4) PRESENTATIONS
4.A PRESENTATION FROM THE NORTH MIAMI FOUNDATION FOR SENIOR CITIZENS'
SERVICES, INC. (BOB COOK, EXECUTIVE DIRECTOR)
Mr. Bob Cook, on behalf of the North Miami Foundation for Senior Citizens' Services, Inc., provided an
overview regarding the wide array of services provided to Miami Shores residents and answered
questions posed by the Village Council. Mr. Cook mentioned the organization services seven
municipalities.
Councilmember Burch commended the organization for all of the services rendered.
Mr. Cook provided an inta ke phone number (305) 893-1450 for the benefit of the public.

5) PUBLIC COMMENTS
Ms. Lisa Sotir spoke about the lack of civic participation and involvement and further spoke in
opposition to the existing Village Code of Ordinances regarding residential development.
Mr. Dick Lorenzo spoke in favor of zoning code changes and encouraged resident input.
Mr. Jonathan Jerome expressed concern regarding the legislative priorities, specifically leaving out NE
93 Street flooding issues from the list.
The Village Clerk read eComments into the record which have been attached hereto as Exhibit A.
6) CONSENT AGENDA
The Village Clerk read the caption of the consent agenda into the record.
Vice Mayor Marinberg moved to approve the consent agenda as presented and Councilmember Wagar
seconded the motion which carried a 5-0 voice vote.
6.A APPROVAL OF THE SEPTEMBER 13, 2021 FIRST BUDGET HEARING MINUTES (STAFF:
VILLAGE CLERK).

7) ORDINANCE(S) ON SECOND READING- PUBLIC HEARING
7.A AN ORDINANCE OF THE VILLAGE COUNCIL OF MIAMI SHORES VILLAGE, FLORIDA,
AMENDING THE VILLAGE’S COMPREHENSIVE PLAN’S GOALS, OBJECTIVES, AND
POLICIES, IN ACCORDANCE WITH CHAPTER 163, FLORIDA STATUTE; TOGETHER WITH
OTHER AMENDMENTS THERETO; PROVIDING FOR CONFLICTS, PROVIDING FOR
SEVERABILITY, AND PROVIDING FOR AN EFFECTIVE DATE (STAFF: PLANNING &
ZONING DIRECTOR).
Village Clerk Rodriguez read the caption of the ordinance into the record.
Mayor Harris opened the public hearing, but there being no comments regarding the item, Mayor Harris
closed the public hearing.
Mr. Travis Kendall, Planning & Zoning Director, provided an overview of the item and the statutory
requirements pertaining to the proposed amendments to the Village’s Comprehensive Plan concerning
the water plan.
Councilmember Burch moved to adopt the ordinance and Councilmember Wagar seconded the motion
which carried a 5-0 voice vote.
8) VILLAGE BOARD APPOINTMENTS- PART 1
Village Clerk Rodriguez introduced the item, thereby explaining the electronic method by which the
Village Council will cast their votes.
8.A APPOINTMENTS TO THE RECREATION ADVISORY COMMITTEE (5 VACANCIES).
Board applicants introduced themselves and answered questions posed by the Village Council.
The Village Council proceeded to cast electronic ballots. Upon the conclusion of the first round of
voting, Village Clerk Rodriguez read the following results into the record:
Jennifer Baumann, Silvia Clarke, Christian Dunham, Sheryl Piper, and Jens Schwarte were appointed
to the Recreation Advisory Committee.
A copy of the report produced by the voting system has been attached hereto as Exhibit B.
8.B APPOINTMENTS TO THE PLANNING BOARD (2 VACANCIES).
Board applicants introduced themselves and answered questions posed by the Village Council.
The Village Council proceeded to cast electronic ballots. Upon the conclusion of the first round of
voting, Village Clerk Rodriguez read the following results into the record:
Daniel Brady and John Busta were appointed to the Planning Board.

John Bachay, Patrizia Bonaduce, Michelle Headley were appointed to the Historic Preservation Board.

VACANCY).

Nicola Meyer was appointed to the Sustainability & Resiliency Committee.

URGING THE MIAMI-DADE COUNTY BOARD OF COUNTY COMMISSIONERS TO UPHOLD
THE RECOMMENDATIONS OF COUNTY STAFF AND DENY AND NOT TRANSMIT CDMP
AMENDMENT APPLICATION CDMP20210003; AND PROVIDING FOR AN EFFECTIVE DATE
(SPONSORED BY: MAYOR SANDRA HARRIS).
Village Clerk read the caption of the resolution into the record.
Mayor Harris introduced the item and asked for Village Council Support.
Mayor Harris moved to approve the resolution and Councilmember Wagar seconded the motion which
carried a 5-0 voice vote.
10) DISCUSSION & POSSIBLE ACTION ITEMS
10.A DISCUSSION & POSSIBLE ACTION REGARDING SPECIAL NEEDS REGISTRY
IMPLEMENTATION FOR THE VILLAGE POLICE DEPARTMENT (SPONSORED BY:
COUNCILMEMBER CRYSTAL WAGAR).
Councilmember Wagar introduced the item, asking whether the Village has a database in place to
assist those with mental health conditions and learning disabilities.
Councilmember Wagar asked the Village Council to consider directing the Village Manager to work with
staff on the feasibility of acquiring a registry and conducting training and for such findings to be brought
forth within 30 days.
Mr. Scott agreed to look into the above-referenced request and spoke about determining what MSPD
currently has in place and establishing ways to refine current practices.

11) MANAGER'S REPORT
Mr. Scott spoke about various operational matters and answered questions posed by the Village
Council.
12) ANNOUNCEMENTS
The Village Clerk read the announcements into the record.
13) VILLAGE COUNCIL COMMENTS
Councilmember Wagar- Councilmember Wagar spoke about National Breast Cancer Awareness
Month and encouraged residents to get screened.
Councilmember Saint Fleur- No comments were offered by Councilmember Saint Fleur.
Councilmember Burch- Councilmember Burch reminded seniors to get their booster shots at County
sites in addition to the flu shot. She further encouraged residents to apply to serve on other boards and
committees that have vacancies.
Vice Mayor Marinberg- Vice Mayor Marinberg spoke about the e-Comment concerning the Urban
Land Institute (ULI) proposals for Leadership Projects in light of the approaching deadline. Mr. Scott
stated he will look into the matter and respond to the Village Council via email. Vice Mayor Marinberg
spoke about his office hours and conversations that took place mainly concerning traffic and speeding
violations. He further advocated for increased enforcement in high risk areas.
Mayor Harris- Mayor Harris thanked everyone who applied for village board consideration.

At yesterday's Recreation Advisory Committee meeting (October 4, 2021), the Committee heard a presentation
on the proposed development at 10500 Biscayne Boulevard. After the presentation, the Committee passed the
following motion: “Ms. Carro made a motion that the Recreation Advisory Committee supports the inclusion of the
kayak launch portion at the proposed development at 10500 Biscayne Boulevard. Motion seconded by Ms. Henry

At yesterday's Recreation Advisory Committee meeting (October 4, 2021), the Committee made the following
motion regarding the Community Center: “Mr. Ise made a motion that the Recreation Advisory Committee is
requesting the Village submit a proposal to the ULI Leadership Project by October 28th to investigate the merits
of renovating versus building a new Community Center. Motion seconded by Ms. Carro and unanimously
approved.” The Urban Land Institute (ULI) is seeking proposals for Leadership Projects that seek to provide
solutions to tangible land use and real estate challenges, and we believe that the Community Center question is
one that is imperative for us to investigate. There is no cost to the Village, and the result would be a tool for the
residents to begin discussions on possible next steps. The deadline for submission of a proposal is October 28,
2021. I hope this motion meets with your approval and I look forward to addressing any questions you may have.

Mary Benton. I urge the council to uphold the recommendations of county staff. The application asks the
county commission to approve a dramatic increase in the type and intensity of development over a very
large amount of acreage in a particularly sensitive part of the county. Its approval would abandon long-standing

Thank you Madam Mayor and Council Members for supporting the County Staff and urging County
Commissioners to vote AGAINST moving the UDB. The Everglades is a treasure that we all need to appreciate
and care for, not only for the amazing wildlife and plants that thrive there and no where else, but also because it's
critical to our survival here in South Florida. We don't need another industrial development in South Florida and
the promises of so many jobs for South Dade are over inflated. HOLD the line for the future of South Florida.
