A RESOLUTION OF THE VILLAGE COUNCIL OF MIAMI
SHORES VILLAGE, FLORIDA, ADOPTING THE BUILDING
PERMIT FEE SCHEDULE; PROVIDING FOR
IMPl=EMEN:r-A.:'flQN,ANE>-AN-EFFEG-1'-IV-E-DA.:rE.,-, -----------
WHEREAS, pursuant to Florida Statute, Section 166.021 and provided in Section
2(b), Article VIII of the Florida Constitution, municipalities shall have the government,
corporate, and proprietary powers to enable them to conduct municipal government,
perform municipal functions, and render municipal services, and may exercise any power
for municipal purposes.
WHEREAS, Section 6-7 of the Miami Shores Village ("Village") Code of
Ordinances ("Code"), included the fee schedule for the building department fees and
those fees are reviewed and amended from time to time consistent with the cost to the
Village to provide the requested services; and
WHEREAS, as part of an ongoing review of the Code, sections are being amended
to reflect best practices, accordingly, Code Section 6-7 has been amended to provide that
the Village's building department fee schedule shall be adopted by a resolution of the
Village Council; and
WHEREAS, the building department fee schedule is attached as Exhibit "A" and
updates to the fees that were previously included in the Code are reflected in text shown
by strike-through and underline on the attached Exhibit "B;" and
WHEREAS, the Building Department Fee Schedule, attached as Exhibit "A" is
adopted; and
WHEREAS, the Village Council hereby finds that the adoption of this Resolution is
in the best interest and welfare of the residents of the Village.
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF
MIAMI SHORES, FLORIDA, AS FOLLOWS:
Section 1. Recitals Adopted. The foregoing recitals are incorporated in this
Resolution as if fully set forth herein and made a part hereof by reference.
Section 2. Fee Schedule Approved. The Building Department Fee Schedule,
attached as Exhibit "A" is hereby approved as the official fee schedule for the services
specified therein.
Section 3. Implementation. The Village Manager or designee is he reby
authorized and directed to take such actions as he/she may deem necessary and
appropriate in order to implement the provision of this Resolution.
Section 4. Effective Date. That this Resolution shall become effective
immediately upon its adoption.

GENERAL FEE SCHEDULE
(1) The building department shall charge and collect fees for permits and services in
accordance with the general schedule set forth below. In addition, the building
department shall charge and collect such other fees and surcharges as may be required
by applicable law, which, for example, at the time of adoption of this section would
include, but not be limited to the following.
(a) Miami-Dade County surcharge: $0.60 per $1,000.00 cost of construction.
(c) Department of community affairs surcharge: one percent of permit fee with $2.00
minimum.
(d) Department of business and professional regulation: one and one-half percent of
permit fee with $2.00 minimum.
(2) The building department is also authorized to charge and collect the following
municipal fees and charges for the purposes set forth below in an amount determined by
the building department and authorized by the village manager.
(a) Training and education surcharge: $0.30 per $1,000.00 cost of construction, fee to
be used only to train building department personnel.
(b) Technology fee: All permit fees for new construction, alterations or additions shall
be accompanied by a payment of a technology fee of ten percent (10%) of the permit
fee. All fees collected pursuant hereto shall be set aside to offset the cost of
computer system purchases or technology expenditures within the building
department.
(c) A plan scanning fee of $1.56 per sheet for sheets 11X17 or smaller, $2.12 per sheet
for sheets larger than 11x17 and $3.00 per sheet for sheets 24x36 or larger.
(d) Contractor Information Maintenance Fee: $50.00 first time, $30.00 annual update.
(e) Special Project Meetings: $70.00 per hour or fraction thereof.
The special projects fee is only for projects requiring research by the department in
order to answer questions proposed by developers, attorneys and/or design
professionals.
Where fees are based on estimated cost, the building department may require the
permit applicant to submit appropriate documentation as proof of estimated cost of
construction used to compute fees. Where fees are based upon "value," the building
department may determine same based upon generally accepted published authorities,
and material, labor overhead and profit.
(3) Minimum permit fee, all disciplines $100.00; Exception: Re-occupancy
$60.00/inspection
(4) Renewal of expired permit.
(a) twenty-five percent of original permit fee if renewed within thirty (30) days of
expiration date.

(b) Fifty percent of original building permit fee if renewed within six months of prior
permit expiration date.
(c) One hundred percent of original building permit fee if renewed after six months
from expiration date of prior permit.
(5) Re-inspection fees:
(a) First occurrence $85.00
(b) Second occurrence$100.00
(c) Third occurrence (the qualifier must meet inspector on job for re-inspection)
$150.00
(6) Inspection fee (all disciplines) $75.00
(a) After hours, and weekends $125.00, shall be paid in advance prior to 3:00pm and
approved by the Building Official. There is a three-hour minimum per discipline.
(7) Administrative fee/special projects and flood reviews $70.00 per hour or fraction
thereof.
(8) Change of contractor (after permit has been issued) $145.00
(9) Certificates of occupancy/certificates of completion—mandatory for all work over
$15,000.00
(a) Residential $150.00
(b) Commercial $200.00
(c) Emergency C.O. (without 24 hours processing) additional fee $80.00
(d) Temporary or partial C.O. (90 days maximum) $75.00
(1) Renewal of temporary C.O. (additional 90 days maximum) $500.00
(2) Each additional 30-day period $1,000.00
(e) Certificate of completion for single family and duplex $50.00
(10) Work commenced without permit, double the permit fee plus $100.00, in no event
shall the fee be less than $130.00. Second offense by same contractor or owner,
double the permit fee plus $200.00.
The payment of the required fee shall not relieve any person, firm or corporation from fully
complying with all of the requirements of all applicable regulations and codes, nor shall it
relieve them from being subject to any of the penalties therein.
(11) Lost plans review: Whenever plans are lost by the owner or contractor, a
recertification fee will be assessed to review, stamp and approve a new set of plans as
a field copy, or otherwise, in the amount of the lesser of 50 percent of the original
permit fee or $250.00 plus $35.00.
(12) Permit card replacement $35.00

(13) Change to plans after permit is issued:
(a) Minor changes (less than one hour of review time per discipline) $60.00
(b) Major change of plans/submittal, per discipline (per hour) $90.00
If the proposed change represents a major alteration of floor plan and/or the configuration of
the structure involving extensive reexamination computation, the original permit shall be
voided, and a new permit applied for, one-half of the original permit fee collected may be
applied to the new permit.
(14) Application fee: Will be credited towards permit fee (non-refundable):
(a) Residential: Single family or duplex (per unit) $200.00; Three units or more (per
unit) $150.00
(b) Commercial: Up to 2,500 square feet $400.00; Each additional 1,000 square feet
or fraction thereof $100.00
(c) All other applications $50.00
(d) Maximum fee $10,000.00
(15) Preliminary plan review (if contractors are not known and/or all county agencies have
not reviewed and approved plans): This is a one-time service; the fee is non-
refundable and will not be credited towards permit fee.
(a) Residential: Single family or duplex (per unit) $480.00; Three units or more (per
unit) $200.00
(b) Commercial: Up to 2,500 square feet $500.00; Each additional 1,000 square feet
or fraction thereof $100.00
(16) Correction resubmission: Not credited towards permit fee; paid at time of third and
on all subsequent resubmissions of plans when plans have the same deficiencies and
have not been corrected per plans examiner's comments $60.00 per discipline or
$10.00/sheet whichever is greater.
(17) Early Start Permitting. The fee assessed for the early start permit program based
upon the job valuation of the permit. This fee is in addition to the regular permit fee.
(a) $200.00 for Job Valuation up to $50,000
(b) $300.00 for job valuation up to $100,000
(c) $1000.00 for job valuation more than $500,000
(18) Administrative Fee Credits for private provider projects in accordance with Sec.
553.791, Fla. Stat.
(a) Plan review and inspections by private provider twenty percent (20%) credit
(b) Plan review by private provider and inspected by Village inspector twelve percent
(12%) credit

(c) Plan review by Village examiner and inspections by private inspector nine percent
(9%) credit
(19) Remodeling, alterations, additions and general repairs will be charged a permit fee
based on a percentage of the value of the work including material, labor, overhead
and profit:

(44) Permit Cancellation shall be in writing by the permit holder or property owner. Permit
fees that are equal to or less than one hundred dollars ($100.00) or County and State fees
are not eligible for any refunds. Eligible permit fee refunds are limited to the following:
(a) Fifty percent (50%) of the base permit fee for projects where work has not commenced

(45) Other permits. In accordance with the Florida Building Code, the Building Official shall
determine the fee for miscellaneous permits not otherwise included in this fee schedule.

(44) Permit Cancellation shall be in writing by the permit holder or property owner. Permit
fees that are equal to or less than one hundred dollars ($100.00) or County and State fees
are not eligible for any refunds. Eligible permit fee refunds are limited to the following:
(a) Fifty percent (50%) of the base permit fee for projects where work has not commenced
