The Barry University Team comprised of Dr. Dale Hartz, Dr. Stephen Sussman, and Dr.
Carole Huberman conducted a Strategic Planning Design Workshop for the Village Council,
Village employees, and residents on Thursday, November 18, 2021 at the Miami Shores
Country Club. The workshop began at 9:05 AM with the following individuals present:

Vice Mayor Daniel Marinberg
Councilmember Alice Burch
Councilmember Katia Saint Fleur
Councilmember Crystal Wagar
ALSO PRESENT: Esmond Scott, Village Manager
Ysabely Rodriguez, Village Clerk

Village residents
Mayor Harris, Mr. Scott, and Councilmember Saint Fleur welcomed everyone to the workshop.
Dr. Dale Hartz provided a brief overview of the agenda and explained the rules of engagement
with respect to the brainstorming sessions. The first item consisted of individual tables,
comprised of attendees, discussing and brainstorming the shared values and a vision statement
for Miami Shores Village. Each table facilitator presented the group’s vision statement and
shared values for Miami Shores Village.
Dr. Hartz asked all of the attendees to select their top three (3) Brainstorming Topics from the
list below. Every 30 minutes, attendees were asked to move to a different table to explore the
topic, share their ideas, and build on the work of others.

GUIDING QUESTIONS:
How can public private partnerships, zoning overlay, comprehensive plan amendments, and
other methods be used to develop MSV?
How do we enhance our tax base?
How can we maximize the utilization of our resources (e.g. parks, buildings, downtown)?
Innovation Avenue

What have we not yet thought of and discussed?
What out of the box thinking have we not yet considered?
Resiliency – Sustainability

How should we be preparing for a future characterized by Volatility, Uncertainty, Complexity,

How Should We Measure Success?
At the conclusion of the brainstorming sessions, individual discussion leaders were asked to
present the overall findings of their respective table to the attendees.
Mr. Scott and Dr. Hartz provided closing remarks, thanking everyone for their collaboration and
informing them of the next course of action which is for the Barry University team to compile
and present the findings to Village administration. Dr. Hartz further discussed the resident
survey, which will be drafted and presented to residents via various technological means in the
upcoming days.
There being no further discussion, the workshop adjourned at 1:05 PM.
