Federal, State, and local law enforcement personnel
in identifying, locating, and apprehending individuals who commit these crimes in Miami
Shores Village (the "Village") and the Southern District of Florida; and
WHEREAS, the South Florida IRA Financial Investigative Strike Force-HIDTA
improves the effectiveness of Federal, State, and local law enforcement resources
through a coordinated law enforcement initiative that seeks the most effective
investigative and prosecutorial avenues to obtain arrests, prosecutions, and large asset

of developing and assisting with criminal investigations and asset forfeitures
related to illegal activities within the United States Judicial District of Southern
Florida.
Section 4. Effective Date. This Resolution shall become effective immediately
