2021-09-23 FINAL BUDGET HEARING MINUTES1 FINAL BUDGET HEARING MINUTES SEPTEMBER 23, 2021 6:00 PM 9900 NE 2ND AENUE 1) CALL TO ORDER Mayor Harris called the hearing to order at 6:04 PM. 2) MOMENT OF SILENCE/PLEDGE OF ALLEGIANCE 3) ROLL CALL PRESENT: Councilmember Alice Burch Councilmember Crystal Wagar Mayor Sandra Harris Vice Mayor Daniel Marinberg was absent. Councilmember Katia Saint Fleur arrived at 6:10 PM. ALSO PRESENT: Village Attorney Richard Sarafan Village Clerk Ysabely Rodriguez Village Manager Esmond Scott Finance Director Holly Hugdahl Due to a lack of super majority presence, which is required to pass the below-noted items, Mayor Harris requested an intermission. Mayor Harris resumed the meeting at 6:11 PM. 4) PUBLIC HEARINGS 4.A A RESOLUTION OF THE MIAMI SHORES VILLAGE COUNCIL, MIAMI SHORES, FLORIDA, ADOPTING THE FINAL LEVYING OF AD VALOREM TAXES FOR MIAMI SHORES VILLAGE FOR THE FISCAL YEAR 2021-2022; PROVIDING FOR AN EFFECTIVE DATE. 2 Village Clerk Rodriguez read the entire resolution into the record, detailing the tentative operating millage rate of 7.9 mills and the proposed increase over the rolled-back rate, which is greater than the rolled-back rate of 7.5392 mills by 4.79%. Mayor Harris opened the public hearing, but as no one wished to speak on the tentative tax increase, Mayor Harris closed the Public Hearing. Mayor Harris moved to approve the Resolution, adopting the final levying of ad valorem taxes for the 2021-2022 fiscal year. Councilmember Burch seconded the motion. There being no discussion, Mayor Harris called for the vote to approve the resolution, which carried a 4-0 voice vote. 4.B A RESOLUTION OF THE MIAMI SHORES VILLAGE COUNCIL, MIAMI SHORES, FLORIDA, ADOPTING THE FINAL BUDGETS FOR FISCAL YEAR 2021-2022; PROVIDING FOR AN EFFECTIVE DATE. Village Clerk Rodriguez read the entire resolution into the record, detailing the tentative budgets for fiscal year 2021 -2022. Mayor Harris opened the public hearing, but as no one offered comments on the tentative budgets, Mayor Harris closed the public hearing. Councilmember Wagar moved to approve the Resolution, adopting the final levying of ad valorem taxes for the 2021-2022 fiscal year. Councilmember Burch seconded the motion. There being no discussion, Mayor Harris called for the vote to approve the resolution, which carried a 4-0 voice vote. Mayor Harris called for an intermission at the Finance Director’s request to verify the rolled-back rate percentage. Mayor Harris called the meeting back to order at 6:31 PM. The Finance Director confirmed the rolled-back rate percentage is 4.79% as indicated in the proposed resolution and read into the record by the Village Clerk. 5) ADJOURNMENT There being no further business before the Village Council, the hearing was adjourned at 6:32 PM.
