Mayor Harris called the meeting to order at 6:33 PM.

4) PRESENTATIONS
4.A 2022 FLORIDA CITIZENSHIP AWARD PRESENTED TO: MIAM SHORES BROCKWAY
MEMORIAL LIBRARY.
Ms. Eryn Russell, from the Florida League of Cities, presented Miami Shores Brockway Memorial Library
with the 2022 Florida Citizenship Award in recognition of their project entry: Miami Shores Village,
Brockway Memorial Library: A Conduit for Historic Preservation.

4.B RECREATION DEPARTMENT PRESENTATION PROVIDED BY: ANGELA DORNEY,
RECREATION DIRECTOR.
Ms. Angela Dorney, Recreation Director, and Ms. Jackie Villagran presented their departmental report
and answered questions posed by the Village Council.

6) ORDINANCE(S) ON FIRST READING
6.A AN ORDINANCE OF THE VILLAGE COUNCIL OF MIAMI SHORES VILLAGE, FLORIDlA,
AMENDING THE VILLAGE CODE OF ORDINANCES BY CREATING CHAPTER 24, “ART IN
PUBLIC PLACES” ARTICLE I, “ART IN PUBLIC PLACES PROGRAM,” SECTIONS 24-1
THROUGH 24-13 TO PROVIDE REGULATIONS FOR THE ART IN PUBLIC PLACES
PROGRAM; PROVIDING FOR SEVERABILITY; PROVIDING FOR INCLUSION IN THE CODE;
PROVIDING FOR CONFLICTS; AND PROVIDING FOR AN EFFECTIVE DATE. (STAFF:
RECREATION DIRECTOR)
Village Clerk Rodriguez read the caption of the ordinance into the record.
Ms. Angela Dorney, Recreation Director, provided an overview of the item.
Ms. Susan Ackley, Fine Arts Commission Chair, asked the Village Council to support the adoption of the
ordinance as it provides accountability and respectability regarding art in public places initiatives.
Vice Mayor Marinberg suggested for staff to look at the development project definition and consider
revising.
Discussion ensued regarding the public benefit plan, specifically whether gross calculations affect places
of worship.
Vice Mayor Marinberg suggested lowering the square feet requirement to 7,500.
The Village Council requested additional information pertaining to the proposed Art in Public Places
ordinance to identify the appropriate development threshold. Staff was tasked with compiling a list
showing the average size of development (in sq. ft.) occurring within the Village over the last five years.
Councilmember Burch moved to approve the ordinance on first reading, subject to the above-noted
amendments and research. Vice Mayor Marinberg seconded the motion, which carried a 5-0 voice vote.

7) RESOLUTION(S)
7.A A RESOLUTION OF THE COUNCIL OF MIAMI SHORES VILLAGE, FLORIDA; AUTHORIZING
THE VILLAGE MANAGER TO EXECUTE THE FLORIDA DEPARTMENT OF
TRANSPORTATION (FDOT) FUNDED TURF AND LANDSCAPE MAINTENANCE CONTRACT
RENEWAL BETWEEN FDOT AND MIAMI SHORES VILLAGE; PROVIDING FOR
IMPLEMENTATION; AND PROVIDING FOR AN EFFECTIVE DATE. (STAFF: PUBLIC WORKS)
Village Clerk Rodriguez read the caption of the resolution into the record.
Mr. Christopher Miranda, Public Works Director, spoke about the maintenance contract renewal between
the Village and FDOT and asked for Village Council support. Mr. Scott mentioned said contract helps
the Village supplement costs.
Councilmember Saint Fleur moved to approve the resolution and Vice Mayor Marinberg seconded the
motion, which carried a 5-0 voice vote.
8) DISCUSSION & POSSIBLE ACTION ITEMS
8.A DISCUSSION AND POSSIBLE ACTION REGARDING PRIDE PARADE IN OCTOBER
(SPONSORED BY: VICE MAYOR DANIEL MARINBERG).
Vice Mayor Marinberg introduced the item, indicating the proposed event promotes economic
development, community vibrancy, and unity.
Mayor Harris opened item-specific public comments.
Giselle Kovac, event organizer, asked for the Village Council's support in hosting a Pride Parade in
November 2022, starting at Grand Concourse and ending at the Recreation Center field where there will
be food vendors and entertainment. The event will include the collaboration of neighboring municipalities,
such as El Portal, Biscayne Park, and North Miami. Organizations such as SAFE, Miami Foundation, and
Barry University have offered their support.
Vice Mayor Marinberg spoke about the logistics associated with in-kind services provided by Village staff.
Mayor Harris raised concerns regarding traffic and the fiscal impact of the requested services that may
be provided by staff. Responding to Vice Mayor Marinberg’s request for the Village Manager to comment
on such concerns, Mr. Scott responded by suggesting for such events to be presented during the budget
cycle to discuss and determine if there is a desire to proceed with the proposal.
Mr. Scott agreed to provide an estimate regarding in-kind services for such event.
Councilmember Saint Fleur moved to support the Pride Parade event and direct the village manager to
bring forth the dollar amount related to hosting such event and Councilmember Wagar seconded the
motion which carried a 5-0 voice vote.
No further action was taken on this item.
Councilmember Saint Fleur left the meeting at 7:30 PM.

9) MANAGER'S REPORT
Mr. Scott provided an overview of recent operational matters and answered questions posed by the
Village Council.
10) ANNOUNCEMENTS
The Village Clerk read the announcements.
11) VILLAGE COUNCIL COMMENTS
Vice Mayor Marinberg commended the Parks and Recreation Department for the fireworks display. He
further spoke about the tragic shooting of Highland Park, IL.
Councilmember Wagar spoke about there being a day where we do not have to experience future
shootings. Councilmember Wagar thanked Parks and Recreation for their report. Councilmember Wagar
gave a shout out to MSPD for speed enforcement. Lastly, she thanked the Village Attorneys for their
effort and support.
Councilmember Burch spoke about the Village Newsletter and the Flagler trail. Councilmember Burch
further shared that 1984 was the last time there was a parade in Miami Shores. Councilmember Burch
congratulated Miami Shores Brockway Library for earning the Florida Citizenship Award.
Mayor Harris did not offer comments.
12) ADJOURNMENT
There being no further business before the Village Council, the meeting adjourned at 7:56 PM.

I support the Art in Public Places Program. Miami Shores deserves to have an amazing and well-funded arts
program. My family and I have truly enjoyed all the events we've attended and look forward to many more.
However, I have some questions and concerns that should be explored before the Village should formally adopt
the Program: 1) the definition of "art" does not include public performances, does that mean the Public Art Fund
will not help pay for the live events like concerts? 2) the exceptions listed are for damaged structures, schools and
churches and the fee seems to directly apply to government projects, so does that mean we will pay
approximately $400,000 into the Public Art Fund if we move forward with a new recreation center? If so, I think we
need to give some thought on the timing of this Program; 3) Do we have a projection of how much money the
Village needs to be able to have a great Fine Arts Program? Depending on that number, is there a better way to
fund that until we have some of our bigger government projects out of the way like those identified by the strategic
plan: Converting Septic To Sewer, Developing Parks & Green Space, Building Community Center, Renovating
Country Club, and Upgrading & Funding the Sea Wall?

I support a Pride parade BUT believe it should be folded into November 5th Unity Day. Unity Day was created to
celebrate the diversity of the Village across ALL groups that make up the collective mosaic of Village life. No
group should be apart from any other group but rather celebrated collectively during Unity Day.
