2021-06-02 SRC Minutes SUSTAINABILITY AND RESILIENCY COMMITTEE MINUTES DATE: June 2, 2021 TIME: 6:30 PM Council Chambers I. CALL TO ORDER The meeting was called to order by Chairman Ockert . II. Present: Mr. Daniel Suman Mr. Thomas Johnson Mr. Darren Ockert Ms. Marjorie Weber Ms. Patricia Pappaterra Mr. Juan Pablo Ortega Absent: Mr. David Brown - Excused Absence Also present: Mr. Travis Kendall, Director, Planning and Zoning Ms. Mariana Gracia, Recording Secretary III. Minutes – April 29, 2021 Motion to approve the minutes as amended by Mr. Sumac, seconded by Ms. Weber and the Motion was approved 5-1 with Mr. Ortega abstaining. IV. DISCUSSION BY THE BOARD AND STAFF There was discussion amongst the members of the Committee regarding having a full time Staff and how beneficial this would be. The Committee would like to have additional meetings. There was discussion about the purpose of this committee. Discussion and a consensus about the following items: 1. Seawall + Park. We will each bring to the next meeting suggestions and recommendations for the Miami Shores Bayfront Park and Seawall with the intend of discussing these items ready for public meeting/charrette plan for our August meeting if we all reach consensus. 2. 2-Stoke Combustion Engines Committee Recommendation for the Village Council. As agreed by unanimous consensus Mr. Kendall and I will draft a memorandum to convey our recommendation to ban 2-stroke engines. This will be presented to the Village Council for their upcoming discussion and vote on an ordinance curtailing gas-leaf blowers. 3. Miami Shores Recycling Fact-Finding. Ms. Weber and Mr. Ortega volunteered to contact and sit down with the public works director and understand how we can improve on recycling in Miami Shores and bring their findings back to the committee for the next meeting. 4. Sustainability and Resiliency Community Action Plan + Accompanying Ordinance. Mr. Kendall will put together a framework for the Sustainability and Resiliency Community Action Plan for the committee to review for next meeting. This will form the basis for discussion and amendment by the committee. When the committee reaches a consensus on the action plan an accompanying ordinance will be drafted for the committee to discuss and amend. 5. Fertilizer Ordinance and Community Education. We will each bring suggestions to the next meeting for community education that can be sent via the village newsletter, website or village social media. We initially agreed that information pertaining to the use of fertilizers and the damage it can cause throughout the rainy season would be a starting point. This would provide information to match the current ordinance being past to bring the Village's use of fertilizers up to County standards. Next meeting will be on July 7, 2021 at 6:30 PM at Village Hall, Council Chambers. The meeting adjourned.
