2021-09-13 FIRST BUDGET HEARING MINUTES1 FIRST BUDGET HEARING MINUTES SEPTEMBER 13, 2021 6:00 PM 9900 NE 2ND AVENUE 1) CALL TO ORDER Mayor Harris called the meeting to order at 6:05 PM. 2) MOMENT OF SILENCE/PLEDGE OF ALLEGIANCE 3) ROLL CALL PRESENT: (5) Councilmember Alice Burch Councilmember Katia Saint Fleur Councilmember Crystal Wagar Vice Mayor Daniel Marinberg Mayor Sandra Harris ALSO PRESENT: Village Attorney Richard Sarafan Village Clerk Ysabely Rodriguez Interim Village Manager Esmond Scott Finance Director Holly Hugdahl 4) PUBLIC HEARINGS 4.A A RESOLUTION OF THE VILLAGE COUNCIL OF MIAMI SHORES VILLAGE, FLORIDA, ADOPTING THE TENTATIVE LEVYING OF AD VALOREM TAXES FOR MIAMI SHORES VILLAGE FOR THE FISCAL YEAR 2021-2022; AND PROVIDING FOR AN EFFECTIVE DATE. Village Clerk Rodriguez read the entire resolution into the record, detailing the proposed operating millage rate of 7.9 mills and the proposed increase over the rolled-back rate, which is greater than the rolled-back rate of 7.5392 mills by 4.79%. Mayor Harris opened the public hearing, but as no one offered comments on the proposed tax increase, Mayor Wagar closed the Public Hearing. 2 2 Councilmember Burch moved to approve the Resolution, adopting the tentative levying of ad valorem taxes for the 2021-2022 fiscal year. Vice Mayor Marinberg seconded the motion. There being no discussion, Mayor Harris called for the vote to approve the resolution, which carried a 5-0 voice vote. 4.B A RESOLUTION OF THE VILLAGE COUNCIL OF MIAMI SHORES VILLAGE, FLORIDA, ADOPTING THE TENTATIVE BUDGETS FOR FISCAL YEAR 2021-2022; AND PROVIDING FOR AN EFFECTIVE DATE. Village Clerk Rodriguez read the entire resolution into the record, detailing the proposed budgets for fiscal year 2021-2022. Mayor Harris opened the public hearing. Mr. Christian Ulvert, Doctors Charter School Board (DCS) Chair, spoke about DCS’ aging infrastructure and the importa nce of investing in the school, thereby asking for a $150,000 contribution from the Village to the school for maintenance purposes. Dr. Edwin Acevedo, DCS Executive Director, greeted the Village Council and asked for the Village Council’s consideration regarding the contribution request raised by the DCS Chair. Ms. Kathryn Mason asked whether seawall funding was included in the budget. Mayor Harris closed the public Hearing as no further comments were offered by the public regarding the budgets. Mr. Scott provided highlights regarding the budget and addressed any changes contained within the budget. Responding to Councilmember Wagar, Mr. Sarafan provided historic reference to the maintenance of DCS and lease information pursuant to the existing agreement. Responding to Vice Mayor Marinberg, Mr. Ulvert and Dr. Acevedo answered questions regarding the maintenance needs of DCS. By way of consensus, the Village Council directed the Village Attorney to forward the existing agreement and to prepare a memorandum, outlining the extent of the Village’s responsibility as it pertains to the maintenance of the DCS facility. Responding to Mayor Harris, Ms. Hugdahl, Finance Director, provided clarification with respect to the allocation of funding for the Senior Citizens Center of North Miami and Pelican Harbor. The Pelican Harbor representative greeted the Village Council and asked for continued support. Ms. Hugdahl provided clarification with respect to the $1,000 per Councilmember discretionary funding allocated in the Village’s budget. Councilmember Burch advocated for an appropriation in the Police Department’s budget for personnel to assist with accreditation and special projects. Responding to the Village Council’s questions, Chief Lystad spoke about the importance of speaking to the Village Manager regarding future vacancies before allocating funding for such position. 3 Vice Mayor Marinberg moved to approve the Resolution, adopting the tentative budgets for the 2021-2022 fiscal year. Councilmember Burch seconded the motion. There being no further discussion, Mayor Harris called the question, which carried a 5-0 voice vote. 4) ADJOURNMENT There being no further discussion before the Village Council, the first budget hearing adjourned at 6:55 PM.
