HISTORIC PRESERVATION BOARD MEETING MINUTES
DATE: June 22, 2021 TIME: 6:30 PM COUNCIL CHAMBERS
1) CALL TO ORDER
Chairman Castellanos called the meeting to order at 6:30 PM.

3) ACTION ITEM(S)
3. A 1) Approval of the Minutes for May 25th, 2021
Motion to approve the Minutes as amended by Mr. Bachay, seconded by Ms. Bonaduce and the Motion
was approved 4-1 Mr. Castellanos abstained.
Mr. Kendall introduced the Interim Village Manager, Ms. Esmond K. Scott. Mr. Scott took a moment to
introduce himself and express the importance of this Board and how happy he is to be here.

4) DISCUSSION ITEM(S)
4. A Designation without owner consent
Mr. Kendall informed the Board about his conversation with Ms. Bonaduce and about the procedure of
reaching out to the residents about application process updated.
Ms. Bonaduce volunteered to contact the four houses that have volunteered to be designated.
Discussion amongst the Board members and Staff about the designation process.
Staff spoke to the Board members about social media process and to reach out to the Clerk in case you
need more guidance.
Ms. Bonaduce disclosed that the Historic Homes is not associated with the Board or the Village.
Staff provided to the board members the demolition properties.
Motion to bring back from Tabled Item about Demolition by Mr. Castellanos, seconded by Ms. Frehling
and the Motion was approved 5-0.
There was discussion amongst the Board and Staff regarding the demo of homes. The Board discussed
the date for the homes (1940's) discussed for demolition Board review.
Mr. Castellanos proposed to request an amendment to the Ordinance for any project (1956) considered
for demolition be brought to the Historic Preservation Board.
Staff asked the question as to what the HPB would be reviewing.
There was extensive discussion by the Board and Staff reference the demolition of homes and how much
involvement the HPB should have in the reviewing of these homes depending on their historic
value or age of the home.
Motion by Mr. Castellanos that Staff draft an Ordinance that would require the review of HPB prior to a
demolition of any home deemed with historic significance built prior to 1958- Staff said-
pending on legal department approval, seconded by Ms. Bonaduce and the Motion was approved
5-0.
Follow up on the markers - $2,500.00 double side - $2,100.00 single side. Grand concourse apartment
consent - Miami Shores Community Church consent.
Proposed by consent of the Board - 1 Marker at Village Hall or Library - 1 marker at Grand Concourse
Apartment - 1 marker at the Community Church. The State Historic Marker approval
needed. The Board is in agreement that HPB needs owners consent to do so.
Motion to approve the markers in the amount of $7,500.00 by Mr. Bachay, seconded by Ms. Headley
and the Motion was approved 5-0. Staff will bring it up as a discussion item to Council.
4. C Historic house of the quarter.

The Board discussed the Historic House of the Quarter.
Motion to approve the Historic House of the Quarter by Ms. Bonaduce will be 262 NE 96 Street,
Seconded by Mr. Bachay and the Motion was approved 5-0.
4. D NEXT REGULAR BOARD HEARING - July 27, 2021 at 6:30 PM.
5) ADJOURNMENT
Motion to adjourn by Mr. Bachay, seconded by Ms. Bonaduce and the Motion was approved 5-0.
