SPECIAL MEETING MINUTES
MAY 20, 2021 6:30 PM 9900 NE 2ND AVENUE
1) CALL TO ORDER
Mayor Harris called the meeting to order at 6:31 PM.

4) PUBLIC COMMENTS
Robert Menge spoke about the number of interim village manager applicants and wished the
Village Council the best of luck in determining the most qualified candidate for the position. He
further asked the Village Council to consider selecting an applicant who has South Florida
knowledge and experience.

5) APPROVAL OF THE MINUTES
5.A APPROVAL OF THE MAY 6, 2021 SPECIAL MEETING MINUTES.
Councilmember Burch noted a scrivener’s error concerning the Mayor’s name.
Councilmember Wagar moved to approve the May 6, 2021 Special Meeting Minutes as amended and
Councilmember Burch seconded the motion, which passed unanimously.
6) DISCUSSION & POSSIBLE ACTION
6.A DISCUSSION & POSSIBLE ACTION REGARDING THE PROCESS OF APPOINTING AN
INTERIM VILLAGE MANAGER.
Village Clerk Rodriguez explained the electronic method by which the Village Council will attempt to
shortlist top candidates for interviews. Such method, as clarified by Mr. Sarafan, consists of casting
password-protected electronic ballots that indicate the name of the respective Councilmember and their
individual selections for public record retention purposes.
Individual Councilmembers thanked all of the applicants for taking the time to apply and spoke to the
quality of applications received.
There being no discussion, the Village Council cast votes for their top three candidates of choice and the
results were as follows:

Anthony Balzebre, Albert Childress, Erdal Donmez, Christopher Rose, and Esmond Scott received the
top five highest number of votes.
Vice Mayor Marinberg moved to accept the results and to direct the Village Clerk to schedule individual
Council interviews on May 25, 2021 with the top five candidates. The motion was seconded by

Councilmember Wagar. There being no further discussion, Mayor Harris called for the vote, which passed
unanimously.
7) ADJOURNMENT
There being no further business before the Village Council, the meeting adjourned at 6:42 PM.

For the interim I would like to see a current internal employee to be appointed. This is the right approach to take
not only because it saves the recruiting costs but it also provides the opportunity for someone already familiar
with the village to demonstrate their ability to perform. Promoting from within is a best practice of many successful
organizations. The village should have a succession plan in place for all leadership positions and there is no
better time to start than today.
I would like for the village to strongly consider Lazaro Remond for the position of Interim Village Manager. He is
an individual that works hard to ensure that best qualities of the village are upheld. He has excellent
communication skills because he truly listens. He also has the willingness to engage any individual. This
combined with his experience in our community will mean that we have a lead that engages the community and
delivers the best solutions. Miami Shores needs a leader that logical, rationale and experienced to move the
village into the next chapter.
