Mayor Wagar called the meeting to order at 6:40 PM.

4) PRESENTATIONS
4.A SPECIAL RECOGNITON AND APPRECIATION TO RETIRING MIAMI SHORES
ELEMENTARY (MSES) TEACHER NOREEN MORELLI.
On behalf of the Village Council, Mayor Wagar presented Ms. Noreen Morelli, retired Art Educator, with a
Certificate of Appreciation in honor of her dedicated service to Miami Shores Elementary School.
4) PUBLIC COMMENTS
Alexandra Johnson provided in-person public comments concerning Ms. Morelli’s contribution and dedicated
service to Miami Shores Elementary School on the occasion of Ms. Morelli’s retirement. For the record, she
provided clarification with respect to the Master’s degree earned by Ms. Morelli.

Councilman Brady moved to approve the Consent Agenda as presented and Vice Mayor Burch seconded the
motion, which passed unanimously.

CONSERVATION”; PROVIDING FOR CONFLICTS, CODIFICATION, SEVERABILITY AND AN
EFFECTIVE DATE (STAFF: PLANNING & ZONING DIRECTOR).

Mr. Sarafan withdrew the item to address housekeeping matters regarding the proposed ordinance.
7.B AN ORDINANCE OF THE VILLAGE COUNCIL OF MIAMI SHORES, FLORIDA, ADOPTING
THE 2021 CAPITAL IMPROVEMENTS PROJECT SCHEDULE ANNUAL UPDATE TO THE
MIAMI SHORES VILLAGE 2025 COMPREHENSIVE PLAN; AND PROVIDING FOR AN
EFFECTIVE DATE.
The Village Clerk read the caption of ordinance into the record.
Mr. Travis Kendall, Planning & Zoning Director, provided a brief overview of the item.
Responding to a question raised during public comments, Mr. Kendall indicated the 2021 Capital
Improvements Project Schedule reflects the same project schedule that was presented and approved in the
FY2020-2021 adopted budget.
Councilman Brady moved to approve the ordinance of first reading and the motion was seconded by
Councilman Loffredo which carried a 5-0 voice vote.

8) RESOLUTION(S)
8.A A RESOLUTION OF THE VILLAGE COUNCIL OF MIAMI SHORES VILLAGE, FLORIDA,
EXTENDING THE SUNSET DATE OF RESOLUTION 2020-10 FOR THE TEMPORARY
MORATORIUM ON ENFORCEMENT OF SECTION 541 OF THE MIAMI SHORES VILLAGE
CODE OF ORDINANCES DUE TO COVID-19 (STAFF: VILLAGE MANAGER).
The Village Clerk read the caption of the resolution into the record.
Mr. Benton provided an overview of the item, indicating the need to extend the moratorium due to COVID-19.
Councilman Loffredo moved to approve the resolution and Councilman Brady seconded the motion which
carried a 5-0 voice vote.
9) DISCUSSION & POSSIBLE ACTION ITEMS
9.A DISCUSSION AND POSSIBLE ACTION CONCERNING THE INSTALLATION OF WALKING
PATHS THROUGHOUT THE VILLAGE (SPONSORED BY: COUNCILMAN JONATHAN
MELTZ).
Councilman Meltz provided opening remarks.
Individual Councilmembers offered their respective position on the matter and offered recommendations, such
as engaging a wayfinding signs vendor to design such signs linked to specific destinations throughout the
Village, using this initiative to market community assets and encourage residents to walk instead of using their
vehicles while helping local businesses, etc.
Councilman Meltz accepted Mayor Wagar’s request to co-sponsor the item.
By way of consensus, the Village Council directed the Village Manager to gather additional information
regarding the proposed recommendations relative to the installation of walking paths throughout the Village
and for the findings to be brought forth for Council consideration.
No further discussion or action was taken.
9.B DISCUSSION AND POSSIBLE ACTION REGARDING THE JANUARY 5TH, 2021 COUNCIL
MEETING DATE.
In light of the holiday season, Mr. Benton proposed revising the regularly scheduled January 2021 Village
Council Meeting dates to be held on January 19, 2020 should there be no urgent matters to be considered by
the Village Council.
By way of consensus, the Village Council agreed to hold the January Council Meeting on January 19, 2021.
Should pressing matters arise prior to January 19, the alternate Council Meeting date was set for January 12,
2021.
No further discussion or action was taken.
9.C DISCUSSION AND POSSIBLE ACTION REGARDING THE INSTALLATION OF ELECTRIC
CAR CHARGING STATIONS THROUGH A FPL PROGRAM IN THREE VILLAGE LOCATIONS
(STAFF: PUBLIC WORKS DIRECTOR).

Mr. Benton provided a brief overview of the item, specifying the three proposed charging stations: Miami
Theater Center, East of 2nd Avenue, and one by the Community Center.
Individual Councilmembers offered their respective position on the mater, such as adding a charging station to
the Country Club given the downtime of the patrons, and requesting the Village Manager to look into adding
more than three charging stations throughout the Village.
There was consensus to direct the Village Manager to proceed with the installation of electric car charging
stations in multiple village locations through the proposed FPL program.
No further discussion or action was taken.

11) VILLAGE COUNCIL COMMENTS
Councilman Brady thanked staff for coordinating the meeting and wished everyone Happy Holidays.
Councilman Loffredo spoke about his opposition to the Army Corp of Engineers’ proposal and wished
everyone Happy Holidays.
Councilman Meltz proposed the Village Manager provide a token of appreciation to Village employees in light
of the Employee Breakfast cancellation due to the COVID-19 pandemic.
Vice Mayor Burch spoke about the Shores Estates septic to sewer project grant funding and thanked the
Village Manager and grant writer, Lakeesha Moore, for their diligence in obtaining the grant funding
opportunity.
Mayor Wagar reminded everyone to remain safe and vigilant due to COVID-19. She further thanked Village staff
for doing their best given the difficult and uncertain nature of the current pandemic.
12) ADJOURNMENT
There being no further business before the Village Council, the meeting was adjourned at 7:24 PM.

My husband and I are owners in the Miami Shores Estates neighborhood and submit this eComment to express
our continued support for the Septic-to-Sewer project. Decisions concerning this project should be based on
scientific, environmental, and cost analyses conducted by independent consultants and made in the best
interests of the entire community. It is clear that the Council and Village Government are correctly progressing
accordingly. We have been advised that the Village has secured a $1,133,000 matching grant from DEP to fund
a Septic to Sewer installation in Miami Shores Estates, which grant is expected to pay for half of the sewer
installation costs. We would like to thank the members of the Village Council, City Manager Tom Benton, and
Grant Writer LaKeesha Morris for their continuing commitment to the Septic to Sewer project for Miami Shores
Estates and for their hard work in obtaining the above-referenced grant.

Has the Rec Board reviewed this budget? I had questions and asked a member of the board that I knew. I was
told she didn't know and went on to say that they were not advised on a number of the items that are included.
She told me that they wanted substantial improvements to the Community Center and that none of those items
were included. Why is the Rec Board being kept out of this process? This item should be tabled.

Please adjust the walking routes so pedestrians can safely cross at traffic lights. Some of the routes have
dangerous crossings on busy streets.

The concept for the walking routes is great, however I have some concerns regarding the proposed routes. Many
of the routes will have residents crossing extremely busy streets and not at crosswalks where there are traffic
lights and/or stop signs. For example, the proposed routes will have residents crossing busy North Miami Avenue
at 92, 94, 105, and 109 Streets. North Miami Avenue has four lanes of traffic with many speeders. I would ask
that the routes be revised to have residents safely cross the streets at signalized corners.
