Motion to approve the Minutes of March 25, 2021 with correction made by Mr. Brady,
seconded by Ms. Hegedus and the Motion was approved 4-0.

Bolton and the Motion was approved 4-0.

Mr. Kendall gave a small presentation and informed the Board that the Historic Preservation
Board had approved the Certificate of Appropriateness. Staff recommends approval based upon
the design.
Hugo Mijares, Agent did not wish to present, but stood for questions.
The Board asked questions.
There was no public comment.
There was discussion amongst the Board regarding the driveway.
Motion to approve subject to staff's recommendations with the condition that the Applicant
work with Staff for a driveway that meets criteria and aligns with the second floor made by
Ms. Hegedus, seconded by Mr. Bolton and the Motion was approved 4-0.

This item was heard second to accommodate the applicants baby crying.
Mr. Kendall gave an introduction regarding the item, adding that a restricted covenant for single
family homes be a condition for approval. Staff is recommending approval based upon the
design.
David Muriell, Agent and Jonathan Jaramillo, owner were present.
There was no public comment.
Motion to approve subject to Staff's recommendations with the added conditions of 1.
Restricted Covenant for single family home. 2. Additional parking on site. by Ms. Hegedus,
seconded by Mr. Brady and the Motion was approved 4-0.

7) BOARD MEMBER COMMENTS
7.A STPL-000031-2021 230 NE 97th Street, (Applicant) Lance Harke (Agent) Jennifer McConney;
Pursuant to Articles X, Sec. 1001. Consideration for site plan approval and a rezoning for a
portion of a parcel from Parking to B-2.
Staff presented the re-zoning item to B1 designation. Staff expressed concerns about the impact
on the neighbors. Staff informs the Board that the Applicant is proposing a 1 story

building. Staff has no recommendation for or against it. Staff informs the Board that
Notifications have been mailed out. A newspaper notification will be done.
The Board made comments about the application.
Public Comment Open:
1. John & Kerry Copeland (neighbors adjacent to the property) spoke in favor of the application
and read in details of the reasons why they support the re-zoning.
2. Juan Zuluaga was present. He said that he had found out when he called asking about the
sign on the property. He is concerned about the parking. Mr. Sarafan explained that there are
three steps to the process of re-zoning. Staff explained the process too.
Public Comment Closed.
Jennifer McConney, Agent spoke at length about her intentions for re-zoning. She is okay with a
restricted covenant for a 1 story building only.
The Board made comments and discussed the item. Parking was one of their concern.
There was no motion about this item. Staff will provide notifications to the Board. Discussion
ended.
Mr. Bolton will be absent next meeting on May 27, 2021.
