MEETING MINUTES

1) CALL TO ORDER
Mayor Harris called the meeting to order at 6:34 PM.

4) PRESENTATIONS
4.A FY 2021 ANNUAL COMPREHENSIVE FINANCIAL REPORT & FY 2020 CERTIFICATE OF
ACHIEVEMENT FOR EXCELLENCE IN FINANCIAL REPORTING (STAFF: FINANCE
DIRECTOR).
Finance Director Holly Hugdahl introduced Mr. Enrique Llerena, Partner at Caballero Fierman Llerena +
Garcia, LLP, who spoke about the significance of the Certificate of Achievement for Excellence in
financial reporting. Mr. Llerena provided highlights from the Comprehensive Financial Report for the
year ending September 30, 2020, stating that the Village complies with generally accepted accounting
principles.
Responding to Councilmember Burch’s inquiry regarding the contract between the Village and the firm,
Mr. Llerena explained this is the last year of the contractual engagement.

4.B FY 2021 POPULAR ANNUAL FINANCIAL REPORT & FY2020 AWARD FOR OUTSTANDING
ACHIEVEMENT IN POPULAR ANNUAL FINANCIAL REPORTING (STAFF: FINANCE
DIRECTOR).
Ms. Sarah Simpson, Controller, provided an overview of the Popular Annual Financial Report, which is
a more condensed and user-friendly version of the Comprehensive Financial Report.
4.C FY2022 DISTINGUISHED BUDGET PRESENTATION AWARD (STAFF: FINANCE
DIRECTOR).
Finance Director Hugdahl spoke about the FY2022 Distinguished Budget Award.
4.D FINANCIAL REPORT FOR THE PERIOD WHICH ENDED ON MARCH 31, 2022 (STAFF:
FINANCE DIRECTOR).
Mr. Scott introduced the item, explaining this is the Finance Department’s opportunity to report on
Village fiscal matters for the last quarter.
Ms. Hugdahl and Ms. Simpson delivered the financial report and answered questions posed by the
Village Council.
Ms. Hugdahl indicated the Village has recovered $1.79 million dollars in Hurricane Irma costs from
FEMA.
Vice Mayor Marinberg spoke about increased personnel costs and expressed the importance of
viewing said costs as an investment and not an expense.
5) PUBLIC COMMENTS
Doug Barnes spoke about the importance of consolidating the noise ordinance into a streamlined
section in the Village code of ordinances. Mr. Barnes further spoke about noise pollution, which is
affecting the quality of life of residents.
The Greater Miami Shores Chamber of Commerce thanked the Village Council for supporting their
efforts in preparing and hosting Green Day.
Jan ? spoke about the need for a streamlined noise ordinance and raised concerns about the noise
associated with leaf blowers.
Village Clerk Rodriguez read eComments which have been attached hereto into the record.
6) APPROVAL OF THE MINUTES
6.A APPROVAL OF THE MAY 3, 2022 VILLAGE COUNCIL MEETING MINUTES (STAFF:
VILLAGE CLERK).
Councilmember Saint Fleur moved to approve the May 3, 2022 Village Council Meeting Minutes and
Vice Mayor Marinberg seconded the motion which carried a 5-0 voice vote.
7) ORDINANCE(S) ON SECOND READING- PUBLIC HEARING

7.A AN ORDINANCE OF THE VILLAGE COUNCIL OF MIAMI SHORES VILLAGE, FLORIDA
AMENDING CHAPTER 2, ARTICLE II, DIVISION I, SECTION 2-33 TITLED “CHARTER
REVISION COMMITTEE” OF THE CODE OF ORDINANCES OF MIAMI SHORES VILLAGE,
FLORIDA; PROVIDING FOR CONFLICT, CODIFICATION, SEVERABILITY, AND AN
EFFECTIVE DATE (STAFF: VILLAGE ATTORNEY).
Village Clerk Rodriguez read the caption of the ordinance into the record.
Ms. Johnston provided a brief overview of the item.
Mayor Harris opened the public hearing and subsequently closed it as no one present offered
comments.
Councilmember Saint Fleur moved to adopt the ordinance and Vice Mayor Marinberg seconded the
motion which carried a 5-0 voice vote.
Responding to Village Clerk Rodriguez’s request for direction concerning the activation of the Charter
Review Committee, there was consensus to direct the Village Clerk to commence recruitment for said
committee in the month of July and for the applications to be presented to the Village Council in
September 2022 for consideration.
8) RESOLUTION(S)
8.A A RESOLUTION OF THE VILLAGE COUNCIL OF MIAMI SHORES VILLAGE, FLORIDA,
CREATING BUDGET AMENDMENT #3 TO THE FISCAL YEAR 2021-2022 OPERATING
BUDGETS, INCREASING REVENUES AND EFFECTUATING TRANSFERS TO REVERSE
THE MID-YEAR BUDGETARY DEFICIT (STAFF: FINANCE DIRECTOR).
Village Clerk Rodriguez read the caption of the resolution into the record.
Ms. Hugdahl provided an overview of the budget amendment and answered questions posed by the
Village Council.
Councilmember Saint Fleur moved to approve the resolution and Vice Mayor Marinberg seconded the
motion which carried a 5-0 voice vote.
8.B A RESOLUTION OF THE VILLAGE COUNCIL OF MIAMI SHORES VILLAGE, FLORIDA,
APPROVING THE AWARD OF REQUEST FOR PROPOSALS NO. 2022-04-02 “AGENT OF
RECORD FOR EMPLOYEE HEALTH AND BENEFITS” TO PERFORM INSURANCE
SERVICES FOR MIAMI SHORES VILLAGE; AUTHORIZING THE VILLAGE MANAGER TO
EXECUTE AN AGREEMENT WITH THE TOP-RANKED PROPOSER, FOUNDATION RISK
PARTNERS, CORP. D/B/A ACENTRIA PUBLIC RISK, IN AN ANNUAL AMOUNT NOT TO
EXCEED $50,000 AND IF NEGOTIATIONS ARE UNSUCCESSFUL, TO NEGOTIATE WITH
RSC INSURANCE BROKERAGE, INC. GEHRING GROUP AS THE SECOND-RANKED
PROPOSER; AND PROVIDING FOR AN EFFECTIVE DATE (STAFF: VILLAGE MANAGER).
Village Clerk Rodriguez read the caption of the resolution into the record and noted the incorrect
resolution was posted on the agenda. However, the correct version was presented to the Village
Council and the public prior to the meeting.
Mr. Scott provided an overview and turned the item over to the Finance Director who spoke about the
Village transitioning to set fees; however, the total amount is the same as the previous fee structure.

Responding to the Village Council’s inquiries, Mr. Jonathan Gillette, Acentria Public Risk
representative, spoke about the benefit coverage and other perks associated with the transition,
resulting in at least a $20,000 cost savings to the Village.
Vice Mayor Marinberg moved to approve the resolution and Councilmember Saint Fleur seconded the
motion which carried a 5-0 voice vote.
9) VILLAGE BOARD APPOINTMENTS
9.A APPOINTMENTS TO THE PERSONNEL APPEALS BOARD (2 VACANCIES).
Village Clerk Rodriguez introduced the item and asked the Village Council to consider voting by
acclamation to appoint the two applicants if it is the will of the Village Council given the duration
of the application process and that the number of applicants is the same as the number of
vacancies.
Vice Mayor Marinberg moved to appoint Judson LaCapra and Justin Lewis to the Personnel Appeals
Board and Councilmember Wagar seconded the motion, which carried a 5-0 voice vote.
10) DISCUSSION & POSSIBLE ACTION ITEMS
10.A DISCUSSION AND POSSIBLE ACTION ON A REQUEST THAT THE PLANNING BOARD
CONSIDER ACTION ON CREATING A NOISE ORDINANCE THAT CONSOLIDATES NOISE
RULES AND REQUIREMENTS OR ALTERNATIVELY CREATES A “HOMEOWNER’S RIGHTS
UNDER MIAMI SHORES VILLAGE NOISE ORIDINANCES” INFORMAITON DOCUMENT FOR
RESIDENTS (SPONSORED BY: COUNCILMEMBER ALICE BURCH).
This item was deferred as per Councilmember Burch’s request.
11) MANAGER'S REPORT
The Village Manager provided operational updates.
12) ANNOUNCEMENTS
The Village Clerk read announcements into the record.
13) VILLAGE COUNCIL COMMENTS
Vice Mayor Daniel Marinberg- Vice Mayor Marinberg spoke about missing the Green Day event,
welcomed the new village attorney representatives of W eiss Serota, and acknowledged Haitian
Heritage Month. He further expressed his desire to see all external communications of the Village in
Haitian Creole in addition to English and Spanish.
Councilmember Katia Saint Fleur- Councilmember Saint Fleur asked the Village Manager to continue
to work on addressing vehicular speeding, thanked the Finance Department for achieving the certificate
and budget awards, and spoke about summer camp programs which are open for registration.
Councilmember Saint Fleur asked everyone to protect themselves from COVID-19, and welcomed the
new village attorney representatives. Lastly, Councilmember Saint Fleur further spoke about the
consequences of words and actions in light of the Buffalo attack.
Councilmember Alice Burch- Councilmember Burch spoke about the Haitian Heritage month events,
including the St. John's Lutheran Church celebration of Haitian Heritage. She further acknowledged the
noise ordinance public commenters.

Councilmember Crystal Wagar- Councilmember Crystal Wagar spoke about Haitian Heritage Month
and echoed Vice Mayor Marinberg’s comments about external communications in Haitian-Creole.
Councilmember Wagar also spoke about historic preservation month events, gave a shout out to
Greater Miami Shores Chamber of Commerce for organizing Green Day, and thanked the Finance
team for earning the Certificate of Achievement and budget awards.
Mayor Sandra Harris- Mayor Sandra Harris apologized for any less than kind words that may have
been communicated at Village Council Meetings.
