4)PRESENTATIONS
4.A PROCLAMATION IN HONOR OF CHIEF KEVIN LYSTAD'S RETIREMENT.
Mayor Sandra Harris, on behalf the Village Council, presented a proclamation in honor of Chief
Lystad’s dedication and service to Miami Shores Village.
Chief Lystad offered brief remarks, thanking his staff, residents, and Village employees for all the
support he’s received throughout his 32 years of service.

4.B FLORIDA POWER & LIGHT PRESENTATION ON THE STORM SECURE PROGRAM.
Mr. Scott introduced Mr. Christopher Ferreira, FP&L Senior External Affairs Advisor, who introduced his
fellow colleagues and the Storm Secure Program which is intended to strengthen Miami Shores
infrastructure by focusing on underground segments of power lines to help enhance the reliability of
service and speed that impacts the restoration of power after a severe weather event.
The FP&L team provided an overview regarding the Storm Secure Program and answered questions
posed by the Village Council.
Responding to the Village Council, FPL stated there are no additional costs to residents concerning the
Storm Secure Program.
FP&L mentioned the underground devices are water resistant; however there are concerns if the
transformer is submerged underwater for a prolonged period of time.
FP&L committed to sending the maps of project locations to staff.
4)PUBLIC COMMENTS
Mr. Robert Menge spoke about his opposition to the proposed rezoning request concerning the
property located at 10500 Biscayne Blvd. and presented the Village Council with supporting
documentation.
Mr. Ed Quinton thanked Chief Lystad for his commitment and service.
Mr. Dick DiRenzo spoke in support of Item 9B and mentioned looking forward to public input.
Ms. Janet Goodman spoke in opposition to the proposed rezoning request concerning 10500 Biscayne
Blvd property and spoke in favor of Item 9B.
Rabbi Asher Sossonko thanked Chief Lystad for his commitment and service.
The Village Clerk read eComments into the record which have been attached hereto as Exhibit A.
5)CONSENT AGENDA
The Village Clerk read the caption of the consent agenda into the record.
Vice Mayor Marinberg moved to approve the consent agenda and Councilmember Burch seconded
the motion which carried a 5-0 voice vote. Vice Mayor Marinberg noted his abstention regarding
Item 6A due to his absence of such meeting.
6.A APPROVAL OF THE SEPTEMBER 23, FINAL BUDGET HEARING MINUTES.

6) VILLAGE BOARD APPOINTMENTS- PART 2
Village Clerk Rodriguez introduced the item, thereby explaining the electronic method by which the
Village Council cast their votes.
7.A APPOINTMENTS TO THE AD HOC CHARTER ADVISORY COMMITTEE (7 VACANCIES).
Board applicants introduced themselves and answered questions posed by the Village Council.
The Village Council proceeded to cast electronic ballots. Upon the conclusion of the first round of
voting, Village Clerk Rodriguez read the following results into the record:
Harrison Bergman, David Coviello, Brian Kronberg, Kathryn Mason, Michael O'Hara, Bonnie
O'Meara, and Ed Quinton were appointed to the Ad Hoc Charter Advisory Committee.
A copy of the report produced by the voting system has been attached hereto as Exhibit B.
7.B APPOINTMENTS TO THE CODE ENFORCEMENT BOARD (2 VACANCIES).
Board applicants introduced themselves and answered questions posed by the Village Council.
The Village Council proceeded to cast electronic ballots. Upon the conclusion of the first round of
voting, Village Clerk Rodriguez read the following results into the record:
Darci Cohen and Patrick Huber were appointed to the Code Enforcement Board.
A copy of the report produced by the voting system has been attached hereto as Exhibit B.
7.C APPOINTMENTS TO THE EDUCATION ADVISORY BOARD (3 VACANCIES).
Given there are the same number of applicants as there are vacancies, Village Clerk Rodriguez
explained that a member of the Village Council may move to appoint all three members to the board in
lieu of casting electronic ballots.

Board applicants introduced themselves and answered questions posed by the Village Council.
Vice Mayor Marinberg disclosed that Mr. Joseph Paulino is his employee.
Councilmember Wagar moved to appoint Sylvie Duerkop, Dana Vignale, and Joseph Paulino to the
Education Advisory Board and Councilmember Burch seconded the motion. The motion passed
unanimously.
Responding to the Village Council, Ms. Vignale answered questions concerning the Cambridge
Program and accountability measures.
7.D APPOINTMENTS TO THE FINE ARTS COMMISSION (4 VACANCIES).
Given there are fewer applicants then there are vacancies, Village Clerk Rodriguez explained that a
member of the Village Council may move to appoint all three members to the board or postpone the
item until there are more applicants than there are vacancies.
There were no board applicants present for this meeting.
There was consensus amongst the Village Council to proceed with board appointments as presented.
Vice Mayor Marinberg moved to appoint Susan Ackley, Victor Bruce, and Beth Dunlop to the Fine Arts
Commission and Councilmember Saint Fleur seconded the motion which passed unanimously.
7.E APPOINTMENTS TO THE GENERAL EMPLOYEE PENSION BOARD (2 RESIDENT
VACANCIES).
Given there are the same number of applicants as there are vacancies, Village Clerk Rodriguez
explained that a member of the Village Council may move to appoint all three members to the board in
lieu of casting electronic ballots.
There were no board applicants present for this meeting.
Councilmember Burch moved to appoint Averill Dorsett, Thomas Longman, and Robert Williamson to
the General Employee Pension Board and Vice Mayor Marinberg seconded the motion which passed
unanimously.
8)RESOLUTION(S)
8.A A RESOLUTION OF THE VILLAGE COUNCIL OF MIAMI SHORES VILLAGE, FLORIDA,
RECOGNIZING FLORIDA CITY GOVERNMENT WEEK, OCTOBER 18-24, 2021, AND
ENCOURAGING ALL CITIZENS TO SUPPORT THE CELEBRATION AND CORRESPONDING
ACTIVITIES (SPONSORED BY: VILLAGE MANAGER).
Village Clerk Rodriguez read the caption of the resolution into the record.
Mr. Scott introduced the item, asking for Village Council support regarding the commemoration of
Florida City Government Week and all the activities staff has planned to commemorate such
event.

Councilmember Wagar moved to approve the resolution and Vice Mayor Marinberg seconded the
motion which carried a 5-0 voice vote.
9) DISCUSSION & POSSIBLE ACTION ITEMS
9.A DISCUSSION AND POSSIBLE ACTION REGARDING A PARKS MASTER PLAN FOR MIAMI
SHORES VILLAGE (SPONSORED BY: COUNCILMEMBER ALICE BURCH).
Councilmember Burch introduced the item by providing historic reference to when the item was
proposed a few years ago by former Mayor MacAdam Glinn, stating that said item did not gain traction
due to the numerous studies which had been undertaken by the Village at the time. Notwithstanding,
Councilmember Burch expressed the importance of pursuing such initiative as a companion plan to the
Strategic Priorities Plan.
Councilmember Burch noted the cost of a Parks Master Plan may range between $35K- $50K, thereby
proposing the Village Manager ask the grant writer to start seeking funding for said Plan.
Discussion ensued amongst the Village Council regarding the importance of such study in relation to
the strategic priorities, and concerns were raised regarding the unallocated funding in this fiscal year’s
budget.
Councilmember Burch moved to direct the Village Manager to work with the grant writer to seek
alternative funding for a Parks Master Plan and to move forward with such plan once the strategic
priorities have been identified. Mayor Harris seconded the motion which carried a 5-0 voice vote.
There was no further discussion or action taken regarding this item.
9.B DISCUSSION AND POSSIBLE ACTION REGARDING THE SCHEDULING OF A TOWNHALL
MEETING TO GAUGE RESIDENT INPUT REGARDING THE VILLAGE'S BUILDING AND
ZONING REGULATIONS (SPONSORED BY: COUNCILMEMBER KATIA SAINT FLEUR).
Councilmember Saint Fleur introduced the item, proposing a Townhall meeting to elicit resident input
regarding current Village building and zoning regulations; however in light of the upcoming Planning
and zoning special meeting, Councilmember Saint Fleur mentioned the possibility of postponing the
proposed Townhall meeting depending on the number of residents who attend the Planning Board
special meeting.
Discussion ensued on how the event may yield a one-sided perspective of the topic and whether such
event should remain in the wheelhouse of the planning board, with the board hosting several
workshops.
Councilmember Saint Fleur clarified the intent of the item which is to engage fellow Councilmember
input concerning the Townhall meeting which she will be hosting.
Responding to Vice Mayor Marinberg, Mr. Travis Kendall, Planning and Zoning Director, informed the
Village Council that the scheduled special meeting hosted by Planning & Zoning will be one of many.
Councilmember Saint Fleur postponed the proposed Townhall Meeting until the Planning Board
provides recommendations on how to move forward.

12) VILLAGE COUNCIL COMMENTS
Councilmember Katia Saint Fleur- Councilmember Saint Fleur spoke about the importance of breast
cancer awareness and screening. Councilmember Saint Fleur thanked Chief Lystad for his service.
Councilmember Saint Fleur thanked everyone who took the time to apply for board consideration.
Councilmember Saint Fleur further spoke about the scholarship event she will be hosting this Saturday.
Councilmember Crystal Wagar- Councilmember Wagar spoke about breast cancer awareness month
and free opportunities for screening.
Vice Mayor Daniel Marinberg- Vice Mayor Marinberg thanked all of the applicants who took the time
to apply.
Councilmember Alice Burch- Councilmember Burch spoke about the community bike ride event and
encouraged residents to attend. Councilmember Burch further spoke about bike safety and promoting
pedestrian friendly roads.
Mayor Sandra Harris- Mayor Harris thanked Chief Lystad for his service to the Village.

Three cheers for Police Chief Lystad's long, long service to the community. I have never, ever felt insecure,
unsafe, or at-risk in the Village. Place a call to the Village Police and the response time is within minutes (when
two of my kids were nearly struck by lightning, they arrived under 5-minutes). Order is maintained. Per a quick
review of City-Data.com, the “serious crime index (City-Data.com crime index weighs serious crimes and violent
crimes more heavily) of Miami Shores in 2016 was 517.8 and today it is 300.5. I venture to say there is not
another police department nearby that I’d trade our department for. Not Biscayne Park. Not El Portal. Not North
Miami. Not City of Miami. And Not Miami-Dade County. The Chief deserves a round of admiration and thanks for
making Miami Shores one of the safest, most secure communities in Miami Dade.

I am writing in support of Councilwoman Burch's item regarding a Parks Master Plan. The need for this plan was
supported on numerous occasions by the Recreation Advisory Committee while I was a member of the
Committee. The plan is an important tool for the future of the Village and its recreational programming. Thank

Close to 2-years under lockdown and with the cancellation of Green Day-2021 and the planned Halloween event,
a call for the Village to "return-to-normal". Green Day, Unity Day, the Easter Egg Drop, the dog parade, the
Mayor's/Unity Ball, Plaza 98 events, community bike rides, 4th of July fireworks, Winterfest, fine arts concerts,
etc...these are the community events that make a village a GREAT Village. I understand COVID concerns. And
with Delta...it's even more complicated. But, but, but let's accept COVID may be with us for the rest of our lives.
Time to cautiously adapt and get on with our lives.

My name is Alexa Cohn, I have been a resident of Miami Shores for two years. I am a member of the newly
founded organization Moms Making Waves and I submit this comment on behalf of our group (which currently
has over 50 participants). We strongly support the proposal of a Parks Master Plan. We encourage the Village to
fully consider our community's needs and resources around recreation and access to natural, green spaces. A
Parks Master Plan should prioritize access to spaces (locations, hours, cost), the quality and safety of spaces, as
well as urgently needed environmental benefits for our community. Parks and recreation facilities make
communities desirable places to live, work, play and visit. A Parks Master Plan would benefit our community in
many ways. We look forward to participating in a process that includes direct engagement from residents of the
village.

I am Mary Benton. I fully support the development of a Parks Master Plan that takes into account climate change
and resiliency issues, in addition to ensuring that everyone in our village has access to safe, green spaces that

species extinction, and plan for parks with native plants that provide food and shelter for pollinators and birds.

My name is Kathryn Garcia, I have been a resident of Miami Shores for nearly a decade and I enthusiastically
support the proposal of a Parks Master Plan. As a mother, and member of the newly founded organization Moms

I support Councilmember Burch's proposal to create a Parks Master Plan. I sincerely hope that the Master Plan
will stress sustainability and resiliency, and demand that our landscaping include mostly if not all native plants,
maintained without pesticides. We could be offering so much more habitat and food sources to birds and
pollinators through our landscape, and by so doing, providing more enjoyment for people and education for all.

Miami Shores has a collection of historical architectural styles in Miami-Dade County that should be preserved.
Most of the homes are in scale to their lot and neighborhood and do not overwhelm their surroundings. It would
be a tremendous loss of character to allow a large deviation from this cohesive collection. We need to protect
what makes our community unique.
