1. CALL TO ORDER
The meeting was called to order at 6:05 PM.
2. ROLL/CALL
Attendees: Kathryn Mason, Bonnie O’Meara, David Coviello, Ed Quinton, Brian
Kronberg, Michael O’Hara
Also present: Village Clerk Ysabely Rodriguez,
Absent: Harrison Bergman
3. APPROVAL OF 11/17 MEETING MINUTES
Mr. Kronberg moved to approve the November 17, 2021 meeting minutes and Mr.
Coviello seconded the motion, which carried a 6-0 voice vote.
4. DISCUSSION AND POSSIBLE ACTION
A. DISCUSSION AND POSSIBLE ACTION ON FINALIZING BEST PRACTICES.
Discussion ensued regarding the following topics:
a. Process
i. Timeline
1. Up to 60 days prior to committee member selection /
resolution for gathering applicants
2. 90 days from committee established to provide
recommendations submitted to council; committee
disbands after council acts on report (amend code);
3. 60-120 days recommendations approved to municipal
election
ii. Frequency – recommend for the Charter to reviewed every 10
yrs. (with other options of village council or residents being able
to propose updates – see language in other charters; coincides
with municipal election being every 2 yrs)
iii. Committee members –
1. Size of board – recommend 7 (change from current
ordinance of 5 or more)
2. Be up front about time commitment
3. Application process prior to the clock starting with
appointment starting the clock
4. When disbanded – recommend committee be disbanded
after council acts on report.
5. Qualifications – discuss next week
B. DISCUSSION AND POSSIBLE ACTION REGARDING
RECOMMENDATIONS FOR CHARTER REVISION TOPICS.
Discussion ensued regarding the following topics:
a. Any charter review language, including frequency of charter review and
size of committee – does this go in charter or ordinance?
b. Citizen’s Bill of Rights
c. Check references to state and county statutes
d. Article 3: Mayor, Council, Elections, Officers, and Employees (e.g.,
mayor/council/districts, gender language, terms of service, in event of a
tie, qualifications and qualifying procedures, timing of election)
e. Sale of municipal property
C. DISCUSSION AND POSSIBLE ACTION REGARDING NEXT COURSE OF
ACTION
D. NEXT COMMITTEE MEETING DATE –
December 8th (finish topics recommendations; consider qualifications for charter review
committee)
