Mayor Harris called the meeting to order at 6:33PM.

4) PRESENTATIONS
4.A SPECIAL RECOGNITION & CONGRATULATIONS TO DOCTORS CHARTER SCHOOL (DCS)
LADY HAWKS WEIGHTLIFTING TEAM:
- FRESHMAN HAYLEE ST. HILAIRE FINISHED WITH A TOP 15 FINISH
- JUNIOR KRISTA ISRAEL FINISHED WITH A TOP 13 FINISH
- SOPHOMORE HANNAH ST. GERARD HIT A 100 LB. SNATCH TO BECOME THE
FIRST GIRL IN DCS SPORTS HISTORY TO RECEIVE A 4TH PLACE MEDAL AT A
STATE CHAMPIONSHIP
Mayor Harris, on behalf of the Village Council, presented DCS Lady Hawks weightlifting team with a
Certificate of Special Recognition with honorable mention to Haylee St. Hilaire, Krista Israel, and Hannah
St. Gerard.

4.B SPECIAL RECOGNITION TO RETIRED DOCTORS CHARTER SCHOOL LIBRARIAN AND
FACULTY MEMBER: MS. PATRICIA WALKER
Mayor Harris, on behalf of the Village Council, presented Ms. Patricia Walker with a Certificate of Special
Recognition in honor of her service to DCS as a faculty member and librarian.
Mr. Douglas Garber, former DCS administrator, honored Ms. Walker for her dedicated service as librarian
and faculty member of DCS.
4.C STATE OF THE SCHOOL ADDRESS PRESENTED BY DOCTORS CHARTER SCHOOL
EXECUTIVE DIRECTOR (DR. EDWIN ACEVEDO).
Dr. Acevedo, DCS Executive Director, acknowledged all of his dedicated teachers, staff, and coaches
who were unable to attend the meeting. Dr. Acevedo delivered a presentation regarding the State of the
School Address and answered questions posed by the Village Council.
5) PUBLIC COMMENTS

Neil Kodsi congratulated Ms. Patricia Walker for her service to DCS and spoke in support of Coach Randy
Morales.
Nancy Cigno acknowledged the hard work of Coach Morales and DCS faculty. Ms. Cigno further asked
for the support of the Village Manager and Village Council with respect to the advancement of DCS.
6) CONSENT AGENDA
Councilmember Burch moved to approve the consent agenda as presented and Councilmember Wagar
seconded the motion, which passed unanimously.
6.A APPROVAL OF THE FEBRUARY 15, 2022 STRATEGIC PLANNING SESSION (STAFF:
VILLAGE CLERK).

6.B APPROVAL OF THE MARCH 1, 2022 VILLAGE COUNCIL MEETING MINUTES (STAFF:

7) DISCUSSION & POSSIBLE ACTION ITEMS
7.A DISCUSSION AND POSSIBLE ACTION REGARDING THE RANKING AND SELECTION OF
THE TOP VILLAGE ATTORNEY CANDIDATE.
Mayor Harris provided an overview of the village attorney selection process, elaborating on the individual
interviews that were conducted in round-robin fashion at Village Hall from 11AM – 6PM.
Mayor Harris opened public comments.

Neil Kodsi spoke in support of Austin Pamies Norris Powell law firm, specifically Mr. Norman Powell as
the primary village attorney. Mr. Kodsi further spoke about Mr. Powell’s residency in Miami Shores and
volunteer service as a Country Club Advisory Board member.
The following firms delivered brief presentations and answered questions posed by the Village Council:
- Austin Pamies Norris Powell
- Fox Rothschild
- Nason Yeager Gerson Harris & Fumero
- Weiss Serota Helfman Cole & Bierman
Nabors Giblin & Nickerson (one of the top five ranked firms) was unable to attend the individual interviews
and Village Council Meeting due to a scheduling conflict.
There being no further questions, the Village Council proceeded to cast votes to rank the top three firms
using the electronic preferential voting method. During such time, there was an intermission to discern
the votes. However, due to technological challenges, the votes were indistinguishable. Please view
Exhibit B for the voting records of the first two attempts.
There was consensus to proceed with the customary electronic voting method to rank in order of
preference the top three firms in three separate rounds. This methodology consisted of each
Councilmember casting votes for the top firm that will advance to the negotiation phase of the selection
process during Round 1. In the event there is a negotiation impasse with the top ranked firm, the Village
Council will cast votes for the second highest ranked firm during Round 2 and subsequently Round 3 for
the third highest ranked firm.
Upon the conclusion of Round 1, the plural voting results, attached hereto as Exhibit B, yielded a tie vote
between Weiss Serota Helfman Cole and Bierman and Nason Yeager Gerson Harris and Fumero as the
top ranked firm. The Village Council participated in another round of voting to yield the top candidate.
Upon the conclusion of the second attempt at Round 1, the voting results yielded Weiss Serota Helfman
Cole and Bierman as the top ranked firm.
Upon the conclusion of Round 2, the voting results, attached hereto as Exhibit B, yielded Austin Pamies
Norris Powell as the second highest ranked firm.
The Village Council participated in Round 3 to select the third highest ranked firm. Upon the conclusion
of Round 3, the voting results, attached hereto as Exhibit B, yielded Nason Yeager Gerson Harris &
Fumero as the third highest ranked firm.
Vice Mayor Marinberg moved to direct the Interim Village Attorney and Village Manager to negotiate a
contract with Weiss Serota Helfman Cole & Bierman for Village Council consideration and Mayor Harris
seconded the motion which carried a 5-0 voice vote.
No further discussion or action was taken.
7.B DISCUSSION AND POSSIBLE ACTION ON VILLAGE SPONSORSHIP FOR THE GREATER
MIAMI SHORES CHAMBER’S GREEN DAY TO TAKE PLACE APRIL 30, 2022 (SPONSORED
BY: COUNCILMEMBER ALICE BURCH).
Councilmember Burch introduced the item, thereby asking for Village Council support of the Greater
Miami Shores Chamber of Commerce’s request for sponsorship of the upcoming Green Day
event for an amount not to exceed $10,000.

Greater Miami Shores Chamber of Commerce Vice President Ms. Catherine McLaney requested the
Village Council’s support of the Green Day event and answered questions posed by the Village
Council.
Mayor Harris spoke in support of the event; however, she raised concern regarding the process by which
the Village sponsors or contributes financial support to organizations.
Individual Councilmembers expressed support for the event.
Councilmember Burch moved to allocate a not to exceed amount of $10,000 to support the upcoming
Green Day event and Councilmember Wagar seconded the motion, which carried a unanimous
vote.
8) MANAGER'S REPORT
Mr. Scott provided an update regarding operational matters, noting Ms. Tanya Wilson’s 2022 distinguished
award for Community Development.
9) ANNOUNCEMENTS
Village Clerk Rodriguez offered no announcements.
10) VILLAGE COUNCIL COMMENTS
The Village Council offered no comments.
11) ADJOURNMENT
There being no further business before the Village Council, the meeting adjourned at 9:47 PM.
