R2022-15 A RESOLUTION OF THE MAYOR AND VILLAGE COUNCIL OF MIAMI SHORES VILLAGE APPROVING AND AUTHORIZING THE VILLAGE MANAGER OR DESIGNEE TO EXPEND GRANT AND UNITED STATES DEPARTMENT OF JUSTICE FEDERAL ---------------FORFEITURE FUNDS FOR THE PURCHASE FROM AXON ENTERPRISE, INC. FOR BODY WORN CAMERAS, IN CAR VIDEO CAMERAS, AND RELATED EQUIPMENT, IN AN AMOUNT NOT TO EXCEED $648,290.01; PROVIDING THE VILLAGE MANAGER WITH THE AUTHORITY TO DO ALL THINGS NECESSARY TO EFFECTUATE THIS RESOLUTION; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, body worn cameras for police officers have become a necessary component of policing in the 21 st Century and numerous police departments in the United States have adopted policies which required police officers to wear body worn cameras while on duty; and WHEREAS, the Miami Shores Village Police Department intends to adopt a policy to require police officers to wear body worn cameras on duty and is in need of purchasing body worn cameras, in car video cameras and related equipment for the Department; and WHEREAS, the Village identifies contracts competitively solicited and awarded by other governmental agencies as a favorable procurement method and Section 5 of the Village Resolution 1124-07 allows for the use of other governmental entities' contracts upon a determination that the supplies, materials, equipment or contractual services needed by the Village were purchased using solicitation procedures which are substantially equivalent to the Village's Purchasing Guidelines; and WHEREAS, Sourcewell, a service cooperative created to leverage the buying power of local government agencies, issued Request for Proposals RFP#010720 Public Safety Video Surveillance solutions with related equipment, Software and Accessories ("RFP") and awarded the RFP to Axon Enterprise lnc.("Axon"); and WHEARAS, the Village is seeking the same equipment and pncmg set forth in RFP#0l 0720 and believes it is in the best interests of the Village to "piggy-back" on the Sourcewell Contract, which was competitively bid and negotiated for the same equipment and pricing with Axon Enterprise, Inc.; and WHEREAS, the Village Manager, and the Chief of Police recommend that the Village Council approve and authorize the Village Manager or designee to expend grant and United States Department of Justice federal forfeiture funds for the purchase from Axon Enterprise, Inc. in accordance with the terms, conditions and pricing of the competitively awarded RFP#0 10720, for the purchase of body worn cameras, in car video cameras and related equipment in an amount not to exceed $648,290.01; and RESOLUTION NO. 2022-15 WHEREAS, the Mayor and Village Council believe it is in the best interests of the Village to authorize the Village Manager or designee to expend grant and United States Department of Justice federal forfeiture funds for the purchase from Axon Enterprises, Inc. for body worn cameras, in car video cameras and related equipment in an amount not to exceed $648,290.01. __ O-W,.IHEREFO�E,_BE IT RESOLVED by_th� Mayor and Village Council of Miami Shores Village, Florida, that: Section 1. The foregoing recitals are true and correct. Section 2. The Mayor and Village Council hereby authorizes the Village Manager or designee to expend grant and United States Department of Justice federal forfeiture funds in an amount not to exceed $648,290.01 to purchase body worn cameras, in car video cameras, and related equipment pursuant to Section 5 of the Village Resolution 1124-07. Section 3. The Mayor and Village Council authorizes the Village Manager or designee to expend grant and United States Department of Justice federal forfeiture funds for the purchase from Axon Enterprises, Inc. Section 4. This Resolution shall take effect immediately upon the adoption hereof.
