2022-09-13 First Budget Minutes1 FIRST BUDGET HEARING MINUTES SEPTEMBER 13, 2022 6:00 PM 9900 BUILDING 1) CALL TO ORDER Mayor Harris called the hearing to order at 6:03 PM. 2) MOMENT OF SILENCE/PLEDGE OF ALLEGIANCE 3) ROLL CALL PRESENT: Councilmember Alice Burch Councilmember Katia Saint Fleur Councilmember Crystal Wagar Mayor Sandra Harris Vice Mayor Daniel Marinberg was absent. ALSO PRESENT: Village Attorneys Sarah Johnston & Chanae Wood Village Clerk Ysabely Rodriguez Village Manager Esmond Scott 4) RESOLUTIONS- PUBLIC HEARINGS 4.A A RESOLUTION OF THE VILLAGE COUNCIL OF MIAMI SHORES VILLAGE, FLORIDA, ADOPTING THE TENTATIVE MILLAGE RATE OF 7.8 MILLS FOR FISCAL YEAR 2022/2023, THE CALCULATED “ROLLED-BACK” RATE IS 6.7992 MILLS, OR 14.72% HIGHER THAN THE “ROLLED-BACK” RATE FOR FISCAL YEAR 2021/2022; ESTABLISHING THE DEBT SERVICE MILLAGE RATE AT 0.1846 MILLS, REAFFIRMING THE SECOND PUBLIC BUDGET TO SET THE FINAL MILLAGE RATE ON SEPTEMBER 22, 2022, AT 6:00 P.M.; AND PROVIDING FOR AN EFFECTIVE DATE. 2 Village Clerk Rodriguez read the caption of the resolution into the record. Mayor Harris opened the public hearing, but as no one spoke on the proposed tax increase, Mayor Harris closed the Public Hearing. Councilmember Burch moved to approve the Resolution, adopting the tentative levying of ad valorem taxes for the 2022-2023 fiscal year. Councilmember Wagar seconded the motion. There being no discussion, Mayor Harris called for the vote to approve the resolution, which carried a 4-0 voice vote. 4.B A RESOLUTION OF THE VILLAGE COUNCIL OF MIAMI SHORES VILLAGE, FLORIDA, ADOPTING THE TENTATIVE OPERATING AND CAPITAL OUTLAY BUDGET FOR THE FISCAL YEAR COMMENCING OCTOBER 1, 2022, THROUGH SEPTEMBER 30, 2023, PURSUANT TO SECTION 200.065, FLORIDA STATUTES; AUTHORIZING EXPENDITURES CONSISTENT THEREWITH AND AUTHORIZING CERTAIN BUDGET AMENDMENTS WITHIN A DEPARTMENT PROVIDED THAT THE TOTAL OF THE APPROPRIATIONS IS NOT CHANGED; AND PROVIDING FOR AN EFFECTIVE DATE. Village Clerk Rodriguez read the caption of the resolution into the record. Mayor Harris opened the public hearing. Seeing no one approach the lectern, Mayor Harris closed the public hearing. Mr. Esmond Scott, Village Manager, provided highlights regarding the budget and addressed any changes contained within the budget. Councilmember Wagar thanked the Village Manager for prioritizing human resources and procurement professionals. Councilmember Burch spoke in favor of the reduced millage rate. Councilmember Wagar moved to approve the Resolution, adopting the tentative budgets for the 2022- 2023 fiscal year. Councilmember Saint Fleur seconded the motion. There being no further discussion, Mayor Harris called the question, which carried a 4-0 voice vote. 5) ADJOURNMENT There being no further discussion before the Village Council, the first budget hearing adjourned at 6:26 PM.
