PLANNING AND ZONING BOARD MEETING MINUTES

1) CALL TO ORDER
Vice Chair Snow called the meeting to order at 6:30 PM.
The Village Attorney explained that because we have three members it would require a yes from all
three members needed in order for your item to be approved this evening. Vice Chair, Snow
explained that typically, in this case, you do need a unanimous vote tonight, from the three of us,
if you are not comfortable hearing your item tonight you can request to move your item to the
next meeting, if you are comfortable we will proceed.

The Board asked questions to Staff.
Mr. Cesar Segovia, the Agent was present and stood for questions.
The Board asked questions to the applicant about the paint palate. Staff responded that there is no
requirement regarding the paint palate. The Attorney, Ms. Wood clarified that there is nothing
that prevents the applicant's conditions for ADA to properly adjust.
There was no public comment.
Motion to approve with the condition that the door will allow for ADA compliance by Ms.
Hegedus, seconded by Mr. Brady and the Motion was approved 3-0.

The agent expressed that there was a hardship with the location of the A/C.
Mr. Snow asked the Agent to discuss with Staff after the meeting and Staff will advise about addressing
the hardship through a variance application.
There was discussion by the Board about the 5' separation for A/C's. Code revision may be needed for
A/C's.

The agent briefly presented the project.
The Board expressed how pleased they are to see this project and what a wonderful job done with this
application.
The Board asked the applicants to speak to the neighbors in the surrounding area about the project. This
house is very different from the surrounding homes.
Mr. Snow said that styles of homes are changing in Miami Shores.
Public Comment:
1. Mr. Shane River, neighbor of the applicant. He said that this house pays tribute to the split-level
designs. He is very pleased with this project.

6) CONTINUED ITEMS
6. A - Report of Comprehensive Plan Update
Staff spoke about the Comprehensive Plan, which will be ready, the beginning of June.
There will be a Joint Council/Planning Board Meeting on June 28, 2022 at 6:00 PM - This will be a
workshop.
A workshop on July 6, 2022 about the Comprehensive Plan Update.
It will go to first reading at Council on July 12, 2022.
There was discussion about the specially designated redeveloping map and how there were
discrepancies between what is on the map and the text.
Staff informed the Board that the GIS would be readable.
Mr. Snow spoke about FLUM Elements.
Mr. Brady points out that the plan looks the same.
Staff clarified that she had sent the current plan to the Board.
Text/Map need to coincide.
Ms. Hegedus - We need to re-evaluate the uses.
Mr. Brady complimented Staff on the Staff Reports.
- Discussion about Land Development Regulations
Staff informed the Board that there have been talks about the Land Development Regulations.
Ms. Hegedus inquired about setbacks A/C's and parking. In addition, Garage conversions need be done
administratively.
Staff reported that we need to look at every single district.
The Board mentioned artificial Turf Ordinance.
Mr. Brady asked Staff if she remembered about Ms. Wagar's request to Staff. Staff said she
remembered and she will discuss with the Manager.
Mr. Snow said that it would be good to have a clear agenda of those big items that the Board would like
to talk about and would be helpful.
Staff said that it would be good to look at the 17 residential districts for example.
Mr. Brady mentioned Mr. Bachay read every one of those districts and said that it was interesting what
he read in the past minutes about some of the issues.
Discussion about lot coverage and the ratio compared to the lot.
