BUDGET WORKSHOP MINUTES
JULY 25, 2022 6:00 PM 9900 BUILDING
1) CALL TO ORDER
Vice Mayor Marinberg called the budget workshop to order at 6:03 PM.

Mayor Sandra Harris joined the meeting via Zoom.

4) PUBLIC COMMENTS
The public offered no public comments.
5) FY 2022-2023 BUDGET WORKSHOP PRESENTATION (STAFF: VILLAGE MANAGER)
The Village Manager, Mr. Esmond Scott, provided information and highlights from his budget message
contained in the budget document.

A. REVENUES
Mr. Scott reviewed the Village's revenue projections and responded to Village Council questions.
B. EXPENDITURES BY DEPARTMENTS
The Village Council reviewed individual departmental budgets. The following departments were
discussed with the Department Heads providing information relevant to their respective budgets.
Planning & Zoning Department – Presented by Ms. Claudia Hasbun
Building Department – Presented by Mr. Ismael Naranjo
Code Compliance Department – Presented by Mr. Lazaro Remond
Brockway Memorial Library- Presented by Ms. Michelle Brown
Parks & Recreation Department - Presented by Ms. Angela Dorney
- Directed the Village Manager to look into the prospect of acquiring generators or other alternatives
at the Recreation Center and other Village facilities.
Public Works Department – Presented by Mr. Christopher Miranda
Police Department- Presented by Chief David Golt
Mayor & Council – Presented by Ms. Ysabely Rodriguez
Village Manager’s Office – Presented by Mr. Esmond Scott
Village Attorney’s Office- Presented by Ms. Sarah Johnston and Mr. Esmond Scott
Village Clerk’s Office - Presented by Ms. Ysabely Rodriguez
- Directed the Village Manager to reclassify the proposed full-time Assistant to the Village Clerk
position to Assistant Village Clerk and for Human Resources to provide information regarding a
starting salary range for said position.
Finance Department- Presented by Ms. Holly Hugdahl
C. CAPITAL PROJECTS FUND
Mr. Scott reviewed the Village's capital projects fund and responded to Village Council questions
regarding the projected capital projects.
With respect to renovations to the 9900 Building, discussion ensued regarding staff estimating the
approximate space needed for future council meetings/planning board meetings and other uses. There
was consensus to bring forth a discussion item regarding possible renovations to the 9900 building once
further information regarding schematics, space and costs estimates have been gathered.
Village Staff presented the list of proposed events for the upcoming fiscal year. Mr. Scott spoke about
the value in seeking sponsorship for some of the events. Discussion ensued regarding upcoming Village
events and donation requests from non-profit organizations. Mayor Harris advocated for the
implementation of a policy and a process concerning the award of donation requests. The Village
Manager was directed to provide a list of all donation requests initiated by non-profit organizations that
have been granted within the last five years for future Village Council discussion. The Village Manager
was also directed to bring forth a policy regarding Village sponsorships/contributions/donations.

There was brief discussion regarding the millage rate reduction to 7.8. Mayor Harris advocated for a
greater millage rate reduction.
