In accordance with the Code, the pool may not be filled with water without compliance with the

of 1929 (NGVD).
SITE DESCRIPTION AND PROPOSED IMPROVEMENTS
I According the Land Surveyor's Legal Description, the property is the east 50 ft of Lot 3 and the west 25
ft of Lot 4 of Block 1 of the "Bay Lure" subdivision in the Village of Miami Shores. The property is
approximately 75 ft wide (east -west) and approximately 130 ft long (north -south). The existing
residential structure is a one-story concrete block structure that fronts NE 93`d Street to the south. The
residential structure is set back 45 ft from NE 93rd Street with a carport at the southwest side of the
structure and asphalt circular driveway at the south side of the property. The residential structure has a
concrete ground floor at approximate el + 7.3. The north side (rear) of the property is grassed and
( relatively flat. According to information from the Elevation Certificate, ground elevations at the property
vary between el +5 and el +5.5. According to information available on the Miami -Dade County's
Property Appraiser's website, the residence was built in 1957. Based on a cursory overview of the

exterior of the structure at the time of our subsurface investigation, there were no observable cracks or
apparent signs of distress on the exterior of the structure, or on the paved circular driveway
Based on information you provided to us, the proposed improvements may include:
• A new pool and deck in the back yard near the NW corner;
• Conversion of the existing carport to an enclosed parking garage;
• Possible construction of a garage in lieu of the carport structure;
• Possible addition of a new interior floor slab to raise the finished floor elevation of the home up
to el 8 to satisfy flood elevation criteria;
• If ground floor slab is raised then the roof of the home would also be raised with a new truss
system to allow 10 ft high ceilings.
Drawings showing the proposed improvements have not been furnished to us at this time.
SUBSURFACE INVESTIGATION
The subsurface investigation consisted of drilling one soil test boring immediately adjacent to the
southwest corner of the carport structure to a depth of 15 ft, and a hand auger was advanced to a depth
of approximately 3.5 ft at the northwest side of the property, in the area of the proposed pool and pool
deck. The test borings were logged by one of our senior geotechnical engineers.
The soil test boring was drilled on 27 November 2017 by a specialty contractor under our full-time
engineering monitoring and observations. The soil boring was advanced with a truck -mounted CME 55
drill rig using rotary drilling techniques and stabilized with casing. Soil sampling and testing was
performed using Standard Penetration Testing (SPT), following the guidelines of ASTM D1586.
Resistance values (N-values) were recorded for all soil test samples taken. The soil test boring was
sampled continuously in the upper 10 feet and at then at a 5-foot interval thereafter. The log of the soil
test boring (LB1) is presented in Appendix A. A shallow hand auger (HA1) was advanced by our
geotechnical engineer and is also presented in Appendix A. The previous WLI geotechnical report (2000)
is presented in Appendix B.

Note:
1. According the WLI 2000 report a brown "semi -plastic" silt layer was encountered at the north
east corner of the residential structure that was 2 ft thick. The top of the native limestone
stratum was encountered at a depth of 5 ft below the existing grade at WLI's boring location.
Groundwater
The depth of the groundwater table was measured when first encountered and after completion of the
borehole. The depth to the groundwater table in the soil test boring was approximately 4 ft below
existing grade, about el +1.5. Groundwater is expected to fluctuate with seasonal rainfall and is
anticipated to vary between el 0 and el +3.
Based on the FEMA Flood Insurance Rate Map Panel 12086C0306L, effective date 11 September 2009,
the property is in Zone AE with a Base Flood Elevation (BFE) of el +8.
FOUNDATION EVALUATIONS AND RECOMMENDATIONS
Subsurface Condition Evaluation
The Langan soil test boring (LB1) and the hand auger (HA1) indicate a relatively loose fine to medium
sand strata with trace to some amount of silt to a depth of approximately 21/2 to 3 ft. Below these
surficial soils, a stratum of soft Oolitic Limerock was encountered to a depth of at least 15 ft.
The previous WLI boring, that was performed at the northeast corner of the existing structure, indicates
the top of the limerock stratum was encountered at a depth of 5 ft below existing grade and was
overlain by an about 2 ft-thick layer of "semi -plastic silt" and brown silty sand as described in WLI
August 2000 geotechnical report. Although not observed in the Langan borings, this variance indicates
the top of the limerock stratum maybe pinnacled with shallow pockets of loose sand with some
proportion of silt.
Based on our findings, the loose and relatively thin sand and silt stratum overlying the native limestone
is somewhat compressible and may undergo some small settlement from the anticipated nominal
loading conditions from the proposed conceptual property improvements. The existing anticipated
shallow foundations and existing slab subgrade of the residential structure are capable of safely
supporting the nominal additional loads caused by raising the finished floor to el +8 and a new roof truss
system. In areas of future improvements, such as a parking garage at the existing carport area, new
foundations should bear on the top of the limerock stratum that was encountered in the Langan boring
at a depth of 2 1h to 3 ft below existing grade.
Final drawings should be reviewed by a structural engineer and Langan to assure that footings are
appropriately sized to meet the allowable design bearing pressure recommended herein and to assure
that new footings, if necessary, are appropriately sized and meet the latest Florida Building Code
requirements.
Foundation Recommendations for Shallow Foundations
As previously stated, the existing structure foundations could be used to support the intended
improvements to existing residential structure. In areas of future new structure, such as the proposed
parking garage where new footing foundations would be required, new footings should bear directly on
the limerock stratum, generally found at the 2 '/2 to 3 ft depth. Alternatively, the footings could bear at a
higher level assuming the limerock bearing surface is exposed by excavation then backfilled with lean
concrete or crushed stone to the desired bearing level. New footings should be designed using an
allowable bearing pressure of 3,500 psf. New footings could be at least 24 inches wide and 12 inches
thick and be designed in accordance with the latest Florida Building Code.

Proposed Ground Floor Slabs
The potential to raise the finished floor of the main residence from el +7.3 to el +8 to meet FEMA BFE
requirements is anticipated to apply nominal load (about 100 psf) on the near surface sands/ silty sands.
It may be possible to raise the finish floor by filling directly over the top of the existing floor slab, or
demolish and replace the existing floor with a new slab -on -grade floor. If the latter alternative is chosen,
then upon demolition and removal of the existing floor slab, the underlying existing slab soil should
consist of clean sand free of debris compacted with a walk -behind roller or heavy plate compactor. Fill
material required to raise grades must consist of clean sand or crushed limerock placed in controlled
compacted lifts. In order to achieve reliable support for a slab -on -grade, the material used to raise
grades should be approved by a geotechnical engineer and placed in not more than 9 inch loose lifts
compacted to at least 95% of the material's maximum dry density in accordance with ASTM D-1557
(Modified Proctor).
If a new garage slab is constructed in the current carport area, we anticipate that it would be finished at
a lower elevation than the main residence floor slab. A new garage floor slab may also be a slab -on -
grade supported on at least 12 inches of clean sand or crushed limerock, compacted to the previously
described compaction criteria.
Prior to reinforcing steel placement, the compacted subgrade materials should be covered with a vapor
barrier.
Swimming Pool and Pool Deck
The proposed swimming pool can be supported on the existing subsurface sand or limerock. We
recommend the pool bottom not extend below about el + 2.5 to minimize construction issues
associated with dewatering and buoyancy. Assuming a future pool deck at el +7 to 7.5 this would allow
for a 4.5 to 5 ft deep pool. If unsuitable soils are encountered in the pool excavation subgrade, these
materials should be removed to 1 ft below the subgrade level and replaced with crushed stone. The
top of the limerock stratum, when encountered, is relatively soft and could be excavated with a small
excavator. We suggest hydrostatic valves and/or other appropriate measures are included in the pool
design such that the pool will not be subjected to hydrostatic uplift. Because the depth of existing
structure footings is relatively shallow, the proposed pool's edge should be located not closer than 7 ft
from the adjacent building or wall footings. The proposed pool deck can be supported on clean
compacted sand free of roots, debris and any deleterious materials encountered.
OTHER CONSIDERATIONS
Existing Structures
If the existing carport structure and main residence floor slab are demolished to allow for new
construction, then the former foundations and other demolition debris (i.e. remnant floor slabs, utilities,
etc.) should be completely removed to allow for unobstructed construction of planned improvements.
Clearing, Grubbing and Stripping
In areas of future improvements, clearing, grubbing and stripping must be performed to remove surficial
vegetation, roots, grass, topsoil, vegetation and other deleterious material.

Existing Utilities
Based on our review of the information furnished to us regarding the existing property, a septic sewer
system is located at the northeast and southeast sides of the property. This is identified on the partial
plan copy, provided to us, in Appendix B.
LIMITATIONS
The evaluations and recommendations given in this report are our best engineering judgment as to the
appropriate foundation bearing systems and required site preparation procedures for the proposed
structure improvements. They are based on subsurface conditions inferred from the borings and on the
anticipated improvements. Our recommendations are contingent upon one another and no
recommendation should be followed independent of the others. This report is intended for use with
regard to the information provided to us, and any changes with the proposed improvements, locations
or grades should be brought to our attention so that we may determine how such changes may affect
our recommendations.
This report was prepared for the proposed improvements at the subject property. Langan cannot
assume the responsibility for the use of this report to generate foundation design other than for the
improvements to the subject property addressed in this report.
We recommend our firm be engaged during the construction phase of this development, including the
documentation of preconstruction conditions, engineering observations during foundation construction.
Our continued involvement is necessary to finalize the foundation design, to assure proper and timely
implementation of our recommendations, and to maintain the continuity of our responsibility on this
project.

A review of the test boring logs indicates the presence of loose, dark colored sands with
traces of rock fragments and roots present in the fast 2 feet, underlain by soft, dark semi -plastic
silt and loose silty sands to a depth of 5 feet. At this depth, a soft sandy limestone rock
formation was encountered extending throughout the maximum explored depth of 15 feet.
The ground water level at the time of our investigation was encountered at a depth of 7
foot below existing grade. Variations in the ground water level should be expected due to
seasonalclimatic clrangea, tidal action, rainfall variation, suffice nm o$ nearby construction
activity or other site specific fta.

A review of the test boring log revealed the presence of soft gilts and loose silty sands

In order to prevent excessive settlements of the load bearing walls of the proposed
addition, it is our roeommeaduion that the footings for the proposed addition be placed directly
upon the native nduRd limestone f mdadon at a deptlr of 5 feet below the misting grade.
Footings placed drew* upon the native limestone shall be proportioned for an allowable soil
Noting capacity of 3000 pounds per square foot (psf). Footings shall have a minimum width of
24 rhea.
The proposed floor blab may be a slab on grade supported upon compacted soil material.
The Iiadng in surfim soils shall be compacted to a minimumielative compaction of 95%, as
compared to the `Modified Proctor Test". Any additional fill required to fill the area to its
required bottom ofshb elevation, aball consist of clean sand and/or crushed limerock compacted
to a minimum relative compaction of 95%.
Experience indicates that the actual subsoil conditions at a site could vary fi+om those
genetated on the basis of test borings me& at specific locations. Theteforo, it is essential that a
Scotechnical engWeer be retained to provide soil engineering services during the site preparation,
excavation and foundation phases of the proposed project. This is to obsem compliance with
the design concepts, specifications and recommendations and to allowdesign changes in the event
that subsurface conditions differ from those anticipated prior to the start of construction.

In dealing with the unseen subsmfici dimension, a prudent teat boring program acts to
identify the general range of conditions and to reduce, but not eliminate, the risks of unknown
conditions. Therefore, WLI cannot offer a warrantee, expressed or implied, that materials or
conditions other than those revOled in the test borings- will not be encountered, nor that the
relative proportions and density of the materials will- not vary from those reported.
Also, since the criteria furnished to WU coastitutes our total lmowledge and
knwKww ofthd project; inaccuracies, deviation or altesaftons of the criteria may invalidate
these reeiolinmeadations to the extent they impact the magnitude, distribution, and elevation of
applied loads, or impact the nature of the construction.
